MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Thursday, July 7, 2011, in the General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting
to order at approximately 7:00 p.m. Dr. Miller gave the invocation. Mr. Stowe called the roll.

APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Ms. Mease, and by a unanimous vote the June 7, 2011, minutes were approved as presented.

Case 7, Danville-Pittsylvania Regional Industrial Facility Authority, R-11-027. Mr. Stowe opened the public hearing at 7:02 p.m. Mr. Sides, Assistant County Administrator/Director
of Planning, reported that Danville-Pittsylvania Regional Industrial Facility Authority had petitioned to rezone a total of 3,528.65 acres, twelve (12) parcels, located on State Road
863/Berry Hill Road, State Road 621/Ed Hardy Road, State Road 862/Oak Hill Road, State Road 875/Horseshoe Road and State Road 880/Stateline Bridge Road in the Tunstall and Westover
Election Districts to M-2, Industrial District, Heavy Industry for large economic development projects permitted in a heavy industrial district. Greg Sides, Assistant County Administrator,
was present to represent the petition. He stated he had nothing to add. Supplemental information relating to the rezoning of the RIFA Mega Park was presented to the Board members prior
to the meeting for their review. Barbara Hudson and George Stanhope spoke in opposition to the petition. Some of their concerns included, but were not limited to, a desire to let the
zoning district remain M-1, as this would provide more flexibility in recruiting businesses and would be more feasible than rezoning to M-2; the lack of a concept plan; and the importance
of covenants to forbid milling and mining of uranium. Mr. Stowe closed the public hearing at 7:14 p.m. During the discussion, it was stated no changes had been made since last month’s
meeting, and the community is ready for the rezoning. A motion was made by Mr. Weatherford, seconded by Mr. Motley, to recommend the Board of Supervisors rezone the properties from
A-1, Agricultural District, R-1, Residential Suburban Subdivision District and M-1, Industrial District, Light Industry to M-2, Industrial District, Heavy Industry. Motion passed unanimously.
Case 1, H. Wayne Yeatts & Patricia D. Yeatts, R-11-028. Mr. Stowe opened the public hearing at 7:15 p.m. Mr. Sides, Assistant County Administrator/Director of Planning, reported that
H. Wayne Yeatts and Patricia D. Yeatts had petitioned to rezone 14.49 acres, located off State Road 685/Chalk Level Road, in the Banister Election District from R-1, Residential Suburban
Subdivision District to A-1, Agricultural District to combine
with GPIN # 2436-03-4690 for agricultural use. Mr. Yeatts was not present to represent the petition, and Mr. Sides offered to answer any questions the Board might have regarding the
petition. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:16 p.m. During the discussion, it was stated the zoning is consistent and fits the Comprehensive
Plan. A motion was made by Dr. Miller, seconded by Mr. Harville, to recommend the Board of Supervisors rezone the property from R-1, Residential Suburban Subdivision District to A-1,
Agricultural District. Motion passed unanimously.
Case 2, Walter D. Osborne, R-11-029. Mr. Stowe opened the public hearing at 7:17 p.m. Mr. Sides, Assistant County Administrator/Director of Planning, reported that Walter Osborne had
petitioned to rezone a total of 4.16 acres, two parcels of land, located on State Road 1080/Belair Road, in the Callands-Gretna Election District from R-1, Residential Suburban Subdivision
District to A-1, Agricultural District in order to combine with part of GPIN # 2429-41-4522 (0.825 acre, per plat) zoned A-1 for a right-of-way to the creek. Donna McBride was present
to represent the petition. She stated she had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:18 p.m. During the discussion, it
was stated the zoning is consistent.
A motion was made by Ms. Mease, seconded by Mr. Motley, to recommend the Board of Supervisors rezone the properties from R-1, Residential Suburban Subdivision District to A-1, Agricultural
District. Motion passed unanimously.
Case 3, Shelton Living Trust, Stover C. Shelton, Trustee, & Margaret H. Shelton, Trustee, R-11-030.
Mr. Stowe opened the public hearing at 7:19 p.m. Mr. Sides, Assistant County Administrator/Director of Planning, reported that Stover and Margaret Shelton had petitioned to rezone a
portion of 126.12 acres from
A-1, Agricultural District to R-1, Residential Suburban Subdivision District to be combined with GPIN # 1497-49-2799. He also reported the portion to be rezoned is 0.225 acre (per plat),
located on State Road 799/Climax

Road, in the Callands-Gretna Election District. Stover Shelton was present to represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr.
Stowe closed the public hearing at 7:20 p.m. During the discussion, it was stated the zoning is consistent and is an example of a neighbor helping a neighbor. A motion was made by
Ms. Mease, seconded by Mr. Harville, to recommend the Board of Supervisors rezone the 0.225 acre portion of land from A-1, Agricultural District to Residential Suburban Subdivision District.
Motion passed unanimously.
This concludes the Rezoning cases.
