04-14-2011 BOS Work SessionWork Session April 14, 2011 Pittsylvagia County Board of Supervisors Thursday, April 14, 2011 Work Session VIRGINIA: A Work Session of the Pittsylvania County Board of Supervisors was held on Thursday, April 14, 2011 at the Chatham Train Depot located at 340 Whitehead Street in Chatham, Virginia. Tim R. Barber, Chairman, called the Board of Supervisors meeting to order at 5:30 p.m. The following members were present: Tim R. Barber James H. Snead William H. Pritchett Marshall A. Ecker Coy E. Harville Fred M. Ingram Henry A. "Hank" Davis, Jr., Tunstall District Dan River District Banister District Statmton River District Westover District Caliands-Gretna District Chatham-Blairs District Mr. William D. Sleeper, County Administrator, Mr. Greg L. Sides, Assistant County Administrator, Mr. J. Vaden Hunt, County Attorney, Mr. Ken Bowman, Director of Economic Development and Ms. Rebecca Flippen, Deputy Clerk to the Board, were also present. Mr. Harville gave the invocation and Pledge of Allegiance. Motion was made by Mr. Ecker, seconded by Mr. Snead, to approve the agenda, which was unanimously approved by the Board. New Business Motion was made by Mr. Harville, seconded by Mr. Davis, to advertise the proposed FY2011/12 Pittsylvania County School Budget and the FY2011/2012 County Budget and hold a public hearing for each for citizen input on Monday, April 25, 20 ] 1 at 7:OOpm. Mr. Ingram made a substitute motion, seconded by Mr. Ecker, to first remove the Ferry Road Waterline Project from the proposed County budget and then advertise. The following roll call vote was recorded for the substitute motion: Mr. Ingram-Yes; Mr. Harville-No; Mr. Ecker-Yes; Mr. Davis-No; Mr. Snead-No; Mr. Pritchett-No; and Mr. Barber-No. Mr. Ingram's substitute motion failed by a majority vote of 5-2. The following roll call vote was recorded for the main motion: Mr. Harville-Yes; Mr. Ecker-Yes; Mr. Davis-Yes; Mr. Snead- Yes; Mr. Pritchett-Yes; Mr. Ingram-Yes; and Mr. Barber-Yes. Mr. Harville's motion was unanimously approved by the Board. Motion was made by Mr. Davis, seconded by Mr. Ecker, to not have staggered terms held by the Board of Supervisors. A substitute motion was made by Mr. Pritchett, seconded by Mr. Harville, to draft a proposed ordinance to amend the Pittsylvania County Code and hold a public hearing concerning staggered terms for Board members. The following vote was recorded for the substitute motion: Mr. Harville and Mr. Pritchett -Yes; Mr. Snead, Mr. Davis, Mr. Ingram, Mr. Ecker and Mr. Barber - No. Mr. Pritchett's substitute motion failed by a 5-2 vote. The following vote was recorded for Mr. Davis motion to not have staggered terms: Mr. Davis, Mr. Snead, Mr. Ingram, Mr. Ecker and Mr. Barber-Yes; Mr. Pritchett and Mr. Harville-No. Mr. Davis' motion passed by a majority vote of 5-2. Work Session April 14, 201 Motion was made by Mr. Harville, seconded by Mr. Davis, for the County Administrator to meet with Mr. Glenn Giles of the Pittsylvania County Historical Society and get a frill report on the full scale operation and costs of the Chatham Train Depot so that when the issue of the County taking over the Train Depot comes before the Building and Grounds Committee, they will be as informed as possible. Mr. Harville's motion was unanimously approved by the Board. Motion was made by Mr. Harville, seconded by Mr. Ecker, to adjourned, which was unanimously approved by the Board. The meeting ended at 6:40pm.
