Related information/documentaiton will be provided to the Board at the Work Session. 2 Litter Action May 16, 2023 3 Virginia Litter Facts •Nearly 3.5 million taxpayer dollars are spent each year to clean up litter on Virginia’s roadways •More than half of roadway litter comes from motorists and another 25% is from pedestrians •Significant roadway litter comes from vehicles with improperly covered loads •Nearly three-fourths of litter comes from people consciously choosing to litter on Virginia’s roads Source: virginiadot.org 4 Litter Clean-up in the Past •Trustees with Pittsylvania County Jail •VDOT contracted pickups •VDOT Adopt-A-Highway •Camp 23 5 Trustees with the Jail •Inmates with no conviction of violent crimes or domestic violence •Can only be used on public thoroughfares and municipal land –no private property •Typically used on the primary highways 6 VDOT Contracted Pickups •Cost for 2022 •January •$24,000 Primary Roads •$26,000 Secondary Roads •May •$18,000 Primary Roads •$78,000 Secondary RoadsTotal $146,000 •These contracted cleanups include the price of disposal of the bagged trash. •Currently all citizen and Board complaint roads are on these lists. 7 Adopt-A-Highway Sign erected with organization’s name Two yearly pickups –Spring and Fall Two-mile stretch of highway VDOT provides supplies and pick ups the bagged trash Each year, more than 23,000 Adopt-a-Highway volunteers collect more than 44,000 bags of waste along Virginia’s highways. Currently 27 roads are adopted in Pittsylvania County 8 Adopted Roads 9 Camp 23 •2 gangs a day from work farm in Halifax County •Cleaned up litter, vegetation, did beautification •Haven’t cleaned up litter since COVID •Approved Work Areas for Inmate Crews A. Rural portions of Interstate highways, including access ramps, except rest areas open to the public, and within 50 yards of commercial facilities (such as, gas stations, motels, stores) and/or homes at interchanges. B. Along rural portions of primary and secondary highways and roads except in villages, subdivisions or within 50 yards of any built-up area(s) (for example, crossroads or intersections with gas stations, convenience stores, homes). C. For the Board's review, related documentation is attached. 14 Route 29 Restricted Crossing U-turn at Route 703 (Tight Squeeze Rd./ Fairview Rd.) Pittsylvania County Intersection Improvement Project Tuesday, May 23, 2023, 4 – 6 p.m. Chatham High School 100 Chatham Cavalier Circle Chatham, VA 24531 Find out about the proposed improvement for the intersection of Route 29 and Route 701 (Tight Squeeze Rd./Fairview Rd.) that starts 0.186 mile south of Route 703 (Tight Squeeze Rd./Fairview Rd.) and extends to 0.169 mile north of Route 703 (Tight Squeeze Rd./Fairview Rd.) in Pittsylvania County. The project website is found at: https://www.virginiadot.org/projects/lynchburg/route-29-tight-squeeze.asp The purpose of this project is to improve safety at this intersection by reducing conflict points. The Restricted Crossing U-turn (RCUT) design redirects left and through movements on Tight Squeeze Rd./Fairview Rd. to turn right onto Route 29, then make a U-turn to cross the median at one of two new crossover intersections that are located on either side of the main intersection. The two new U-turns will be signalized and will be coordinated with the signal at the main intersection. Review the proposed project plans and the National Environmental Policy Act documentation in the form of a Programmatic Categorical Exclusion at the public hearing or at VDOT’s Lynchburg District Office located at 4219 Campbell Avenue in Lynchburg. Please call ahead to ensure the availability of personnel to answer your questions. VDOT strives to ensure that all members of the community have the opportunity to participate in public decisions on transportation projects and programs affecting them. Construction will not require the displacement of any families, businesses or non-profit organizations. After this meeting, information regarding right of way may be obtained from the right of way contact listed on the back of this brochure. The NEPA document includes information from various technical reviews including those related to natural resources, water quality, cultural resources, threatened and endangered species, air quality, noise, etc. The project will continue to be coordinated with the appropriate federal, state, and local agencies as part of environmental review and approval processes required throughout project development and construction. All required environmental clearances will be obtained prior to commencement of construction. Strict compliance with all environmental conditions and commitments resulting from regulatory approvals, and implementation of VDOT’s specifications and standard best management practices will protect the environment during construction. The NEPA document and the results of other environmental studies are available at today’s meeting. Representatives from VDOT’s Environmental Section are available to discuss this information and to answer questions. Bids – Fall 2025 • Construction Begins – Spring 2026 • Construction Completed – Fall 2027 The purpose of this project is to improve safety at this intersection by reducing conflict points. The Restricted Crossing U-turn (RCUT) design redirects left and through movements on Tight Squeeze Rd./Fairview Rd. to turn right onto Route 29, then make a U-turn to cross the median at one of two new crossover intersections that are located on either side of the main intersection. The two new U-turns will be signalized and will be coordinated with the signal at the main intersection. In addition to the RCUT design, the project proposes to convert the existing full crossover located at Valero and American National Bank and Trust Company to a southbound directional median opening which will restrict left turn and through access from both Valero and American National Bank and Trust Company. The existing and adjacent intersections along Route 29 are prone to operational issues and congestion during peak demand periods. The purpose is to reduce conflict points by eliminating median crossovers to address safety and congestion on a Virginia Corridor of Significance. Temporary lane closures and traffic shifts may be necessary during construction. Access to all properties and businesses will be maintained during construction. The design of this project is in compliance with the Stormwater Management Act, stormwater regulations and the annual stormwater management standards and specifications approved by the Virginia Department of Conservation and Recreation. Potential impacts to the flood plains will be evaluated and addressed on this project. The construction of this project will conform to the nationwide best management practices, VDOT specifications and special provisions, and the Virginia Department of Soil and Water conservation regulations. Also, during construction, every reasonable effort will be made to protect the environment with respect to dust and erosion control. Total Cost: $10.3 Million • Preliminary Engineering: $1.16 Million • Right of Way and Utilities: $2.26 Million • Construction: $6.85 Million These costs are subject to change because development of the project is in its early design stages.
