Each person addressing the Authority under Hearing of the Citizens shall be a resident or
landowner of the County, or the registered agent of such resident or landowner. Each person shall
step up, give his/her name and district in an audible tone of voice for the record, and unless further
time is granted by the Chairman, shall limit his/her address to three (3) minutes. No person shall
be permitted to address the Authority more than once during Hearing of the Citizens. All remarks
shall be addressed to the Authority as a Body and not to any individual Member thereof. Hearing
of the Citizens shall last for a maximum of forty-five (45) minutes. Any individual that is signed
up to speak during said section who does not get the opportunity to do so because of the time limit,
shall be given speaking priority at the next Authority Meeting. Absent Chairman’s approval, no
person shall be able to speak who has not signed up.

A. PCSA Future Meeting Schedule Discussion
Adcock discussed a recent request to change the PCSA’s Meeting Schedule to once every two (2)
months, due to limited Agenda items and other Board Meetings occurring on the same date. Dudley noted
that emergency situations can always be handled by a Special or Called Meeting. On a Motion by Warren,
second by Davis, the PCSA unanimously approved, without further discussion, to amend the PCSA meeting
schedule to bi-monthly meetings (meaning every other month).
B. Consideration of Resolution # 2021-02-01 (Supporting the Submission of an EDA
Public Work Funding Application for Sewer System Improvements (Requires a Fifty Percent (50%)
Match by the PCSA)
Adcock explained the PCSA is applying to the Economic Development Administration’s (“EDA”)
Public Works Funding Program for potential funding of a Sewer Extension Project (“Project”) to replace
an aging Pump Station. To indicate support of the Project and a commitment to providing the funding
match, the EDA and the West Piedmont Planning District Commission recommends the PCSA adopt the
attached Support Resolution. On a Motion by Davis, second by Dudley, without discussion, the PCSA
unanimously approved the adoption of Resolution # 2021-02-01 as presented.
C. Water Line Extension Fund Recommendation
Adcock updated the PCSA on the progress of creating a Water Line Extension Policy (“Policy”)
and presented some options for creating a fund to pay for future related projects. Once a draft Policy is
finalized, Adcock will bring it back to the PCSA for further consideration. No formal PCSA action on this
item.
D. Town of Chatham/PCSA Water Metering
Adcock explained the current water billing arrangement with the Town of Chatham (“Town”).
Instead of having a Master Meter that records all usage the PCSA purchases from the Town, the PCSA
provides readings from all its Meters and goes through a complicated end-of-year audit/settlement to
determine annual water use charges. After discussion with the Town of Chatham, who agrees, County Staff
proposed participating with the Town in a fifty percent (50%) cost share to purchase and install a Master
Water Meter. On a Motion by Warren, seconded by Davis, without further discussion, the PCSA
unanimously agreed to participate with the Town of Chatham in the construction and installation of a Master
Water Meter in an amount not to exceed $35,000.

There is a private water system (“System”) located near the intersection of Rockford School
Road and Harbor Drive near Hurt, Virginia. This System is in violation of several State
Regulations. The System’s owner has indicated to the Virginia Department of Health (“VDH”)
that it no longer has the financial resources to operate it (in addition to several other private
water systems throughout the State). VDH has reached out to County Public Works to determine
if there is interest in it taking over the System.
During initial conversations with VDH, County Public Works has indicated that all outstanding
maintenance, as indicated in the most recent Sanitary Survey performed by the Office of
Drinking Water, would need to be completed prior to System take over consideration.
County Public Works has requested additional information, including any financial data, be
provided for review. VDH is considering ways to obtain financing to complete the necessary
repairs and maintenance on the System.

SUMMARY:
In 2015, the PCSA completed a system-wide water meter replacement project (“Project”). As
part of that Project, the newest technology was installed, cellular-read meters, which allows the
PCSA to obtain readings remotely by computer. The cellular-read meters offer several benefits
like early leak alerts, a customer mobile phone app for monitoring water usage, and keeps
County Staff from having to drive all over the County to get readings for every billing cycle.
Earlier this year, County Staff was notified by Badger Meter, the PCSA’s meter company, that
the original meter transmitters (called endpoints) that operate on the CDMA network were being
phased out. The entire CDMA network is being “turned down” due to the merger with T-Mobile
and Sprint and to free up data spectrum in support of greater LTE coverage. The Company
anticipates this turn down beginning no earlier that January of 2022, but it is important the PCSA
complete this transition before the endpoints shut down completely.
Badger Meter, recognizing the burden this unexpected change is placing on its customers, is
offering a Special Replacement Program (“Program”). The original warranty on the PCSA’s
current endpoints was five (5) years full replacement at no cost and five (5) years full
replacement at fifty percent (50%) of the current price. The PCSA is in its sixth (6th) year with
its original endpoints and the PCSA’s current purchase price for a new endpoint is $130 per.
Therefore, Badger Meter is offering a price of $65 per endpoint for this Program. The PCSA has
approximately 3,300 endpoints, for a total material cost of $214,500, plus approximate
installation labor costs of $85,000 (approximately $25 per unit’ the PCSA will bid for best
price). Badger Metering will also provide the PCSA with a reduction in its monthly service fees
per meter that will save approximately $3,300 per year. Representing Badger’s confidence that
the technology of this System is improving, the warranty for the new endpoints would be fifteen
(15) years full replacement cost and five (5) years prorated.

County Staff suggests utilizing PCSA Capital Reserves for the above expenditure. Badger
Metering does offer some financing arrangements, but since the PCSA has the Capital Reserves
to cover it, in County Staff’s opinion, it does not make sense to pay any related financing interest
fees.

In 2019, the PCSA was awarded a USDA Pre-Development Planning Grant to study its Water
and Wastewater Pumping Stations to get an overall condition assessment (“Assessment”). This
Assessment was used to develop a Capital Needs Plan for PCSA Pump Stations. Based on the
Assessment, two (2) alternatives were developed: (1) Full Upgrade: Complete overhaul of the
highest priority Pump Stations and addressing critical deficiencies at other Pump Stations; and
(2) Partial Upgrade: Address only the critical deficiencies at Pump Stations of highest priority
to bring all up to acceptable level of reliability and addresses some critical individual
deficiencies at all other Pump Stations.
The estimated cost for Alternative #1 is $2,079,440, and the estimated cost for Alternative #2 is
$1,153,564. Instead of doing a major Project, the PCSA agreed, at the time, to address one (1) or
two (2) sites per year as Capital Improvement Projects utilizing surplus revenue. The PCSA was
in the process of addressing the Brockway Pump Station with the proposed Gravity Sewer
extension Project when the PCSA changeover occurred, and all Capital Expenditures were
stopped due to the COVID Pandemic in early 2020.
As discussed at a previous PCSA Meeting, County Staff is making application to the EDA Public
Works Program for the Brockway Pump Station Project. For the PCSA’s reference and review,
attached is a Dewberry & Davis Assessment Presentation.
There was a question by PCSA Members regarding emergency power back-up for the PCSA’s
Pump Stations to prevent outages during ice storms, like the County experienced in February.
The only systems the PCSA has back-up generators for are the Hodnett Mill Sewer Station and
the Vista Pointe Water and Sewer Stations. The PCSA has not had significant power outages
over the years with any of its systems, but the Assessment recommends adding emergency
generator connections at each of the PCSA’s stations as part of proposed Capital Improvement
upgrades.

•Based on the assessment, many pump stations are considered to be in poor to fair condition which are
currently providing critical service.
•The reliability matrix identifies five (5) sewer pump stations and one (1) water booster station that are
deemed of poor reliability with upgrade requirements being so extensive that an extensive upgrade will
represent the most effective approach.
•The partial upgrade has a smaller initial capital project that will produce a less burdensome increase in
user rates, while at the same time achieving a minimum recommended degree of reliability.
•Given the timeline anticipated to complete this project and with the first payments being due a year after
project completion, an annual increase in rates over the next three years of 7% is estimated to be required
for the partial upgrade, and 11% for the full upgrade.
•To achieve an acceptable degree of reliability at all sewer pump stations, installation of telemetry at those
stations not receiving full upgrades will be necessary to provide prompt notification of station failure and
allow PCSA adequate time to respond, thereby reducing the potential for sewer backups and/or release of
raw sewage to the environment. Telemetry will also reduce the frequency that inspection visits will have to
be made to very remote stations.
•Due to ongoing plans to extend service from HCPSA to serve the Mount Hermon area, no immediate
improvements to the HWY 41 Water Booster Station are included in the upgrades being proposed in this
study.
•Implementation of the partial upgrade will reduce all weighted criticality scores below 170, which
represents a maximum value that PCSA should try to maintain into the future at all stations.
