Meeting was called to order by Scott Cowan, Chair
Moment of Silence observed
President Fowler advised that Darryl Harris will be the new Blairs Fire & Rescue Representative
Item 1: Agenda was provided and approved.
Minutes from the previous meeting were approved. Motion by Riley Adkins, Seconded by Dean Fowler. Passed
Item 2: Bylaws Update
County Attorney provided an opinion on the two questions posed by the Committee.
1. Does EMAC have the authority to set EMS rates? Opinion: NO. Virginia Code 32.1-111.14 only authorizes the Board
of Supervisors to set the rates. EMAC can give a recommendation.
2. Can EMAC establish proxy’s within the Bylaws? YES, provided EMAC follows the Bylaw Amendment process.
Motion: Scottie Adams made a motion to change the Bylaws to authorize Proxy attendance and voting. Second by Riley
Adkins. Discussion: Jim Davis will insert the proxy language within the Bylaws and include a copy of the approved Proxy
form. *Note*: John Farson can begin voting after authorized Proxy Bylaw Change. Roll Call vote:

Item 3: Status of performance review group from Fire & Rescue Association.
President Fowler stated that the Association has not met to carry out business since our last meeting. It is on his agenda
at the January 28th meeting. No Action.
Item 4: Election of Officers
Clerk Davis took over the meeting to hold elections:
Scottie Adams was elected Chair for 2015 and new member Darryl Harris was elected Vice-Chair.
Clerk Davis turned meeting over to new Chair Scottie Adams.
Scottie Adams thanked Scott Cowan for his leadership and service to EMAC since inception.
NEW BUSINESS
President Fowler briefly discussed the budget and advised that he had the Finance Director to add the 2nd transport to
the budget. A meeting will be held with the County Administrator and Finance Director with Jim Davis on February 3rd.
