FY 2023 Budget
•Governor Northam’s outgoing budget proposal provides an additional $9.2 million in
revenues for Pittsylvania County Schools for FY 2023. This proposal also includes an
increased LCI of 25.11%, which equates to an additional $394,321.00 in local funding
to maintain the Minimum Required Local Effort. The Board of Supervisors (BOS) has
worked hard over the past few years to begin increasing funding to the Schools above
the minimum. It is the School Board’s desire to not fall below this amount. At the
current 12.7% above the minimum, PCS ranks 125 out of 132 school divisions in local
funding. In order to maintain this level, the BOS would need to contribute an
additional $2,556,641.00 for FY 2023.
•
•Over $5.2 million of the additional funding in the Governor’s budget is designated for
specific programs. $4 million of these designated funds is for School Construction and
will be used for one time building maintenance and technology needs. The proposed
budget also includes a 5% salary increase for employees. Our goal is to apply an 8%
COLA increase to our Salary Scales. Our new compensation plan was implemented in
FY 2017-2018 and we have not been able to place a COLA on the new salary scales
since that time. Even though the Division has suffered enrollment loss during the past
two years, the Pandemic has brought with it new challenges and obligations that
continue to require significant funding.
Pittsylvania County Schools…A Great Place to Learn and Work.
Priorities for FY 2023
•Provide a COLA for all employees (8% for 2018-2022) $5,232,000.00
•Attendance Clerk for SMES $26,380.00
•Provide additional Instructional Positions (EL, STEM,
Class-Size, Reading Specialists, and CTE) $874,900.00
•Assistant Principal –CES Autism Program $84,250.00
•Increase Substitute rates to $12/hr. July 1, 2022 $145,700.00
•Additional IT Technician $56,450.00
•Employee Stipends and Supplemental pay increase $160,471.00
•Routing Software for Transportation $20,000.00
•Annual Vehicle Replacement (2 trucks, 3 vans) $142,000.00
Pittsylvania County Schools…A Great Place to Learn and Work.

continued…
•Maintain Google Enterprise for Division $25,000.00
•Increase for Maintenance Operating Expenses $100,000.00
•Asset Management Software $9,875.00
•PowerSchool Online $29,230.00
•GoGuardian Software $71,000.00
•TOTAL Priorities $6,977,256.00
