MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, May 1, 2018, in the General
District Courtroom, Chatham, Virginia. Mr. Motley, Chairman, called the meeting to order at approximately
7:00 p.m. Mr. Motley called the roll.

HEARING OF THE CITIZENS
No citizens came forward to speak.
APPROVAL OF THE AGENDA
A motion was made by Mr. Horne, seconded by Mr. Stowe, and by a unanimous vote, the agenda was approved
as presented.
APPROVAL OF THE MINUTES
A motion was made by Mr. Stowe, seconded by Mr. Dudley, and by a unanimous vote, the April 3, 2018,
minutes were approved as presented.
CHAIRMAN’S REPORT
Mr. Motley welcomed Mr. Vaden Hunt, County Attorney, to the meeting.
THE ZONING PRECEPTS WERE READ by Mr. Motley TO OPEN THE PUBLIC HEARING at
approximately 7:02 p.m.
Case R-18-008, Richard Adam Gillespie – Mr. Motley opened the public hearing at 7:02 p.m. Mrs. Hayes,
Deputy Director of Community Development, reported that Richard Adam Gillespie had petitioned to rezone
4.22 acres, located on State Road 658/Dr Milams Road, in the Dan River Election District from R-1,

Residential Suburban Subdivision District to A-1, Agricultural District for agricultural use (tobacco). Mrs. Hayes
also stated once the property is rezoned to A-1, all uses listed under Section 35-178 are permitted. Mr. David
Gillespie was present to represent the petition. He stated he had nothing to add. There was no opposition to
the petition. Mr. Motley closed the public hearing at 7:04 p.m. During the discussion, it was stated this is a case
of spot zoning and this parcel is surrounded by A-1, Agricultural District zoned properties. A motion was made
by Mr. Horne, seconded by Mr. Davis, to recommend the Board of Supervisors grant the rezoning request.
Motion passed unanimously.
Case R-18-009, Jo Ann Pyles – Mr. Motley opened the public hearing at 7:05 p.m. Mrs. Hayes, Deputy
Director of Community Development, reported that Jo Ann Pyles had petitioned to rezone 1.11 acres, located
on U.S. Highway 29 North, in the Banister Election District from R-1, Residential Suburban Subdivision District
to RMF, Residential Multi-Family District for apartments. Mrs. Hayes also stated once the property is rezoned
to RMF, all uses listed under Sections 35-280 are permitted. Ms. Pyles was present to represent the petition. She
stated she had nothing to add. There was no opposition to the petition. Mr. Motley closed the public hearing at
7:07 p.m. A motion was made by Dr. Miller, seconded by Mr. Davis, to recommend the Board of Supervisors
grant the rezoning request. Motion passed unanimously.
This concludes the Rezoning cases.
Case S-18-003, James E. Layne & Deborah L. Layne – Mr. Motley opened the public hearing at 7:08 p.m.
Mrs. Hayes, Deputy Director of Community Development, reported that James and Deborah Layne had
petitioned for a Special Use Permit on 1.00 acre, located on State Road 632/Waller Road, in the Staunton River
Election District to allow for placement of a single-wide mobile home on the property for their son. Mr. Layne
was present to represent the petition. He stated that five (5) of the first six (6) residences on Waller Road are
single-wide mobile homes. He then stated he and his wife are getting older and they want their son to live
nearby. There was no opposition to the petition. Mr. Motley closed the public hearing at 7:09 p.m. A motion
was made by Mr. Dudley, seconded by Mr. Haymore, to recommend the Board of Zoning Appeals grant the
Special Use Permit request. Motion passed unanimously.
Case S-18-004, Stacy Lee King, Et Als, Chriswana Morton, Et Als, & Angela E. King, Et Als – Mr. Motley
opened the public hearing at 7:10 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that
Stacy Lee King had petitioned for a Special Use Permit on 0.65 acre, located on State Road 665/Rockford
School Road, in the Staunton River Election District to allow for placement of a single-wide mobile home on the
property to be used as his residence. Mr. King was present to represent the petition. He stated he had nothing
to add. There was no opposition to the petition. Mr. Motley closed the public hearing at 7:12 p.m. A motion
was made by Mr. Dudley, seconded by Mr. Horne, to recommend the Board of Zoning Appeals grant the
Special Use Permit request. Motion passed unanimously.
Case S-18-005, Jose Juan Guillen Ambriz & Janeth Vargas Gomez – Mr. Motley opened the public hearing
at 7:13 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Jose Ambriz and Janeth
Gomez, husband and wife, had petitioned for a Special Use Permit on 0.59 acre, located on State Road
1432/Hill Crest Lane, in the Chatham-Blairs Election District to allow for placement of a single-wide mobile
home on the property to be used as their residence. Mr. Ambriz was present to represent the petition. He stated
he had nothing to add. James McDaniel, Hale Crider and Anthony Gardiner spoke in opposition to the petition.
Their concerns included, but were not limited to, the following: the property is not zoned for a single-wide
mobile home; a single-wide mobile home will cause a reduction in property values, etc. Mr. Motley closed the
public hearing at 7:29 p.m. A motion was made by Mr. Stowe, seconded by Mr. Dudley, to recommend the
Board of Zoning Appeals deny the Special Use Permit request. Motion passed unanimously.

This concludes the Special Use Permit cases.
OLD BUSINESS
There was no old business.
NEW BUSINESS
Mr. Sides stated improvements to the current Board packets are in the works. He encouraged the Board
members to share their thoughts regarding this matter.
Mrs. Hayes recommended the Board members have identification badges issued to them, as the badges would be
useful to them when they visit petitioned sites in the County. The Board unanimously agreed to this, and Mrs.
Hayes took their photographs with her iphone and forwarded the information to Seth Scarce, IT Specialist, for
processing.
The meeting was adjourned at approximately 7:40 p.m.
