BZA Minutes 05 21 2019PITTSYLVANIA COUNTY BOARD OF ZONING APPEALS REGULAR MEETING May 21, 2019 MINUTES VIRGINIA: The Pittsylvania County Board of Zoning Appeals met on Tuesday, May 21, 2019, in the General District Courtroom, Edwin R. Shields Courthouse Addition, Chatham, Virginia. Mr. Talbott called the meeting to order at approximately 7:00 p.m. The Board observed a moment of silence. Mrs. Hayes called the roll. PRESENT Kenneth Talbott Leon Griffith Helen Glass Joseph “Jay” Craddock Ronald Merricks Carroll Yeaman Karen N. Hayes Christopher Dadak, Attorney ABSENT R. Allan Easley APPROVAL OF THE AGENDA Upon motion of Mr. Merricks, seconded by Mr. Yeaman, and by a 6 to 0 vote (one (1) member, Mr. Easley, was absent), the agenda was approved as presented. APPROVAL OF THE MINUTES Upon motion of Mr. Yeaman, seconded by Mr. Craddock, and by a 6 to 0 vote (one (1) member, Mr. Easley, was absent), the minutes of the April 9, 2019, meeting were approved as presented. OLD BUSINESS There was no old business. NEW BUSINESS Mrs. Hayes reported there is one (1) case for next month, a Special Use Permit for a large scale solar facility. CHAIRMAN’S REPORT There was no Chairman’s Report. THE ZONING PRECEPTS WERE READ BY Mr. Talbott to OPEN THE PUBLIC HEARING at approximately 7:04 p.m. Case S-19-003, Steven Lynn Amos & Anita H. Amos – Mr. Talbott opened the public hearing at approximately 7:04 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Steven and Anita Amos had petitioned for a Special Use Permit on 10,000 square feet, located off Glory Drive, in the Callands-Gretna Election District for a 195’ self-supporting telecommunications tower within a 100’ x 100’ compound. She further stated the Planning Commission, with no opposition, recommended granting the petitioner’s request. Mr. Jonathan Yates was present to represent the petition. Mr. Yates gave a brief description of the project and stated he would be glad to answer any questions. There was no opposition to the petition. Mr. Talbott closed the public hearing at approximately 7:09 p.m. The Board discussed the petition as the Committee of the Whole. Upon motion of Mr. Merricks, seconded by Mr. Griffith, the following motion was adopted: Whereas, Steven and Anita Amos have petitioned the Board of Zoning Appeals for a Special Use Permit for a 195’ self-supporting telecommunications tower within a 100’ x 100’ (10,000 square feet) leased compound area for AT&T, and, Whereas, we find no substantial detriment to Board of Zoning Appeals May 21, 2019 Page 2 adjacent property, that the character of the zoning district will not be changed thereby, and that such use will be in harmony with the purpose and intent of the Ordinance, I move the Special Use Permit be granted. Motion passed by a 6 to 0 vote (one (1) member, Mr. Easley, was absent). This concludes the Special Use Permit case. The meeting adjourned at approximately 7:10 p.m.
