10-06-2015 PITTSYLVANIA COUNTY PLANNING COMMISSION REGULAR MEETING October 6, 2015 MINUTES VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, October 6, 2015, in the General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00 p.m. Mr. Stowe called the roll. APPROVAL OF THE MINUTES A motion was made by Mr. Motley, seconded by Mr. Horne, and by a unanimous vote, the September 1, 2015, minutes were approved as presented. CHAIRMAN’S REPORT There was no Chairman’s Report. THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately 7:01 p.m. Case 1, Walter L. Maddy & Allison H. Maddy, R-15-030 – Mr. Stowe opened the public hearing at 7:01 p.m. Mr. Shelton, Director of Code Compliance, reported that Walter and Allison Maddy had petitioned to rezone 3.18 acres, located on State Road 685/Telegraph Road, in the Staunton River Election District from R-1, Residential Suburban Subdivision District to A-1, Agricultural District to make the parcel one zoning designation. Allison Maddy was present to represent the petition. She stated she had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:02 p.m. During the discussion, it was stated this parcel is located in an agricultural area and is consistent with the surrounding properties. A motion was made by Mr. Arthur, seconded by Mr. Motley, to recommend the Board of Supervisors rezone the property from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed unanimously. Case 2, Donald Richard Holley & Andrea M. Holley, R-15-031 – Mr. Stowe opened the public hearing at 7:03 p.m. Mr. Shelton, Director of Code Compliance, reported that Donald and Andrea Holley had petitioned to rezone a total of 66.80 acres, three (3) parcels of land, located on State Road 817/Maple Road, in the Callands-Gretna Election District Planning Commission October 6, 2015 Page 2 from R-1, Residential Suburban Subdivision District to A-1, Agricultural District for agricultural use (farming). Donald and Andrea Holley were present to represent the petition. They stated they had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:04 p.m. During the discussion, it was stated this parcel is surrounded by A-1, Agricultural District zoned properties. A motion was made by Ms. Mease, seconded by Mr. Weatherford, to recommend the Board of Supervisors rezone the properties from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed unanimously. This concludes the Rezoning cases. Case S-1, Niki Anne Hoggatt Hendricks, S-15-012 – Mr. Stowe opened the public hearing at 7:05 p.m. Mr. Shelton, Director of Code Compliance, reported that Niki Hendricks had petitioned for a Special Use Permit on 0.38 acre, located on State Road 634/Blue Ridge Drive, in the Staunton River Election District to allow for placement of a single-wide mobile home for her sister’s residence. No one was present to represent the petition. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:06 p.m. During the discussion, it was stated there are more single-wide mobile homes in the general area and the lot is very small. A motion was made by Mr. Arthur, seconded by Dr. Miller, to recommend the Board of Zoning Appeals grant this Special Use Permit request. Motion passed unanimously. Case S-2, Southern Virginia Holdings, LLC, S-15-013 – Mr. Stowe opened the public hearing at 7:08 p.m. Mr. Shelton, Director of Code Compliance, reported that Southern Virginia Holdings, LLC, had petitioned for a Special Use Permit on 20.51 acres, located on State Road 734/Ringgold Road, in the Dan River Election District to allow for a private club for the Boy Scouts. Steve Adkins, District Commissioner of the Dan River District and Assistant Scout Master was present to represent the petition. Following questioning from Board members, Mr. Adkins stated the private club would be used primarily for the Boy Scouts to meet. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:12 p.m. During the discussion, it was stated that should the Board recommend the case be granted, it should be granted with a condition attached stating the private club would specifically be for Boy Scout Troop 372. A motion was made by Mr. Horne, seconded by Mr. Motley, to recommend the Board of Zoning Appeals grant this Special Use Permit request with the following condition: The private club will be for Boy Scout Troop 372. Motion passed unanimously. This concludes the Special Use Permit cases. OLD BUSINESS Mr. Sides presented a memorandum regarding a review of the Pittsylvania County Comprehensive Plan and a Future Land Use Map for the Board members’ review and consideration. He stated the Comprehensive Plan was recommended by the Pittsylvania County Planning Commission and adopted by the Pittsylvania County Board of Supervisors in 2010. He also stated Section 15.2-2230 of the Code of Virginia states ‘at least once every five years the Comprehensive Plan shall be reviewed by the local Planning Commission to determine whether it is advisable to amend the plan.’ A motion was made by Mr. Motley, seconded by Mr. Horne, as follows: ‘We have completed the five-year review and recommend that the Land Use Map be updated to account for changes since 2010.’ Motion passed unanimously.
