Attachment(s): None Reviewed By: SUMMARY: During the current County Budget process, funding was requested for several capital projects in the FY 2024 County Budget. Funding has been identified in the Capital Improvements Fund to cover these projects in the current FY 2023 Budget. These projects are as follows: Library-Roof Replacement for Brosville Library Branch (25,000.00) Library-Foundation Repairs for Brosville Library Branch (35,000.00) Library-Chatham Parking Lot repairs/resealing (22,000.00) Replacement of Network Switches (65,000.00) Replacement of CAD Server for E911 (180,000.00) HVAC Replacements based on the Energy Study (200,000.00) These items total $527,000. FINANCIAL IMPACT AND FUNDING SOURCE: Currently, a total of $1,137,108.70 exists in the Building and Grounds Improvements line item to cover the items listed above. This will eliminate the need to find funding for these projects in the FY 2024 County Budget. RECOMMENDATION: Staff recommends the Finance Committee support the use of B&G Improvement Funds to cover the cost of the Capital Projects, as presented and approve sending this to the full board to be included on tonight's consent agenda for consideration and approval. Attachment(s): 1. 2023-03-03 Resolution Adopting Tax Rates Reviewed By: SUMMARY: For the Board’s review, attached is a copy of Resolution # 2023-03-03, to set rates for the upcoming FY 2023 - 2024 County Budget that is included on tonight's Consent Agenda. Typically, these rates are set when the Budget is adopted by the Board. It is necessary to set these rates this year via Resolution, since the County has not received final State Budget figures for Fiscal Year 2023 - 2024 and is therefore not able to adopt the FY 2023 - 2024 County Budget at this time. FINANCIAL IMPACT AND FUNDING SOURCE: Setting these rates now will allow the Commissioner of the Revenue and Treasurer's Office to complete the tax billing process in a timely fashion. This will also allow sufficient time for bills to be mailed to citizens and payments to be returned to the Treasurer and processed in the system by year end. RECOMMEDATION: County Staff recommends the Finance Committee support setting rates and fees for the FY2023-2024 Budget Year per attached Resolution # 2023-03-03. This Resolution is included on the Consent Agenda (Item #7(i)) to be considered for approval by the full Board at tonight's Business Meeting. 5 RESOLUTION # 2023-03-03 RESOLUTION ADOPTING TAX RATES FOR PITTSYLVANIA COUNTY, VIRGINIA, FOR FISCAL YEAR 2024 VIRGINIA: At the Pittsylvania County Board of Supervisors’ (“Board”) Business Meeting on Tuesday, March 21, 2023, the following Resolution was presented and adopted: NOW, THEREFORE, BE IT RESOLVED, pursuant to the provisions of Virginia Code §58.01-3001, the Board hereby establishes the tax levies for the fiscal budget year beginning July 1, 2023, and ending June 30, 2024, and calendar tax year beginning January 1, 2023, and ending December 31, 2023, as follows: • Real Property: $.62 per $100 of assessed value, 100% market value; • Mobile Homes and Barns: $.62 per $100 of assessed value, 100% market value; • Machinery and Tools: $ 4.50 per $100 of assessed value at 10% of original cost; • Contract Carrier: $4.50 per $100 of assessed value at fair market value; and • Personal Property: $9.00 per $100 of assessed value, 30% of market value. BE IF FURTHER RESOLVED, in accordance with the requirements set forth in Virginia Code §§ 58.1- 3524(C)(2) and 58.1-3912(E), 1950, as amended by Chapter 1 of the Acts of Assembly (2004 Special Session 1) and as set forth in Item 503.E (Personal Property Tax Relief Program) of Chapter 951 of the 2005 Acts of Assembly, any qualifying vehicle situated within the County commencing January 1, 2023, shall receive personal property tax relief in the following manner: • Personal use vehicles valued at $1,000 or less will be eligible for 100% tax relief; • Personal use vehicles valued at $1,001 to $20,000 will be eligible for 40% tax relief; • Personal use vehicles valued at $20,001 or more shall only receive 40% tax relief on the first $20,000 of value; • All other vehicles which do not meet the definition of “qualifying” (business use vehicles, farm use vehicles, motor home, etc.) will not be eligible for any of tax relief under this Program; • Generating Equipment: $.62 per $100 of assessed value, 100% of value; • Capital Merchant Tax: Tier 1 $2.75 per $100 of assessed value, 30% of inventory value from $1 to $1,000,000; Tier 2 $2.75 per $100 of assessed value, 10% of inventory value from $1,000,001 to $5,000,000; Tier 3 $2.75 per $100 of assessed value, 5% of inventory value from 6 $5,000,001 to unlimited; and • Consumer Utility Tax: 20% of the first $15.00 monthly for residential users and 20% of the first $100.00 monthly for commercial or industrial users, except as required for Gas and Electricity, as defined by Chapter 6 Section 13 of the Pittsylvania County Code 1975, as amended.
