06/08/2010PITTSYLVANIA COUNTY BOARD OF ZONING APPEALS REGULAR MEETING June 8, 2010 MINUTES VIRGINIA: The Pittsylvania County Board of Zoning Appeals met on Tuesday, June 8, 2010, in the General District Courtroom, Edwin R. Shields Courthouse Addition, Chatham, Virginia. Mr. Talbott called the meeting to order at approximately 6:50 p.m. Mr. Easley gave the invocation. Mrs. Hayes called the roll. PRESENT Kenneth Talbott R. Allan Easley Larry Estes Mrs. Helen Glass H. Blair Reynolds Ronald Merricks Mrs. Karen Hayes ABSENT Carroll Yeaman Odie H. Shelton, Jr. APPROVAL OF THE MINUTES By motion of Mr. Easley, seconded by Mr. Estes, and by unanimous vote the Minutes of the March 9, 2010, meeting were approved as presented. Old Business Mr. Reynolds made a recommendation to the Chairman that the Pittsylvania County Zoning Ordinance be updated to differentiate from emergency services, rescue and medical transport. Mr. Talbott then stated that he would discuss this matter with Mr. Shelton at the next meeting. New Business Mr. Talbott reported there will be two (2) Special Use Permit cases and one (1) Sign Permit case for the July cycle. CHAIRMAN’S REPORT There was no Chairman’s report. The Chairman stated that in the absence of the petitioner, the members were in agreement to proceed with the meeting. THE ZONING PRECEPTS WERE READ BY Mr. Talbott to OPEN THE PUBLIC HEARING at approximately 7:00 p.m. Board of Zoning Appeals June 8, 2010 Page 2 Case S-1, Mary Ann Jones, S-10-006 – Mr. Talbott opened the public hearing at approximately 7:02 p.m. Mrs. Hayes, Code Compliance Officer/Deputy Zoning Administrator, reported that Mary Ann Jones had petitioned for a Special Use Permit on 1.00 acre, located on Highway 29 Business/North Main Street, Chatham, VA, in the Banister Election District (for emergency services, rescue and medical transport). Mary Ann Jones was not present to represent the petition. There was no opposition to the petition. Mr. Talbott closed the public hearing at approximately 7:04 p.m. The Board discussed the petition as the Committee of the Whole and determined that there were no adverse effects. Upon motion of Mr. Easley, seconded by Mr. Merricks, the following motion was adopted: Whereas, Mary Ann Jones has petitioned the Board of Zoning Appeals for a Special Use Permit for emergency services, rescue and medical transport and, Whereas, we find no substantial detriment to adjacent property, that the character of the zoning district will not be changed thereby, and that such use will be in harmony with the purpose and intent of the Ordinance, I move the Special Use Permit be granted. Motion passed unanimous. This concludes the Special Use Permit case.
