08-14-2014 LEPC MinutesDANVILLE/PITTSYLVANIA COUNTY LOCAL EMERGENCY PLANNING COMMITTEE THURSDAY, AUGUST 14, 2014 MINUTES The regular meeting of the Danville/Pittsylvania County LEPC was held on Thursday, August 14, 2014, at 12:00 p.m. at C & E’s Restaurant, Gretna, VA. The meeting was called to order at 12:03 p.m. by Chairperson Jim Davis. PRESENT Chief Philip Broadfoot, Danville Police Dept. Betty G. Davis, Pitt Co Emergency Management Steve Dishman, Asst Fire Chief City of Danville Bobbie Grogan, Southern VA Mental Health Otis Hawker, Asst County Administrator Pitt Co Barry Lynch, Caswell County EMS Leslie Mace, Va Dept of Forestry Al Smith, Danville CERT Scott Veselicky, DanChem Eddie Walker, Pitt Co CERT Shannon Robertson, Deputy Fire Marshal Pitt Co 1st Sgt John Turner, VA State Police Sgt Doss, VA State Police Amanda Furr, Dan-Pitt Community Services Courtney Akers, Dan-Pitt Community Services Mary Yates, Pitt Co Animal Control Justin Jones, Pitt Co Animal Control Clarence Monday, County Administrator Pitt Co Elton Blackstock, Pitt Co Board of Supervisors Dennis Hancock, NC Emergency Mgmt. Jim Mullins, Danville LSC Jim Davis asked all visitors and new members to introduce themselves. A motion was made by Shannon Robertson, seconded by Elton Blackstock, unanimously carried to approve the agenda. A motion was made by Steve Dishman, seconded, unanimously carried, to approve minutes of June 12, 2014. Chairperson’s Report Jim Davis discussed the Community Emergency Response Program Funding. Mr. Davis stated the State has closed the doors on the CERT program and this is no longer a State funded office. The program is still active at the Federal level but under current Federal guidelines one must go LEPC August 14, 2014 Page 2 through your state to receive an application or grant funding. When this office is closed all funding from the state/federal level will cease. The CERT Program will have to be locally or privately funded. Jim Davis advised he will be meeting with Chris Bruce, VA Dept of Emergency Management Planning and they will be working on Pittsylvania County new emergency operation planning. The Revision Plan is due by April of next year. Vice Chairperson’s Report Steve Dishman advised Danville is also working with Chris Bruce on the Danville plan and should be reapproved shortly. Subcommittee Report CERT REPORTS - Al Smith, Danville CERT had to reschedule Averett College until next month. The residents of and apartment complex, which was the old Schoolfield Elementary School, they are interested in a CERT program. A motion was made by Steve Dishman, seconded, and motion carried by unanimously to receive his report. Eddie Walker CERT Pittsylvania County, advised himself, his wife and Jim Davis attended a conference in Hampton VA on School Safety. Also he attended open house at Tunstall Middle School, Dan River Middle School and Vo-Tech, there is interest in bringing the CERT Program to these locations. They are also looking into doing an adult CERT Program. A motion was made by Otis Hawker, seconded by Shannon Robertson, unanimously carried to receive his report. HAZMAT REPORTS – Steve Dishman, No major incidents A motion was made to receive this report by Otis Hawker, seconded, unanimously carried. Shannon Robertson, Asst Fire Marshal, reported that on July 18th had a train engine. The fire was contained to the train engine. A motion was made to receive this report by Steve Dishman, seconded, and unanimously carried.
