Chairman, David Eagle, welcomed everyone to the meeting and asked if there were any new
members. He also recognized a distinguished guest, Mayor Sherman Saunders. The meeting
started approximately at 12:30 pm, after everyone had the chance to go through the lunch buffet
line.
Summary of Meeting:
Chief Eagle then asked for the approval of the last meeting’s minutes, and they were approved
with the appropriate motions.
The Danville Emergency Management Report was given by Bernard Brown. The City has
been working with Willie Howlett, the consultant that wrote the City’s new EOP. We did a
mandated tabletop drill on January 12, 2011. The topic for the drill was HazMat with a train

derailment incident, and the tabletop was a success! Everyone got involved somehow from the
City Manager to the Utilities department. The consultant was very happy with everyone’s
participation, as he does these exercises all across the state. The next step will be very
functional with mutual aid help in 2012. Buster also reviewed what an EOP is, for those in the
meeting that was not familiar with the process. He did repeat that we will need a lot of help from
different resources as communication changes. We will work on getting the kinks out of
communication, so that everyone is involved and is aware of what is happening.
The HazMat Coordinator’s Report was given by Battalion Chief, Scott McNeely. Scott
reminded everyone that the Sara Title II / Tier Two reports were due by March 1. Barry Dunkley
spoke up to let Scott know that HazMat is always welcome at Waste Water to do any type of
drills. Since the first of the year, there have been a couple of investigations. One of
environmental issues, and the other of the dump site on North Main. Also, in December there
was a HazMat evacuation off of the Danville Expressway, which included multiple agencies’ help.
The Regional Response Team is still working on the new (100% grant-funded) truck and trailer,
which should be on the road by late April or early May. There will be a team meeting in March to
discuss further details. The HazMat team is used in the City and County, and works as a liaison
for help in either jurisdiction. The Regional Response Team includes 13 teams and 13 regions
within the state of Virginia. The team has a 75 mile arch, and can go anywhere within the
Commonwealth.
Al Smith and Eddie Walker were both present to give CERT Reports. Al spoke of the CERT
Team in Danville. This team is about to finish up the first Teen CERT program in mid March.
Two neighborhood watch programs have come together and should be concluding at the end of
March. Eddie spoke of the County CERT, and their classes finished up in December with 76
students between the middle school and VOTECH.
Lastly, there was discussion of the merge with the County LEPC. In this discussion Chief
Eagle talked of the benefits of joining both groups. In an emergency situation, we realize that
both jurisdictions would be affected, so the County (at the last meeting) approved and voted for
the merge together. In joining together there are grant opportunities and we could complement
each other in whatever task there may be. At the conclusion of the meeting, the motion was
made by the City to merge together with the County LEPC and everyone agreed. This will have
to be given to Council and the City Manager to approve. After the approval, we hope to make the
joint LEPC effective July 1, the start of the new fiscal year. We would then be able to meet once
a quarter.
Chief Eagle then asked if there was any other discussion for the good of the meeting and
adjourned the meeting, at approximately 1:00pm.
