PC Minutes 11 01 2022November 1, 2022 Regular Meeting Pittsylvania County Planning Commission Regular Meeting November 1, 2022 VIRGINIA: The Regular Meeting of the Pittsylvania County Planning Commission was held on November 1, 2022, in the Board Meeting Room, 39 Bank Street, SE, Chatham, Virginia. PUBLIC HEARING 1. Public Hearing: Case R-22-033 Roger and Lisa Pleasant; Rezoning from R-1, Residential Suburban Subdivision District, to A-1, Agricultural District (Oakes) Mr. Harker opened the public hearing at 7:04 p.m. Mrs. Ragsdale, Director of Community Development, reported that Roger and Lisa Pleasant had petitioned to rezone 1.69 acres, located on State Road 853/Inman Road, in the Tunstall Election District from R-1, Residential Suburban Subdivision District, to A-1, Agricultural District, to allow the property to be consolidated with an adjacent parcel zoned A-1. Roger Pleasant represented the petition. There was no opposition to the petition. Mr. Harker closed the public hearing at 7:05 p.m. A motion was made by Mr. Oakes, seconded by Mrs. Mease, to recommend the Board of Supervisors grant the rezoning request. Motion passed by a six (6) to zero (0) vote. Public Hearing: Case R-22-034 John and Rosemary Martin; Rezoning from M-1, Industrial District, Light Industry, to R-1, Residential Suburban Subdivision District (Horne) Mr. Harker opened the public hearing at 7:06 p.m. Mrs. Ragsdale, Director of Community Development, reported that John and Rosemary Martin had petitioned to rezone 0.339 acres, located on Cane Creek Parkway and Barker Road, in the Dan River Election District from M-1, Industrial District, Light Industry, to R-1, Residential Suburban Subdivision District, to allow the property to be consolidated with an adjacent parcel zoned R-1. Mrs. Ragsdale represented the petition. There was no opposition to the petition. Mr. Harker closed the public hearing at 7:07 p.m. A motion was made by Mr. Horne, seconded by Mr. Waters, to recommend the Board of Supervisors grant the rezoning request. Public Hearing: Case R-22-035 Christy Hicks; Rezoning from R-1, Residential Suburban Subdivision District, to A-1, Agricultural District (Haymore) Mr. Harker opened the public hearing at 7:08 p.m. Mrs. Ragsdale, Director of Community Development, reported that Christy Hicks had petitioned to for a Special use Permit to allow for a summer camp, on 7.56 acres, located on State Road 724/Mill Creek Road, in the Westover Election District. Christy Hicks represented the petition. There was no opposition to the petition. Mr. Harker closed the public hearing at 7:13 p.m. Mrs. Mease asked if this would be open to the public, Ms. Hicks stated that she wants it to be community based and partner with some local organizations. A motion was made by Mrs. Mease, seconded by Mr. Horne, to recommend the Board of Zoning Appeals grant the Special Use Permit. Motion passed by a six (6) to zero (0) vote. Public Hearing: Case S-22-025 Larry and Cheryl Estes; Special Use Permit for a Campground Mr. Harker opened the public hearing at 7:14 p.m. Mrs. Ragsdale, Director of Community Development, reported that William and Cheryl Estes had petitioned to for a Special Use Permit to allow for a campground, on 11.79 acres, located on State Road 875/Horseshoe Road, in the Westover Election District. William Estes represented the petition. He stated the campground consists of seven (7) sites, with parking for two (2) vehicles on each site. He also said there is an emergency exit if needed. He does not allow dry camping or tent camping and does not plan on offering either in the future. He stated that most site are occupied Monday - Thursday and sometimes the campground will be vacant for 3-4 months. Robin Weddle spoke in opposition to the petition; she is against the campground in this location stated that Mr. Estes owns other land that the campground could operate on. She said there are loud vehicles in and out of the campground and children are driving golf carts on the road. She also fears this will depreciate their property values. Mr. Waters asked Mr. Estes if he was familiar with the conditions for approval and he stated that he was. Mrs. Ragsdale stated that the temporary permit expired, and the Virginia Department of Health notified Community Development regarding the violation. Mr. Estes stated there are no golf carts at the campground, so they must belong to residents of the neighborhood. He also stated that he is trying to help construction workers with a place to stay with the ongoing construction in the area. Mrs. Mease asked if there were rules posted at the campground. Mr. Estes said there had not been a need for that since the occupants are normally in their campers by 8 pm. Mr. Oakes said that the property is well maintained as the grass was mowed, there was no trash, and the property was very clean. Mrs. Mease asked about the Virginia Department of Health regulating campgrounds to keep in compliance with permits. Mrs. Ragsdale states that the Virginia Department of Health does regulate the number of sites, bath houses and that water samples are required. Mr. Harker closed the public hearing at 7:36 p.m. A motion was made by Mrs. Mease, seconded by Mr. Oakes, to recommend the Board of Zoning Appeals grant the Special Use Permit with conditions recommended by staff. 1. Any future expansion will require Site Plan approval by the Pittsylvania County Community Development Office to ensure compliance with all applicable Zoning regulations. 2. Must remain in compliance with all applicable Virginia Department of Health regulations. Motion passed by a five (5) to one (1) vote. The meeting will be approximately one and a half hours long. NEW BUSINESS Mrs. Ragsdale stated there will be two (2) rezoning cases and two (2) Special Use Permits for the month of December.
