Meeting was held on March 21, 2023, in the Board Meeting Room, 39 Bank Street, SE,
Chatham, Virginia 24531.
CALL TO ORDER (3:00 PM)
Warren called the Meeting to Order at 3:00 PM

The following Committee Members were present:
• Robert (“Bob”) W. Warren - Chatham-Blairs District;
• Timothy W. Dudley - Vice-Chairman, Staunton River District;
• Robert M. Tucker, Jr. - Banister District; and
• Timothy W. Chesher - Dan River District.
The following Board Members were also present:
• Darrell W. Dalton - Chairman, Callands-Gretna District;
• William V. ("Vic") Ingram - Tunstall District; and
• Ronald S. Scearce - Westover District.

NEW BUSINESS
a. Capital Project FY2023 Priorities
Van Der Hyde reviewed the FY 2023 Capital Project priorities with the Committee, and
her full presentation can be found on the County's website at
www.pittsylvaniacountyva.org.
Motion to send this item to the full Board for approval to use the B&G Improvement
Funds to cover the cost of the Capital Projects, as presented.

b. FY 2024 Budget Update
Van Der Hyde presented a Budget update to the Committee. The Virginia General
Assembly ended their session with no final Budget on February 25, 2023. The
Legislature collectively approved what is known as a “skinny budget” before adjourning.
This Budget Amendment addressed the accidental $200 million shortfall in State aid to
schools. This totals $500K - $600K for County Schools, and this problem has not been
addressed in FY2024. The General Assembly is scheduled to reconvene on April 12,
2023, to take up any vetoes or amendments proposed by the Governor, but the Governor
can call them back anytime to act on a State Budget. She also covered the upcoming
Budget challenges and discussed next steps. Van Der Hyde’s full presentation can be

c. Resolution # 2023-03-03 (FY23 – 24 Tax Rate and Fees Confirmation)
Van Der Hyde reviewed Resolution # 2023-03-03 to set FY23 - 24 Tax Rates and Fees.
This allows the Commissioner of the Revenue and the Treasurer to finalize the 2023 tax
bills and mail them to taxpayers so payment can be made by the June 10, 2023, deadline,
and posted in the system by year-end. Tax rates are the same as FY23 and the only
change that was needed pertained to the relief percentage for Personal Property. This
percentage changes each year to provide adequate relief to all eligible vehicles in the
County.
Motion to send Resolution # 2023-03-03 to the full Board for approval at the night's
Business Meeting.

MATTERS FROM COMMITTEE MEMBERS
Tucker thanked Van Der Hyde for her hard work on this Budget; especially with no tax increase.
Warren echoed comments to Van Der Hyde and Hunt for their diligent work on this Budget. He
also thanked the Finance Committee for being so helpful, as well as Tucker for his business
acumen and help during the budget process.
