04-14-2011 LEPC MinutesPITTSYLVANIA COUNTY LOCAL EMERGENCY PLANNING COMMITTEE THURSDAY, APRIL 14, 2011 MINUTES The regular meeting of the Pittsylvania County Local Emergency Planning Committee (LEPC) met on Thursday, April 14, 2011 at C&E’s Restaurant, Gretna, VA. The meeting was called to order by Chairman Jim Davis. Invocation was given by Jim Davis. Bryant, Pitt Co Emer Management & Communications LEPC April 14, 2011 Page 2 Mr. Davis introduced 1st Sgt Sid Leslie with the VA State Police Office. Mr. Davis moved the approval of minutes to the end of this meeting. Mr. Davis went over the Emergency Operations & Hazardous Materials Plans. As report in January we hired a consultant to revise our plan. Now Federal, State and Local governments are under the same frame work as to how we all look at items in our EOCs. The Emergency Operations Plan is finished and was sent to Richmond for review and then Richmond sent back several recommendations on what they want us to go back and to include. The Hazardous Materials Plans was also review and sent back with recommendations. Mr. Davis asked for this organization to allow him to submit our plans to the Board of Supervisors for approval a coming Tuesday night for adoptions. Then he will send out to all department heads a disk of the plan for them to look at. We are working on an exercise for later this year. A motion was made by Linda Sokos, seconded by 1st Sgt Leslie, unanimously carried, to allow us authorization to go before the govern body and recommend them to re-adopt our plan. Any discussions? Barry Dunkley asked if he would hit some of the high point on what was some of the major additions were. Mr. Davis advised that some of the changes were NIMS frame work, Maps, GIS System, updates flood plans. Motion carried Mr. Davis gave a demonstration on the R6 PITT VIPER. New Item of Business: Mr. Davis introduced Larry Lynch with Caswell County Emergency Services. Mr. Lynch advised that they have been attending Danville LEPC for several years. The State of North Carolina advised him that he had to start his own LEPC in the county. He went back to them and told them they he is already doing something. He told them that the City of Danville and Pittsylvania County have merge and they do not have a problem with Caswell County LEPC being with the City of Danville and Pittsylvania County. They did request a check sheet be given to Jim Davis on the requirements that they have and then the paperwork will be sent to Raleigh NC. If approve Caswell County is put as a govern body of this LEPC then this LEPC will become a Regional LEPC and recognize as a NC LEPC and will be eligible for a $10,000.00 grant per year. Was discussed on how this would effect the adoption of the merge set for July 1, 2011 between the City of Danville and Pittsylvania County. A motion was made by Sheriff Taylor, seconded by Capt Motley, unanimously carried for the Pittsylvania County LEPC to move forward to work with Caswell County. Chief Eagle advised that due to a conflict the next LEPC Meeting will be Thursday, June 2, 2011, 12:00 PM at Mary’s Diner.
