09-10-2024 Finance Committee Meeting - FINAL PITTSYLVANIA COUNTY BOARD OF SUPERVISORS’ FINANCE COMMITTEE September 10, 2024 VIRGINIA: The Pittsylvania County Board of Supervisors’ (“Board”) Finance Committee Meeting was held on September 10, 2024, in the County Administration Conference Room, 1 Center Street, Chatham, Virginia 24531. CALL TO ORDER (6:00 PM) Tucker called the Meeting to Order at 6:00 PM. ROLL CALL The following Committee Members were present: Timothy W. Dudley - Staunton River District Eddie L. Van Der Hyde, Finance Director, presented the FY 2025 Budget Amendments to the Board. These amendments can be viewed in detail on the County's website at www.pittsylvaniacountyva.gov. b. FY2025 Capital Projects Kim G. Van Der Hyde, Finance Director, presented the FY 2025 Capital Projects to the Board. Some of the major projects she pointed out were the Moses Building Project, HR Software, Community Development Public Access, and the telephone system upgrade. Sheriff’s Department Car Lease The Honorable Mike Taylor, Sheriff, and Kim Van Der Hyde, Finance Director, lead discussion on the current Enterprise Lease for the Sheriff's vehicles and various options the Board may consider regarding the current leases and purchases of future Sheriff's vehicles. During the pandemic, the Sheriff's Office entered into a 60-month lease with Enterprise for 18 vehicles, starting in February 2021, with an annual lease payment of $138,050. A residual payment of $69,042.23 per vehicle will be required at the end of the lease if the vehicles are purchased, totaling $288,801.92 in remaining payments until June 2027. Supply chain delays extended the effective lease period to six years. A new lease was initiated last year for 22 vehicles at $237,245 annually. Unlike the first lease, this one required a down payment of $88,147 due to increased upfitting costs. Interest rates have since doubled, making it more cost-effective to purchase the vehicles outright. However, preliminary buyout figures exceed $1 million. Additional costs may include back fees due to losing government-entity leasing discounts if the vehicles are purchased. Discussions with Enterprise and financial advisors suggest abandoning the lease and purchasing the vehicles to save money. County Staff plans to obtain a complete physical inventory of the sheriff's vehicles and develop a plan for a vehicle replacement rotation/schedule, and to evaluate funds to avoid further debt while creating a long-term vehicle replacement schedule to optimize fleet management.
