October 1, 2019
MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, October 1, 2019, in the
General District Courtroom, Chatham, Virginia. Mr. Motley, Chairman, called the meeting to order at
approximately 7:00 p.m. Mr. Motley called the roll.

No citizens came forward to speak.
APPROVAL OF THE AGENDA
A motion was made by Mr. Horne, seconded by Mr. Haymore, and by a unanimous vote, the agenda was
approved as presented.
APPROVAL OF THE MINUTES
A motion was made by Mr. Dudley, seconded by Mr. Stowe, and by a unanimous vote, the September 3,
2019, minutes were approved as presented.

CHAIRMAN’S REPORT
Mr. Motley welcomed Mrs. Mease to the meeting and expressed his wishes for a speedy recovery following
her recent accident. He then welcomed Board of Supervisors members Mr. Robert Warren, Dr. Charles
Miller, Jr., former Board of Supervisors member Mr. Claude Whitehead, Mr. Vincent Shorter, County
Treasurer, Mr. J. Vaden Hunt, County Attorney, and Mr. Greg Sides, Assistant County Administrator, to the
meeting.
THE ZONING PRECEPTS WERE READ by Mr. Motley TO OPEN THE PUBLIC HEARING at
approximately 7:04 p.m.
Case R-19-028, Victoria M. Truitt Living Trust, Victoria M. Truitt, Trustee – Mr. Motley opened the
public hearing at 7:04 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that
Victoria Truitt had petitioned to rezone 0.861 of an acre, located on Mount Cross Road, in the Tunstall
Election District from RC-1, Residential Combined Subdivision District to A-1, Agricultural District, to
combine with the adjacent farm. She then stated once the property is rezoned to A-1, all uses listed under
Section 35-178 are permitted. Mr. Aubrey Pritchett was present to represent the petition. He stated he had
nothing to add. There was no opposition to the petition. Mr. Motley closed the public hearing at 7:06 p.m.
A motion was made by Mr. Stowe, seconded by Mr. Haymore, to recommend the Board of Supervisors grant
the rezoning request. Motion passed unanimously.
Case R-19-029, Robin R. Taylor – Mr. Motley opened the public hearing at 7:07 p.m. Mrs. Hayes, Deputy
Director of Community Development, reported that Robin Taylor had petitioned to rezone 21.41 acres,
located on Smith Mountain Road, in the Callands-Gretna Election District from R-1, Residential Suburban
Subdivision District to A-1, Agricultural District for a single-wide mobile home, a cabin, and for agricultural
purposes. Ms. Robin Taylor was present to represent the petition. She stated she had nothing to add. There
was no opposition to the petition. Mr. Motley closed the public hearing at 7:08 p.m. During the discussion,
it was stated the property is adjacent to A-1, Agricultural District, zoned properties. A motion was made by
Mrs. Mease, seconded by Mr. Dudley, to recommend the Board of Supervisors grant the rezoning request.
Motion passed unanimously.
Case R-19-030, Colleen M. Altice – Mr. Motley opened the public hearing at 7:09 p.m. Mrs. Hayes,
Deputy Director of Community Development, reported that Colleen Altice had petitioned to rezone 1.65
acres, located on Franklin Turnpike, in the Chatham-Blairs Election District from R-1, Residential Suburban
Subdivision District to B-2, Business District, General, for future commercial development. Ms. Colleen
Altice was present to represent the petition. She stated she had nothing to add. Brenda McCormick spoke in
opposition to the petition. Her concerns included, but were not limited to, the following: runoff from a
creek located on the property; traffic on Adams Drive (not state maintained or graveled), etc. Ms. Altice
offered a rebuttal and stated she has owned this property for 44 years and does not have a purchaser yet. Mr.
Motley closed the public hearing at 7:15 p.m. A motion was made by Mr. Stowe, seconded by Mr. Haymore,
to recommend the Board of Supervisors grant the rezoning request. Motion passed unanimously.

Case R-19-031, Craig C. Worsham & Kristin M. Campbell-Worsham – Mr. Motley opened the public
hearing at 7:18 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Craig and
Kristin Worsham had petitioned to rezone 5.00 acres, located on Kendall Court in the Chatham-Blairs
Election District from R-1, Residential Suburban Subdivision District, to A-1, Agricultural District, for
agricultural uses - horses. She also stated once the property is rezoned to A-1, all uses listed under Section
35-178 are permitted. She then stated a proffer was submitted, and a copy of the proffer was presented to
the Board members for their review. The Worshams were present to represent the petition. Mrs. Worsham
stated the property has no road frontage, it is located off the public road, and the area is a mix of zoning
designations. She then stated the 1,300 square foot barn/house will be used for her daughter’s Friesian Sport
horses. William Davidson, Claire Worsham, Brenda Campbell, and Jeff Conner spoke in support of the
petition. Vincent Shorter, Hugh Mitchell, James Little, and Shani Shorter spoke in opposition to the petition.
Their concerns included, but were not limited to, the following: The property is fully compliant as it is
currently zoned; concerns regarding property values; one individual should not be allowed to change a
residential neighborhood, etc. Mrs. Worsham offered a rebuttal and stated she searched the deed and found
no deed restrictions. She then stated the parcel of land adjacent to the petitioned parcel will be used to allow
power to be connected to the building. A letter from Mr. and Mrs. Worsham, which included signatures of
citizens in support of the petition, was then presented to the Board members for their review. Mr. Motley
closed the public hearing at 8:13 p.m. A motion was made by Mr. Stowe, seconded by Dr. Miller, to
recommend the Board of Supervisors grant the rezoning request with proffer submitted as follows: (1) No
manufactured housing; and (2) No intensive livestock (includes swine), dairy, or poultry as defined in the
Zoning Ordinance Section 35-189.2. Motion passed unanimously.
This concludes the Rezoning cases.
Case S-19-012, Walter Raymond Yarboro – Mr. Motley opened the public hearing at 8:21 p.m. Mrs. Hayes,
Deputy Director of Community Development, reported that Walter Raymond Yarboro had petitioned for a
Special Use Permit on 0.54 of an acre, located on Gap Road in the Callands-Gretna Election District to allow
for placement of a single-wide mobile home for his son’s personal residence. Mr. Garr Yarboro was present to
represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Motley
closed the public hearing at 8:22 p.m. A motion was made by Mrs. Mease, seconded by Mr. Horne, to
recommend to the Board of Zoning Appeals that the Special Use Permit request be granted. Motion passed
unanimously.
This concludes the Special Use Permit case.
OLD BUSINESS
Irish Road Solar – Mrs. Hayes presented a Site Development Plan for the Irish Road Solar project to the
Board members for their review and stated trees four to six feet in height would be planted at installation
of the facility. A motion was made by Mr. Haymore, seconded by Mr. Dudley, to accept the plan as presented.
Motion passed unanimously.
