The meeting was called to order by Chairman Jim Davis. Invocation was given by Scott McNeely. Main Street • Chatham, Virginia 24531 PHONE (434) 432-7920 FAX (434) 432-7950 LEPC January 27, 2011 Mr. Davis had guest to introduce themselves. 1st Sgt David Cooper VA State Police, Kenneth Martin VDOT, Barry Lynch Caswell County Emergency Services and Dr Laura Gateley Danville-Pittsylvania County Health Dept. A motion was made by Steward Roach, seconded by Pete Boswell, and unanimously carried to approve the minutes of August 12, 2010 Mr. Davis discussed the merge of the two LEPCs at this time. He passed document showing the average LEPC attendance from the county and the city for FY 2010 meeting. Since our first joint meeting in July 2009, we have been alternating from one locality to the next. Had several visitors to come and talked of how the merges was done and what was gain. Mr. Davis discussed the issue at this time. Today he would like to know if you would like to continue as a joint committee we will need to have a recommendation from Pittsylvania County LEPC where a letter is to be written from the Chair and sent to the County Administrator advising that this Committee has recommend we go forward or we do not go forward. Because the two government body have already met in FY 2009 and said they wanted to look into doing this. We must respond back to the County Administrator and give him a recommendation of YEA or NAY as the LEPC Committee on the County side. Mr. Davis advised that the state is now allowing jurisdiction to apply as a regional and not be “one organization”. Mr. Davis would like us to continue to meet together, work together, train and do exercise together. No comments from Chief Eagle or Buster Brown. A motion was made to move forward with the recommendation to merge the two LEPCs by Linda Sokos, seconded by Tim Duffer. A substitute motion was to continue to operate as we have been with joint meeting for another year by Steve Bowman, seconded by Chris Mitchell. Stuart Roach asked what is the advantage going one more year. Was discussed. Voting on Substitute motion - Failed Voting on original motion - Passed Grants Updates/Citizen Corps/CERT Update – Skipped Steve Bowman advised no update on the SARA Title report. Mr. Davis has sent the Emergency Operations Plan Update and the HazMat Plan that was done by our consultant to Richmond VA Dept of Emergency Management and they reviewed the Haz Mat Plan and sent it back with a few of recommendation. The Haz Mat Plan went back to Steve Bowman office with the changes being made that was recommended. We are still waiting on the Emergency Operations Plan update and will be emailing both to you for review. Pittsylvania County Local Emergency Planning Committee 53 N. Main Street • Chatham, Virginia 24531 PHONE (434) 432-7920 FAX (434) 432-7950 LEPC January 27, 2011 1st Sgt Cooper advised that he had talked with Jim Davis several months ago about that his department is moving forward in working closer together with local locality in procedure and protocol. Have them in place for state police incidents that deal with fire/rescue, sheriff’s dept and other state agencies that they will be working with so that everyone will be safe. Had a state trooper from northern Virginia area that was hit yesterday while working an accident. Want to have a safer scene for everyone. Election of Officers – Withdrawn Stephanie LaPrade, Agency on Aging applied for and received a grant for smoke alarms. They will working with Pittsylvania County and Patrick on this. Chief Eagle advised that they will be having their City meeting on Thursday, February 17, 2011, 12:00pm at Mary’s Diner, Danville, VA. Adjourned at 1:10 PM James E.
