ZiTEL started its Fiber to the home Service in Moneta, VA 2. Zitel has been in business for over 8 years, ZiTEL was founded in 2017. 3. ZiTEL turned up its first Broadband customer in Bedford County in 2019 4. In 2023 ZiTEL grossed $5,661,079.54 5. Approx. $1,800,000.00 was generated from delivering broadband services. 6. ZiTEL currently has 1985 current subscribers, but we are turning up on average 5 new customers per day. 7. Currently ZiTEL provides services to 4 public sector customers delivering to 7 differnet locatfons. 8. Zitel Currently employs 32 people. 9. We are a current CLEC (competftfve Local Exchange carrier) with SCC (State Corporatfon Commision) and have network presence and provide service in Bedford County, Campbell County, City of Danville, Roanoke County, City of Lynchburg and the Town of Bedford. 10. ZiTEL’s Headquarters and Central Office is in Moneta, VA. 11. ZiTEL has field offices and PoPs in Danville, VA; Stewartsville, VA; Boonsboro, VA; Big Island, VA and Altavista, VA. 12. ZiTEL will service and support Pittsylvania County subscribers from the Moneta Office and from the Danville Office. 13. ZiTEL has had no terminated or Defaulted contracts in the past 5 years. 2 1. Description of Methodology This project will not only allow ZiTEL to extend service to many unserved areas but also gives us a platiorm to extend our footprint out of southern Bedford county to connect with our build in the City of Danville. ZiTEL will be able to provide better service and support to its current customer base and puts ZiTEL in a positfon to expand our coverage area to different locatfons within the State. For ZiTEL’s solutfon all proposed areas will have new fiber optfc cable built to each service locatfon from current, or future point(s) of presence, or the ZiTEL Central Office. ZiTEL’s new fiber constructfon will bring XGSPON delivering 10 Gbps bi-directfonal capacity utflizing single mode fiber either buried in the VDOT easement or along pole attachments with various pole owners. These symmetrical services differentfate ZiTEL and would drastfcally improve the quality of life for school children, the working community, the local and surrounding economy, and the needs of telehealth. ZiTEL is submitting this informatfon as the basis to gain a support letter to provide with an applicatfon for a VA DHCD VATI grant utflizing BEAD funding and partnering with Pittsylvania County. If awarded ZiTEL will work closely with County staff to determine the best and most economical way to invest BEAD monies to give the citfzens of the county the best service possible. 2. Detailed description of the proposed network ZiTEL currently has no existfng infrastructure in the proposed areas. This expansion of our footprint into Pittsylvania County is a brand-new build but will expand off of our current footprint in Southern Bedford County and connect into the City of Danville Network if possible. This will not only allow ZiTEL to extend its service to many unserved areas, but also be able to provide better service and support to its current customer base and put us in a positfon to develop our coverage area to different locatfons within the region. For ZiTEL’s solutfon all proposed areas will have new fiber optfc cable built to each service locatfon from current or future point(s) of presence. ZiTEL will have estfmated 250 miles of new fiber constructfon utflizing single mode fiber either buried in the VDOT easement or along pole attachments with various pole owners. In the field it will be deployed as a distributed split model which will serve up to 32 customers per original strand based on our split methodology. The fiber is contfnued all the way to the customer locatfon, terminated on their home or business with an outside test point inside the NID. Then utflizing a GPON ONT we convert the Category 6 Ethernet cable to provide a DMARC into the home to install the router. Our service is completely scalable because the upper limits of fiber have yet to be found, so we can increase bandwidth with simple electronic equipment changes at the data center and customer end. Our current standard electronics allow up to 2.5/10 Gbps Downstream and 2.5/10 Gbps Upstream, supports up to 20 km XGS-GPON Links, with powerful Layer 2/3 management features. 3 3. Operations and Maintenance Protocols ZiTEL employs its own outside plant constructfon company that we maintain, to build our own plant. ZiTEL currently has an in-house training program that has worked well over the past 5 years to develop our employees to meet and exceed ZiTEL’s expectatfons and standards for constructfon. ZiTEL’s pay scale and benefits package are above the industry average, and that has afforded us the ability to attract and keep our employees. These employees are cross trained for a variety of jobs within our company, which gives us a base of a very versatfle and nimble workforce to meet the demands of the grant awards we antfcipate we will receive in North Carolina. ZiTEL has a strong relatfonship with Mears Group, a Quanta Service Company, which is a natfonal large scale outside plant constructfon company. We currently have a contract with them to build some of our VATI awards in VA and GREAT awards in NC and a Commitment to expand this contract as needed for other awards. ZiTEL’s in-house constructfon manager and regional constructfon supervisors are ultfmately responsible for all constructfon QC during the project and conduct weekly inspectfons and final inspectfon when packets are concluded whether by in-house plant personnel or sub-contractor. ZiTEL’s current process fields all calls for troubleshootfng and support through our home office in Moneta, Virginia. Our Standard policy is to work with the customer in checking basic cabling and power issues to facilitate a repair over the phone with a total conversatfon limit suggested to be no more than 10 minutes in total length. If the customer service reps cannot resolve the issue, then the CS rep will schedule a technician for an on-site visit utflizing our cloud-based CRM soflware. The policy is to meet our 72-hour SLA for residentfal customers once the call is received in the Customer service center and schedule a technician to be at the customer locatfon within that 72 hours SLA between the hours 0f 8:30am to 5:00pm. Scheduled maintenance windows are currently set for the 1st Saturday of the month between the hours of 2:00 am to 6:00 am, if needed. 4. Internet service offerings Speeds: Download and Upload Speeds: All locatfons will have access to ZiTEL's Fiber Gigabit service, which provides a 1000 Mbps download and 1000 Mbps upload. Bandwidth is dedicated. Technology: The technology that will be used is “Fiber to the Home,” or “GPON.” GPON is “Gigabit Passive Optfcal Network.” In a Fiber to the Home/GPON environment, voice, and high-speed data (up to 1Gbps) is transported on a single fiber (one wavelength for transmit, another wavelength for receive) from the office/remote electronics to the home or premises. The single fiber operates at a rate of 2.4Gbps downstream (to the home) and 1.2Gbps upstream (from the home). The GPON infrastructure eliminates the need for actfve electronics (and the associated powering, real estate, and maintenance costs) in the distributfon plant, depending on the distance from the Central Office/ Remote and available feeder fibers. 4 Service offering: Pricing for ZiTEL services is generally a natfonwide price, so that customers in rural Virginia pay the same rate as customers in urban areas or other states. ZiTEL currently advertfses three synchronous speed tfers for fiber-to-the- home residentfal customers as part of ZiTEL Broadband package, which are Essentfals – up to100 Mbps for $54.99/month, Deluxe – up to 300 Mbps for $69.99 or Extreme – up to 1000 Mbps for $97.99/month without any introductory offers or periods that would increase pricing afler a period of tfme. There are additfonal optfons bundled with other services like Fiber Gigabit (1000 Mbps) plus Home Phone Unlimited. ZiTEL offers 3 tfers for business class customers along with Enterprise class service as well. The above rates do not include any required taxes or fees, and plans are always subject to change, please refer to www.zitel.com for the most up to date informatfon. We are working toward other opportunitfes for digital equity for this project; working with the school division to consider credits and other creatfve optfons. ZiTEL can provide qualifying low-income customers’ access to Lifeline. Lifeline is the FCC's program to help make communicatfons services more affordable for low-income consumers. Lifeline provides subscribers with a discount on monthly telephone service purchased from partfcipatfng providers. The discounts, which can be applied to standalone broadband or bundled voice-broadband packages that low-income consumers can afford state-of-the-art Broadband and the access it provides to jobs, educatfon, and opportunitfes. ZiTEL verifies a speed test using fast.com at the tfme of installatfon and stores a screenshot of that speed test in the customer’s digital profile in our CRM system. 5. Customer Service and Pricing points a. All services with ZiTEL are Month to month unless the customer had a drop longer than a 1000’ then they can contract to spread the cost of the long drop over the length of the contract. b. In the past 6 years of ZiTEL’s operatfon we have only had 1 price increase of 5% across all plans, but the customer also went to sync speed plans then as well. All residentfal plans have a 72-hour SLA for om site dispatch of technical support. Currently we are averaging 26 hours dispatch. 6. Service Level Agreement ZiTEL’s current customer support hours are 8:30am to 5:00pm Monday through Friday. We provide 3 methods of contactfng support, they can call our main office, submit a tfcket via the customer portal, and send an email to our team. Per ZiTEL policy CS reps are encouraged to spend no more than 10 minutes on the phone with a customer trying to provide assistance to bring the service back online. Our reps are trained to assist with recycling power on the router and ONT and checking cables and connectfons to ensure proper connectfvity. If at that point the customer stfll has no service ZiTEL reps are directed to schedule a site visit. ZiTEL has a 72-hour SLA for residentfal service afler remote diagnostfcs are completed, but we are averaging sub-24-hour dispatch or NBD. We have a similar process for non- business hours. ZiTEL provides the same support model during non-business hours, they can leave a voicemail that is then emailed to an on-call customer service rep. Our customers have a basic Terms of Service Agreement that they all sign, I have included a sample of that agreement. See attachment Z-2 7. Response Time ZiTEL’s cloud-based CRM and network actfvatfon system that is provided by the manufacturer (Ubiquitf) monitors all our equipment all the way to the customer prem level. The system notffies the ZiTEL NOC via email for all equipment outages and notffies via text and email for all network equipment outages including all CO/PoP routers, GPON OLT shelves, UPS, ONUs, and switch outages. The network monitoring system has variables that can be set to send this notfficatfon based on the tfme that a device is seen as oftfine, currently the system notffies us of customer prem equipment afler 30 minutes of down tfme and network equipment is set to 5 minutes of down tfme. ZiTEL classifies any outage that affects more than one customer as a network emergency. ZiTEL strives to facilitate all repairs within our promised 72-hour SLA window. Currently ZiTEL utflizes the tracking tfmes of outages per customers kept within our CRM system and uses that to compare to our standard SLA for residentfal plans. Once issues are detected and assessed for repair, ZiTEL utflizes our cloud-based CRM program to create electronic tracking tfckets for the repair. These tfckets are assigned to the needed personnel and updates from each are provided untfl the issue is 6 resolved and the tfcket is closed. Monthly and quarterly reports are then run to determine measurements of repair tfmes based on the opening and closing of repair tfckets. We always maintain an inventory of hot and warm spares of all equipment on hand in each regional office, CO, and PoPs. This equipment can be deployed in less than 4 hours to replace any equipment that has been reported a failure. Zitel employs a staff of splicers and technicians in each regional office that has or will be opened in support of customers to be dispatched for repairs. All the PoPs electronics are running on conditfoned 24 hour on demand battery backup systems, as well as generators to ensure up tfme due to local power failures. Currently ZiTEL is averaging a 26-hour response tfme for residentfal single address outages, and we are averaging 4.8 hours response tfme for outages that affect more than a single subscriber. 8. Current Grant Awards and Experience ZiTEL was established in 2017 and is headquartered in Moneta, VA, turning up its first customers in 2019. We have reported FCC-477 reports in a tfmely manner bi-annually. In 2019 and 2020 ZiTEL was awarded Bedford Countfes Phase II & III Broadband initfatfve with Cares Act Grant funding to complete an expansion to over 2400+ passings and completed that project on tfme. In 2021 ZiTEL was awarded the 2022 VATI award for Bedford County (approx. $22 million) and will build that infrastructure and will have over 10,000 passings and over 410 miles of infrastructure as a part of the universal coverage phase of their broadband initfatfve. We 100% complete this project and awaitfng complete close out with DHCD. ZiTEL is one of the few providers that is on schedule to complete their VATI project on tfme and without an extension. ZiteL was also awarded a 2024 DHCD VATI project award for Franklin County VA that is scheduled to begin in the next few months, and should be completed within 12 months. This awrd was for 210 mile sof fiber placement with approx. 4500 passings. 9. Expansion Plan (DRAFT) – Pittsylvania County ZiTEL is primarily going to focus on zip codes 24563, 24557 and possibly 24531, 24549, 24540 but engineering stfll hasn’t made a final determinatfon on costs yet. 7 5.c. Background: The Virginia Department of Housing and Community Development (DHCD) has launched its implementation of the federal Broadband Equity, Access and Deployment (BEAD) program. The final list of locations eligible for BEAD funding has not been released yet, but based on early data available, Verizon has prepared an overview of areas it would like to submit a bid that we believe will likely be eligible for BEAD funding. This document includes Verizon’s proposal for Pittsylvania County, which details the areas (described by DHCD as “Zip Code Tabulation Areas (ZCTAs)” where we plan to bid, and the eligible locations (target locations) we intend to serve. These target locations include un- and underserved locations as defined by the BEAD guidelines. Verizon also plans to build out, with its own funding, additional locations in awarded areas, thereby offering a competitive choice to residents. County Action: DHCD’s BEAD program awards additional points to bids that are accompanied by a letter of support from County Boards of Supervisors or City Councils. Verizon would welcome a letter of support from you. We believe that our proposal aligns with the County’s plans for broadband deployment and competition. By providing a letter of support, you increase the likelihood of success for Verizon’s efforts to obtain BEAD funding for broadband infrastructure in your County. This is your most significant opportunity to express support for a partner in the BEAD process. Review Virginia's BEAD Guidance for Counties and Cities here. Timing: DHCD’s BEAD application process was opened on December 1. Bids are estimated to be due on March 1, 2025. Letters of support must be included in the Broadband Service Provider’s application by the March 1 deadline. Program Details: The BEAD program is a one-time, federally funded program that is run by each state with funding from the National Telecommunications and Information Administration (NTIA). Please refer to Virginia DHCD’s BEAD website for full guidelines. Some program highlights: ● Each county is divided by DHCD into grant areas. DHCD chose to use ZIP Code Tabulation Areas (ZCTAs) to create grant areas in each county. ● Internet Service Providers (ISPs) will bid on these grant areas directly, and bids will be scored by the state-established criteria. ● There is no county funding or match requirement in any respect. Projects are 100% funded through a combination of ISP contributions and the state’s BEAD funding. ● Rules require that ISPs bid on at least 95% of BEAD-eligible locations within a ZCTA. ● Local support letters account for 10 points out of the total 100 points available in an ISP's application. 1 Verizon’s Request: Verizon requests a letter of support from Pittsylvania County for the following proposal in the BEAD grant program. If awarded a grant through DHCD’s BEAD program, this proposal will result in the deployment of broadband infrastructure to provide Verizon’s award-winning Fios Internet service to the identified locations. With Verizon as a broadband provider, customers get: ● An experienced provider. Verizon has already built fiber-to-the-premises services to over 17 million addresses in the mid-Atlantic and northeast. ● Experienced, local technicians. Verizon has over 1,300 outside plant personnel in Virginia that know how to build networks. ● A Proven Supply Chain.
