09-01-2015 PITTSYLVANIA COUNTY PLANNING COMMISSION REGULAR MEETING September 1, 2015 MINUTES VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, September 1, 2015, in the General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00 p.m. Mr. Stowe called the roll. PRESENT Morris Stowe Tunstall District Richard Motley Chatham-Blairs District Janet Mease Callands-Gretna District Dr. Charles H. Shelton, Jr. Director of Code Compliance/Zoning Administrator ABSENT Jerry Hagerman Board of Supervisors Representative Greg Sides Assistant County Administrator/Director of Planning HEARING OF THE CITIZENS No citizens came forward to speak. APPROVAL OF THE MINUTES A motion was made by Mr. Motley, seconded by Ms. Mease, and by a unanimous vote, the August 4, 2015, minutes were approved as presented. CHAIRMAN’S REPORT There was no Chairman’s Report. THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately 7:02 p.m. Case 1, Warren McDowell & Nancy D. McDowell, R-15-028 – Mr. Stowe opened the public hearing at 7:02 p.m. Mr. Shelton, Director of Code Compliance, reported that Warren and Nancy McDowell had petitioned to rezone a total of 4.50 acres, two (2) parcels of land, located off State Road 956/Junior Dodson Road, in the Dan River Election District from R-1, Residential Suburban Subdivision District to A-1, Agricultural District to combine with the adjacent parcels of land zoned A-1. Warren McDowell was present to represent the petition. He stated he had nothing to add except he desired to Planning Commission September 1, 2015 Page 2 get the family farm back together into one plot of land. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:04 p.m. During the discussion, it was stated the neighbors had no issues with the petitioners’ request to rezone the properties. A motion was made by Mr. Horne, seconded by Mr. Arthur, to recommend the Board of Supervisors rezone the properties from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed by a 7 to 0 vote (1 member was absent). Case 2, Howard Thomas Powell, Jr., & Ann S. Powell, R-15-029 – Mr. Stowe opened the public hearing at 7:05 p.m. Mr. Shelton, Director of Code Compliance, reported that Howard Thomas Powell, Jr., and Ann S. Powell had petitioned to rezone 15.93 acres, located off State Road 815/Gap Road (on Sunshine Acres), in the Callands-Gretna Election District from R-1, Residential Suburban Subdivision District to A-1, Agricultural District to allow for placement of a second dwelling, a 2008 single-wide mobile home, to be used for the care of the elderly parents. Anthony Powell, grandson of Mr. and Mrs. Powell, was present to represent the petition. He stated he had nothing to add except the mobile home would be his elderly great-grandparents’ residence, and this would allow them to live nearby and allow the family to care for them. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:06 p.m. During the discussion, it was stated this parcel of land is adjacent to properties zoned A-1, Agricultural District. A motion was made by Ms. Mease, seconded by Mr. Weatherford, to recommend the Board of Supervisors rezone the property from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Motion passed by a 7 to 0 vote (1 member was absent). This concludes the Rezoning cases. Case Z-1, Clifton W. Parrish & Jean L. Parrish, Z-15-001 – Mr. Stowe opened the public hearing at 7:07 p.m. Mr. Shelton, Director of Code Compliance, reported that Clifton and Jean Parrish had petitioned to rezone a parcel of land with no size on file in the Commissioner of Revenue’s Office, located on U.S. Highway 58 West/Martinsville Highway, in the Westover Election District for a monopole 10 x 20 (200 square feet), double-faced (total of four (4) panels), illuminated, off-site advertisement sign. Al Harkins with Capital Outdoor Advertising was present to represent the petition. He stated he had nothing to add; however, he would be glad to answer any questions from the Board members. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:09 p.m. A motion was made by Mr. Weatherford, seconded by Mr. Motley, to recommend the Board of Zoning Appeals grant this Special Use Permit request. Motion passed by a 7 to 0 vote (1 member was absent). This concludes the Sign Permit case. OLD BUSINESS There was no old business. NEW BUSINESS There was no new business.
