The meeting reconvened at 12:36 pm. Chief Eagle asked if there was any visitors and recognized Jerry Shupe with Severn Trent Services.  Chief Eagle then asked for the approval of the last meeting’s minutes. A mention was made of a change that had already been made in the minutes and following a motion by Barry Dunkley and seconded by William Sleeper the minutes were approved.  Chairperson Report. Three members have retired: Stan Crigger, Region 6 Coordinator for Emergency Management, Tom Spicer of Danville Public Works Department and Phil Watlington of WBTM. LEPC Roll: For organizational and voting purposes, all primary members are to be identified, and the primary members were asked to indicate a “P” on the contact list.  Vice-Chairperson Report. Steve Bowman had nothing to report.  Subcommittee reports: CERT Teams Al Smith, Danville: Have completed a CERT class at Averett University and two more classes are scheduled for September/October. A class at EBI Manufacturing Plant has been completed and they are working on confirming dates for other classes. During National Night Out 27 CERT volunteers participated in events held at six different neighborhoods. During June, July and through August 6th CERT personnel volunteered for 708 hours. Upcoming events: September 23-26th in Richmond. CERT National Train the Trainer Standards from the Emergency Managers Institute in Emmitsburg, MD. October 23-25th in Lexington. Instructors school for CERT at VMI. November 12th in Vinton, 1-3 pm: Citizens Corp Council. All members of the LEPC are invited to come to these meetings. Eddie Walker, Pittsylvania County: With the start of the new school year he reports that there is a lot of opportunity for CERT classes in the county schools, and that the County CERT would also be at the Career Center this year. Haz Mat Reports: Steve Dishman reported there had been no major calls. The Haz Mat Team is preparing for a new grant cycle.  Presentation/discussion: None  Unfinished Business: Jim Davis reported that Pittsylvania County is going to apply for a hazardous material funding grant to utilize an amnesty day that will provide a site for citizens to bring hazardous materials for disposal. The site is proposed to be set up at the landfill. Bylaws. The Bylaws Committee has proposed some changes that were included with the agenda. If anyone has any questions or concerns they are to call or email David Eagle or Jim Davis. The bylaws are expected to be finalized before the next meeting and will be sent out before the meeting. The revised bylaws will be voted on at the October 10th meeting. With the merger of the City and County LEPCs there are multiple members from different agencies represented. The joint LEPC is now a large group of approximately 90 and there has been an issue with identifying the primary members and insuring that all required organizations are represented. Only primary members may vote and these are the names that are submitted to the State. The organizations with voting members may have more than one representative at the meetings but the organization is to have only one vote. The manner of voting was discussed, with Jim Davis commenting that the bylaws currently require a quorum of 50% attendance of the voting members for voting action, or this can be changed to the majority of the members present. Mention was also made of changing the manner of voting, such as the possibility of voting electronically by I- Pad. Jim Davis reminded the committee that all eyes are now on LEPCs more than ever before because of what happened in Texas and to insure it is in compliance, whether it is protecting citizens, companies or each other it is important that everyone understands what is being voting on.  Al Smith commented on the CERT and its council and the practicality of working jointly with the LEPC.  New Business: None  Next Meeting: To be held October 10th at Mary’s Diner in Danville  Meeting Adjournment: 1:07 PM.
