There was discussion regarding trucks for Cascade and Mount Cross Fire Departments and there was consensus from the Board to add this item to the Business Meeting Agenda. VDOT Secondary Roads Six-(6) Year Plan Presentation (Presenter: Jay Craddock); (15 minutes) Jay Craddock, of VDOT. presented the Board an update on VDOT’s Secondary Six-Year Plan for the County. Authorization to conduct the associated legally required Public Hearing at the Board’s May Business Meeting is on tonight’s Consent Agenda. Below are the proposed Roads to be added to the Six Year Plan. STAFF, COMMITTEE, AND/OR CONSTITUTIONAL OFFICER REPORTS a. County Summer Youth Work Program Discussion (Staff Contact: Richard N. Hicks); (15 minutes) Recently, the City of Danville, Virginia, announced a Youth Summer Work Program (“Program”) that was created with the partnership of several different agencies. At Supervisor Miller’s request, County Staff convened a meeting with various agencies to determine if a similar Program was a possibility for County residents. Representatives from The Institute, Pittsylvania County Community Action (“PCCA”), The West Piedmont Workforce Development Board, County Schools, and County met to determine such a Program’s feasibility for County youth. Dr. Julie Brown, Director of Advanced Learning at the Institute, was able to develop a Concept Paper on how a Program might look and what agencies would be participating if approved. Dr. Brown believes that a case could be easily made to utilize upcoming COVID funds to cover the County’s cost. PCCA may have additional funds, but most of those are based on income and have certain restrictions. The Program’s plan proposes to hire twenty (20) County youth for the Program. The County’s School System will provide summer transportation and identify potential youth for the Program. Motion to take a total of students from twenty (20) to twenty-five (25) and to appropriate up to $75,000 from the County’s future Cares Act funds to fund twenty-five (25) County students to participate in the County’s 2021 Summer Youth Program. Ragsdale and the Honorable Robin C. Goard); (30 minutes) Ragsdale and Goard were present discuss Solar Taxation. Goard presented the total expected lifetime revenue for the current solar farms that are in the County when using revenue sharing. Revenue sharing was not allowed under the State Code originally, but there has been a change that now allows that going forward. d. Committee Recommendations (Staff Contact: David M. Smitherman); (5 minutes) Hunt provided the following items that will be added to the night’s Business Meeting Agenda: Add to Presentations: (A) Special Agent Dwyer Resolution/Plaque Presentation (Sheriff Taylor) Add to New Business: (A) Temporary County Music Festival Permitting Suspension (B) Mt. Cross/Cascade Fire Truck Purchase Funding to New Business Add to Matters from Work Session: (A) County Summer Youth Work Program Funding (B) Legislative Committee Recommendations -Advertise public hearing at Board’s May Business Meeting for potential revisions to the following County Ordinances: (i) Private Waste Hauling Ordinance (PCC Sections 17-4 and 17-5); (ii) Music Festivals Ordinance (PCC Chapter 10); (iii) Temporary Camping and County’s Campgrounds Ordinances (PCC Sections 35-87 (new) and 35-138 (revised)); and (iv) No change to County’s current Solar Ordinance; rejection of proposed Community Solar text amendments to PCC Sections 35-35, 35-141(C), (D), and (E). If any Board Member believes that there was a departure from the requirements of the Act, he shall so state prior to the vote indicating the substance of the departure. The Statement shall be recorded in the Board's Minutes.
