MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, February 1, 2011, in the General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting
to order at approximately 7:00 p.m. Mr. Stowe gave the invocation. Mr. Stowe called the roll.

APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Mr. Arthur, and by a unanimous vote the January 4, 2011, minutes were approved as presented.
CHAIRMAN’S REPORT
There was no Chairman’s Report.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately 7:02 p.m.
Case 1, Withdrawn, R-11-004.
Case 2, Transcontinental Gas Pipeline, R-11-005. Mr. Stowe opened the public hearing at 7:03 p.m. Mr. Shelton, Director of Code Compliance, reported that Transcontinental Gas Pipeline
had petitioned to rezone 11.80 acres, located off State Road 692/Transco Road, in the Banister Election District from A-1, Agricultural District to M-1, Industrial District, Light Industry

land). James Hutchins was present to represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:05
p.m. A motion was made by Mr. Motley, seconded by Mr. Harville, to recommend the Board of Supervisors rezone this property from A-1, Agricultural District to M-1, Industrial District,
Light Industry. Motion passed unanimous.
Case 3, Heritage Farms, Inc., R-11-006. Mr. Stowe opened the public hearing at 7:06 p.m. Mr. Shelton, Director of Code Compliance, reported that Heritage Farms, Inc., had petitioned
to rezone the R-1, Residential Suburban Subdivision District portion of 241.64 acres to A-1, Agricultural District (to make the zoning consistent with the remaining 207.10 acres and
for future subdivision of the property). The R-1 portion is 34.54 acres, located on State Road 899/Cardwell Lane, in the Dan River Election District. Pete Ramsey with The Counts Realty
& Auction Group was present to represent the petition. He stated he had nothing to add. Jane Pratt spoke in opposition to the petition. Her main concern was if the property was subdivided,
could it eventually become a mobile home park. Mr. Ramsey stated it was the property owner’s intention to possibly divide the property into a maximum of three (3) large tracts; however,
once the individual tracts were sold, the property owner would have no control over what would happen following the sale of the tracts. Mr. Stowe closed the public hearing at 7:15 p.m.
During the discussion, it was suggested a proffer be submitted that stated there would be no single-wide mobile homes on the property. A motion was made by Mr. Welborn, seconded by
Mr. Harville, to recommend the Board of Supervisors grant this rezoning request if the proffer is submitted. Motion passed unanimous.
This concludes the Rezoning cases.
Case S-1, Gammon Investments, LLC, S-11-003. Mr. Stowe opened the public hearing at 7:16 p.m. Mr. Shelton, Director of Code Compliance, reported that Gammon Investments, LLC, had petitioned
for a Special Use Permit on a total of 10.75 acres, two parcels of land, located on Macken Lane, in the Banister Election District (for an automobile graveyard). Paul and Sharon Gammon
were present to represent the petition. They stated they had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:17 p.m. During the
discussion, it was stated the area is orderly and neat. A motion was made by Mr. Motley, seconded by Mr. Harville, to recommend the Board of Zoning Appeals grant this Special Use Permit.
Motion passed unanimous.
Case S-1, Dwayne L. Johnson & Angela T. Johnson, S-11-001. Mr. Stowe opened the public hearing at 7:18 p.m. Mr. Shelton, Director of Code Compliance, reported that Dwayne and Angela
Johnson had requested the withdrawal of Case S-11-001. A motion was made by Mr. Welborn, seconded by Mr. Arthur, that the petitioners be allowed to withdraw this case. Motion passed
unanimous.
This concludes the Special Use Cases.
OLD BUSINESS
Mr. Sides stated he had received updated and revised transportation data from VDOT for the Comprehensive Plan.
2010 Annual Report – The members reviewed the 2010 Annual Report and the Chairman complimented Mr. Shelton and his staff on their work.

NEW BUSINESS
The Board and Mr. Shelton discussed the proposed change to the Pittsylvania County Zoning Ordinance. A motion was made by Mr. Motley, seconded by Mr. Harville, that the Planning Commission
have a public hearing to amend the Pittsylvania County Zoning Ordinance, Chapter 35-Zoning, SEC.35-40. PRINCIPAL DEFINITIONS OF THE ZONING ORDINANCE. Accessory Building-to delete the
following: An accessory building shall not dominate a principal building in area, extent or purpose. Motion passed unanimous.
The meeting was adjourned at approximately 7:25 p.m.
