Bat Masterson and Wyatt Earp in 1876 while they were in Dodge City, Kansas. Earp and Masterson were sworn in as Deputy County Sheriffs. Masterson went on to become Marshal of Dodge and the Sheriff of Ford County. Sheriff came into existence around the 9th century. ❑The Sheriff is the oldest continuing,non-military,law enforcement entity in history. ❑In early England the land was divided into geographic areas these geographic areas were called “Shires”. ❑Within each “Shire there was an individual called a “Reeve”which meant “guardian”. ❑“Reeves”were selected by the “serfs”to be their informal social and governmental leader. ❑The kings soon incorporated that position into the governmental structure.The “Reeve” soon became the King’s appointed representative to protect the King’s interest and act as mediator with people of his particular shire. ❑Through time and usage the words shire and reeve came together to be shire-reeve, guardian of the shire and eventually the word Sheriff,as we know it appointed in 1634 for the Shire of Northampton,in the colony of Virginia. ❑The first “elected”Sheriff was William Waters in 1652 in the same shire (shire was used in many of the colonies,before the The original proposal called for the City of Danville, Virginia (“City”), to also fund $175,000. The City has opted out of the system. DLSC is prepared to pay that portion of the project and have submitted the attached Agreement for the County’s review. David M. Smitherman, County Administrator, and Christopher C. Slemp, Director of Public Safety, will lead a discussion regarding this Project for the Board’s consideration. 6.b Packet Pg. 27 Regional P25 Radio System Agreement BETWEEN THE COUNTY OF PITTSYLVANIA, VIRGINIA And The Danville Lifesaving & First Aid Crew, Inc Virginia, EMERGENCY RADIO ANTENNA AGREEMENT (“the Agreement”) is made and Entered into this _____day of ________,2020, by and between the COUNTY OF PITTSYLVANIA, VIRGINIA (“Pittsylvania”), a political subdivision of the Commonwealth of Virginia, and the Danville Lifesaving & First Aid Crew, Inc (“DLSC”). WHEREAS, it is deemed to be mutually beneficial to both Pittsylvania and DLSC to enter into this Agreement concerning this agreement with regard to the provision of emergency radio communications; DLSC wishes to enjoy serving the citizens of the county with this Regional Radio System located at 202 Christopher Lane, Danville, VA which was jointly acquired by DLSC and Pittsylvania County and will fall under the direct control of the Pittsylvania County Department of Public Safety and; WHEREAS, Pittsylvania and DLSC desire that the terms and conditions of the Agreement be established. WHEREAS, DLSC owns a 180’ Emergency Communications Tower located at 202 Christopher Lane, Danville, VA and; WHEREAS, Pittsylvania agrees to take over the ongoing maintenance and ownership of the L3Harris P25 700Mhz radio system, which includes, the L3Harris Communications cabinet that contains the radio equipment, coax transmission lines and antennas on said tower, that is located at the 202 Christopher Lane tower location and; WHEREAS, The DLSC will provide equipment space within their equipment room located inside and adjacent to the Tower at 202 Christopher Lane with electricity, battery backup, grounding, emergency generating power, fiber optic and their 180’ tower with connectivity to County’s South Cell White Oak Mountain Tower Site in Blairs, VA, without charge and; WHEREAS, the DLSC will provide 24hr ingress and egress to the shelter, compound and tower for maintenance work as required by the Pittsylvania for their equipment, antenna and coax cabling provided, said conditions do not impose any costs to the DLSC and is notified prior to entry and; NOW, THEREFORE, WITNESSETH, that for and in consideration of the mutual benefits to be derived by Pittsylvania and the DLSC from this Agreement, Pittsylvania County and DLSC hereby covenant and agree, each with the other, as follows: 6.b.a Packet Pg. 28 Attachment: DLSC Proposed Tower Radio Agreement (2226 : Danville Life Saving Crew Radio System Discussion (Staff Contact: Christopher 1. DLSC owns a 180’ tower, equipment space, generator, battery backup, with fiber optic connectivity and; 2. Pittsylvania will allow the DLSC four talk paths on the L3Harris P25 700Mhz radio system free for daily use for emergency dispatch, non-emergency operations, Advanced Life Support and Special Operations to utilize in radio communications and authorized usage and; 3. Notwithstanding anything to the contrary contained in this Agreement, nothing in this Agreement is intended or shall be construed to require either party to indemnify or save or hold harmless the other party, including, its officers, agents, and employees, from any liability for any act or omission occurring during or in connection with the performance of this Agreement. 4. This Agreement may be amended only in writing, signed by an authorized representative of each party, and may be terminated at any time by either party giving (30) thirty days written notice to the other party. IN WITNESS WHEREOF, Pittsylvania and Chief of the DLSC have caused this Agreement to be executed by their duly authorized representatives, all as of the day and year first above written.
