6. HEARING OF THE CITIZENS
Each person addressing the Authority under Hearing of the Citizens shall be a resident or
landowner of the County, or the registered agent of such resident or landowner. Each person shall
step up, give his/her name and district in an audible tone of voice for the record, and unless further
time is granted by the Chairman, shall limit his/her address to three (3) minutes. No person shall
be permitted to address the Authority more than once during Hearing of the Citizens. All remarks
shall be addressed to the Authority as a Body and not to any individual Member thereof. Hearing
of the Citizens shall last for a maximum of forty-five (45) minutes. Any individual that is signed
up to speak during said section who does not get the opportunity to do so because of the time limit,
shall be given speaking priority at the next Authority Meeting. Absent Chairman’s approval, no
person shall be able to speak who has not signed up.

7. OLD BUSINESS
A. Water Line Extension Policy Update
Charles Archer presented some details and solicited Board feedback on the continued
development of the Water Line Extension Policy. There was no Board action on this item.
8. NEW BUSINESS
A. Woodroam Subdivision Water System Discussion
Adcock discussed a private water system in Hurt that is in default on Department of Health
(“VDH”) requirements. VDH has approached the PCSA about potentially taking over the
system. Adcock wanted some guidance from the PCSA if there was interest in taking over
the system if any necessary repairs are funded through grants. The PCSA requested County
Staff bring back more information later. There was no PCA action on this item.
B. Water Meter Endpoint Replacement Needs Discussion
Adcock explained that the PCSA’s water meter cellular reading transmitters were being
phased out due to the continuing evolution of wireless networking and communication.
Badger Meter, the PCSA’s metering company, recognizing the burden this unexpected
change is placing on its customers, is offering a special replacement program that offer a
reduced cost on the new transmitters as well as an extended warranty. On a Motion by
Warren, seconded by Ingram, without further discussion, the PCSA unanimously approved
the use of PCSA capital reserves to cover the material and installation costs of the new
transmitters.
C. Water and Wastewater Capital Needs Discussion
Based on previous related questions from the PCSA, Adcock discussed the current back up
power capabilities of our water and wastewater systems. There was no PCSA action on this
item.

SUMMARY:
David Lilly, Gretna Town Manager, via letter to County Administration, has requested a waiver
of the remaining payments on Gretna’s Water and Sewer Facilities Lease-to-Own Agreement
(“Agreement”) entered with PCSA in 2013. For the PCSA’s review, attached is a copy of the
waiver request letter and a copy of the original Agreement.
FINANCIAL SOURCE/FISCAL IMPACT:
The remaining balance of the original lease amount (also the option purchase amount) payable to
PCSA is $125,000.
RECOMMENDATION:
PCSA and County Staff recommend the PCSA deny Gretna’s waiver request.
