VIRGINIA: The Pittsylvania County Board of Supervisors' ("Board") Work Session was
held on September 17, 2024, in the Board Meeting Room, 39 Bank Street, SE, Chatham, Virginia
24531.
CALL TO ORDER (4:00 PM)
Dalton called the Meeting to Order at 4:00 PM.

PRESENTATIONS
a. After-School Childcare Pilot Program Update (Kentuck Elementary School
Justin G. Price, Parks and Recreation Director, and Kelsie R. Myers, Parks and Recreation Program
Coordinator, updated the Board on the potential Pilot After-School Childcare Program at Kentuck
Elementary School. Price explained the program's purpose is to address the community's need for
quality after-school care and enrichment activities, beginning January 6, 2025. The initiative, which
originated from Dr. Jones in November 2023, involves collaboration with Parks and Recreation and
insights from Kelsie Myers and former superintendent Miss Ann Casada. Myers shared survey
results showing strong parental interest, with parents willing to pay $50 to $60 weekly for a program
adhering to a 12:1 child-staff ratio, employing certified tutors, and providing snacks. Financial
sustainability includes a $90 registration fee, weekly rates of $50-$55, and staff compensation of
$17-$20 per hour. Enrichment activities will include homework help, STEM, recreational time, and
arts and crafts. Registration opens October 1, 2024, and closes November 15, 2024. The
presentation concluded with questions about feasibility, staffing, and future expansion.
b. Virginia Department of Health FY 2024 Funding Retention Request
Kim Van Der Hyde, Finance Director, presented a request from the Virginia Department of Health
for year-end settlement funds to purchase community vaccines, citing an unexpended balance of
$22,000 from their FY24 Budget. However, Tucker recommended denying the request, noting prior
investments in the department's infrastructure and the absence of an urgent need for the funds.
Motion to deny the Health Department's request and communicate to them that they can come back
before the Board if additional funds are needed in the future.

a. VDOT Smart Scale Projects Update
Emily S. Ragsdale, Community Development Director, Emily Ragsdale, Director of Community e
projects submitted in August 2024. A project for a signal light at the intersection of Route 41 and
Franklin Turnpike remains under review, while a proposal for a median along Route 41 and
roundabouts at the Mount Herman and Ridgecrest intersections was screened out. VDOT
recommended reapplying for the latter project in the 2026 cycle. Ragsdale encouraged board
members to submit additional projects for consideration in future cycles.

BE IT RESOLVED that at the Pittsylvania County Board of Supervisors’ (“Board”) Work
Session on September 17, 2024, the Board hereby certifies by a recorded vote that to the best of
each Board Member’s knowledge only public business matters lawfully exempted from the Open
Meeting requirements of the Virginia Freedom of Information Act (“Act”) and identified in the
Motion authorizing the Closed Meeting were heard, discussed, or considered in the Closed Meeting.
If any Board Member believes that there was a departure from the requirements of the Act, he shall
so state prior to the vote indicating the substance of the departure. The Statement shall be recorded
in the Board's Minutes.
