VIRGINIA: The Pittsylvania County Board of Supervisors' ("Board") Work Session was
held on February 21, 2023, in the Board Meeting Room, 39 Bank Street, SE, Chatham, Virginia
24531.
CALL TO ORDER (4:00 PM)
Dalton called the Meeting to Order at 4:00 PM.

PRESENTATIONS
a. RiverStreet Broadband Project Update Presentation (30 minutes)
RiverStreet Networks’ Director of Business Development and Government Relations, Rob Taylor,
presented the Board a County Broadband Project update. He shared that 75% of the fiber design is
complete and property acquisition is 100% complete. Construction is currently underway in Sandy
Level and Renan, and they anticipate a possible Groundbreaking at the Java Volunteer Fire
Department towards the end of March or early April. His full presentation can be found on the
County's website at www.pittsylvaniacountyva.gov.
b. Virginia State Route 41 Traffic Study Update/Discussion (7 minutes); (J. Craddock
(VDOT)/B. Bowman)
Brenda Bowman spoke on behalf of businesses on the commercial corridor of Rt. 41 in the
Chatham-Blairs and Westover Districts of the County. She stated on January 21, 2023, a 66-year-
old woman died and a 17-year-old female was seriously injured due to an automobile accident in
front of the Tuscarora Shopping Center. That same afternoon, there were two (2) additional
accidents in the same area. In her efforts to gather information needed to request a traffic study
from VDOT, she learned that this corridor was already on their radar. She worked with Jay
Craddock (VDOT) and was able to advance the status of the study.
Craddock stated there is a "Project Pipeline" planning program that identifies solutions to
transportation needs in Virginia, and Bowman requested the Board fully understand the importance
of this study and support the efforts of this project in the next few years.
STAFF, COMMITTEE, AND/OR CONSTITUTIONAL OFFICER REPORTS
a. Town of Chatham/County Master Water and Sewer Agreement Revisions
Discussion (5 minutes)
Adcock stated that over the past several months, County Staff and Supervisor Warren (as
appointed by the Board as a representative) have been negotiating with Town of Chatham Staff
and Town Council Members to consolidate and update the various water and wastewater
agreements that have existed between the Town and the former Pittsylvania County Service
Authority since at least 1982. The consolidated and revised agreement will help to eliminate
service territory confusion and will simplify billing between the Town and County. The updated
agreement is on the night's Business Meeting Agenda for action.

BE IT RESOLVED that at the Pittsylvania County Board of Supervisors’ (“Board”) Work
Session on February 21, 2023, the Board hereby certifies by a recorded vote that to the best of each
Board Member’s knowledge only public business matters lawfully exempted from the Open
Meeting requirements of the Virginia Freedom of Information Act (“Act”) and identified in the
Motion authorizing the Closed Meeting were heard, discussed, or considered in the Closed Meeting.
If any Board Member believes that there was a departure from the requirements of the Act, he shall
so state prior to the vote indicating the substance of the departure. The Statement shall be recorded
in the Board's Minutes.
