03-21-2023 Work Session - FINAL PITTSYLVANIA COUNTY BOARD OF SUPERVISORS WORK SESSION March 21, 2023 VIRGINIA: The Pittsylvania County Board of Supervisors' ("Board") Work Session was held on March 21, 2023, in the Board Meeting Room, 39 Bank Street, SE, Chatham, Virginia 24531. CALL TO ORDER (4:00 PM) Dalton called the Meeting to Order at 4:00 PM. ROLL CALL The following Board Members were present: Darrell W. Dalton - Chairman, Callands-Gretna District Timothy W. Dudley - Vice-Chairman, Staunton River District Timothy W. Chesher - Dan River District William V. (“Vic”) Ingram - Tunstall District Ronald S. Scearce - Westover District Robert M. Tucker, Jr. - Banister District Robert (“Bob”) W. Warren - Chatham-Blairs District APPROVAL OF AGENDA Motion to approve Agenda. Zito Media Presentation James Rigas, President of Zito Media, presented the Board an update regarding Zito internet service/coverage issues in the County. His full presentation can be found on the County's website at www.pittsylvaniacountyva.gov. b. Rural Rustics Program (6-Year Plan) Jay Craddock, VDOT's Assistant Resident Engineer, presented the Board the County’s Secondary Six (6)-Year Plan. He also stated they will be receiving less funds for these projects for the next six (6) years. Due to the reduced funding, Craddock had to revise some of the roads that are already on the Six (6)-year plan; and Jasmine Road was split into two (2) projects. c. Summer Internship Program Jessie Vernon, IALR's Advanced Learning Program Manager, discussed with the Board the FY23 Summer Internship Program. This will be the third year of the County Internship Program. EmPOWER (formerly ExperienceWorks) is an employer- driven work-based learning (“WBL”) system that connects students and young adults to careers through a variety of career awareness, engagement, skill development and WBL experiences. EmPOWER aligns existing talent pipeline programs and adds capacity, providing multiple opportunities for employers to engage with students and offer hands-on, career-relevant learning and mentoring. The goal is to scale WBL efforts, allowing one hundred percent (100%) of high school graduates access to a high-quality WBL experience and creating a sustained pathway that connects employers to their emerging workforce. The request from the County for this year's program is $76,765. Her full presentation can be found on the County's website at www.pittsylvaniacountyva.gov. Motion to add this item to the Business Meeting Consent Agenda to allocate $76,765 for this summer internship program. Matters from Committees Van Der Hyde reviewed the following items from the Finance Committee Meeting: -FY2023 Capital Projects; and -Resolution # 2023-03-03. Hunt reviewed the following items from the Legislative Committee Meeting: -Temporary Camping Amendment; and -BOS Bylaw revision to make the Board's Planning Commission Member a non-voting member. CLOSED SESSION Motion to enter Closed Session. The Board entered Closed Session at 5:07 PM. Discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community. (1) Legal Authority: Virginia Code § 2.2-3711(A)(5) Subject Matters: Unannounced Prospective Businesses/Industries Purpose: General Economic Development Projects Update/Discussion on the Same RETURN TO OPEN SESSION & CLOSED SESSION CERTIFICATION The Board returned to Open Session at 6:49 PM and the following Certification was recorded: PITTSYLVANIA COUNTY BOARD OF SUPERVISORS’ CLOSED MEETING CERTIFICATION BE IT RESOLVED that at the Pittsylvania County Board of Supervisors’ (“Board”) Work Session on March 21, 2023, the Board hereby certifies by a recorded vote that to the best of each Board Member’s knowledge only public business matters lawfully exempted from the Open Meeting requirements of the Virginia Freedom of Information Act (“Act”) and identified in the Motion authorizing the Closed Meeting were heard, discussed, or considered in the Closed Meeting. If any Board Member believes that there was a departure from the requirements of the Act, he shall so state prior to the vote indicating the substance of the departure.
