with the audience. Accordingly, during the Committee Meeting, no questions or comments
from the audience will be entertained. Respectfully, any outbursts or disorderly conduct
from the audience will not be tolerated and may result in the offending person’s removal
from the Committee Meeting. As a reminder, all County citizens, and other appropriate
parties as designated by the Board’s Bylaws, are permitted to make comments under the
Hearing of the Citizens’ Section of tonight’s Business Meeting.

SUMMARY
Darrell Dalton, our Building and Grounds Superintendent, recently expressed concerns about the
condition of the 2 large elm trees that are in front of the original Courthouse. Both trees are
laden with dead limbs and appear to be in poor condition. Staff believes this may result in
significant liability to the County in their current condition. Judge Stacey Moreau is in support
of the removal of the trees if safety is a concern. If the Board wishes to obtain a more detailed
report on the condition, the County could hire a Certified Arborist to review them.
RECOMMENDATION:
Authorize staff to contract for the removal of both trees and replace with an appropriate species.
MOTION:
“I make a Motion to recommend to the Board of Supervisors that staff be authorized to remove
the 2 elm trees in front of the original Court House and replace both with an appropriate
species.”

BE IT RESOLVED that at the Property/Building Committee Meeting of the Pittsylvania
County Board of Supervisors on September 29, 2020, the Committee hereby certifies by a
recorded vote that to the best of each Committee Member’s knowledge only public business
matters lawfully exempted from the Open Meeting requirements of the Virginia Freedom of
Information Act (the “Act”) and identified in the Motion authorizing the Closed Meeting were
heard, discussed, or considered in the Closed Meeting. If any Member believes that there was a
departure from the requirements of the Act, he shall so state prior to the vote indicating the
