Adjourned Meeting
VIRGINIA: The Adjourned Meeting of the Pittsylvania County E3oard of Supervisors was held
on Monday, April 25, 2011 in the General District Courtroom of the Edwin R. Shields Addition in
Chatham, Virginia. Tim R. Barber, Chairman, called the meeting to order at 7:08 p.m. The following
members were present:

Mr. William D. Sleeper, County Administrator, Mr. J. Vaden Flunt, County Attorney, Ms. Kim
Van Der Hyde, Director of Finance and Ms. Rebecca Flippen, Deputy Clerk to the Board, were also
present.
Mr. Davis gave the invocation and led the Pledge of Allegiance.
Mr. Harville asked for a moment of silence in memory of Mr. Nathaniel Uix.
Motion was made by Mr. Harville, seconded by Mr. Ingram, to approve the agenda with the
following addition:
Resolution 2011-04-08; Disaster Relief
Mr. Harville's motion was unanimously approved by the Board.
Motion was made by Mr. Ecker, seconded by Mr. Harville, to approve Resolution 201 I-04-08,
and authorize the County Administrator to forward it to Governor McDonnell's office, which was
unanimously approved by the Board.

WHEREAS, there were cxtrcmc weather conditions throughout Pittsylvaniu
County, Virginia oft Satunlay, April 16, 201 1, which have caused severe crop, pasture and
hay land damage Cmm excessive rain, flash Floods, heavy winds and « ~rnadoes; and
WHP:REA~3, this severe weather damaged trees, destroyed crops, as well as washing
away precious top soil; and
WHEREAS, these conditions have caused significant Fnancial lessee to the
agricultural community of Pittsylvania County; and
WHEREAS, the damage to the agricultural community in Pittsylvania County
cannot readily recover from these losses; then
BE 1T RESIOLVEU, that the Pittsylvania County Soard of Supa:rviaors hereby
petitions the Honorable Robert F. Mcl)onncll, Ciovcmor of the Commonwealth of Virginia,
to declare Pittsylvania County a E~isastcr Arca due to extreme severe weather in order to
provide the means for those affected to qunlify For any available relief assistance.

Hearing of the Citizens
Ms. Barbara Hudson, of the Callands-Gretna District, stated that since the budget advertisement
did not appear in the Chatham Star Tribune until Wednesday, April 20, 2011, she suggested that the
Board not hold the budget public hearings as they would be in violation of § 15.2-2506 as the public
hearing would be held less than 7 days from the advertised notice. Mr. Vaden Hunt, Legal Counsel for
the County, told the Chairman that the advertisement had been placed in the Danville Register & Bee,
declared by a Court of Law as a paper widely circulated in Pittsylvania County, on April 17, 2011 and
had therefore met the criteria outlined in § 15.2-2506 of the Code of Virginia, 1950, as amended.
This concluded the E{earing of the Citizens.
Public Hearings
Proposed School Budget for Fiscal Year 2012
'Che Pittsylvania County Board of Supervisors will hold a public hearing for citizen input on the
proposed school budget for fiscal year 2012. This budget does not include any proposed changes to the
tax rate and is in the amount of $83,683,276.

Mr. Barber opened the public hearing at 7: l Opm. Mr. Albert Payne of the Westover District made
comments on finding ways of increasing money that the County could then use to increase the school

budget. Mr. Payne is in favor of the County creating a business license tax similar to the City of
Danville's and hoped the Board would that that under consideration in the upcoming year.
No one else signed up to speak. Mr. Barber closed the public hearing at 7:18pm.
Proposed County Budget for Fiscal Year 2012
The Pittsylvania County Board of Supervisors will hold a public hearing for citizen input on the
proposed County Budget for 2011-2012. This budget will not be considered for adoption until seven (7)
days following the public hearing. This budget does not include any proposed changes to the tax rate
and is in the amount of $206,522,126.

Mr. Barber opened the public hearing at 7:19pm. Mr. Nancy Smith, of the Tunstall District stated that

she was disappointed that the Board decided to hold the budget public hearings on Easter Monday when
many people had family obligations and could not attend. She also made comments on the difficulty of
finding the budget on the County's website; questioned if the Board had checked on the validity of the
vendors and employees listed for budget purposes. No one else signed up to speak. Mr. Barber asked if
the budgets had been properly advertised. Mr. EIunt stated the advertisements had met the three
requirements of the Code of Virginia; 1) that a brief synopsis of the budget be advertised 1 or more
times in a paper of general circulation 7 days prior to the public hearing (summary of budget was
advertised in the Danville Register & Bee on April 17, 201 1-8 days prior to the public hearing; 2)Notice
given or 1 more public hearings held 7 days after advertisement; 3) no action on the budget take place
until 7 days after the public hearing-the Board has scheduled May 2, 2011, eight days after the public
hearings, to take action on the budget. Mr. Barber closed the public hearing at 7:24pm.
Motion was made by Mr. Harville, seconded by Mr. Ecker, to adjourn, which was unanimously
approved by the Board. The meeting adjourned 7:35pm.
