REGULAR MEETING

MINUTES
VIRGINIA: The Pittsylvania County Board of Zoning Appeals met on Tuesday, August 11, 2020, at
the Community Center, Chatham, Virginia. Mr. Talbott, Chairman, called the meeting to order at
approximately 7:00 p.m. Mrs. Ragsdale called the roll.

APPROVAL OF THE AGENDA
Upon motion of Mr. Merricks, seconded by Mr. Yeaman, and by a unanimous vote, the agenda was approved
as presented.
APPROVAL OF THE MINUTES
Upon motion of Mr. Easley, seconded by Mrs. Glass, and by a unanimous vote, the July 14, 2020, minutes were
approved as presented.
OLD BUSINESS
There was no old business.
NEW BUSINESS
Mrs. Ragsdale reported there are two (2) cases for September, Special Use Permits for two (2) utility
scale solar energy facilities, Berry Hill Solar, LLC, and Shockoe Solar, LLC.

CHAIRMAN’S REPORT
There was no Chairman’s Report.
THE ZONING PRECEPTS WERE READ by Mr. Talbott TO OPEN THE PUBLIC HEARING at
approximately 7:02 p.m.
Case S-20-010, Luffman Pyrtle Real Estate, LLC – Mr. Talbott opened the public hearing at 7: 02 p.m.
Mrs. Ragsdale, Director of Community Development, reported that Luffman Pyrtle Real Estate, LLC, had
petitioned for a Special Use Permit on a total of 1.47 acres, located on Franklin Turnpike, in the Westover
Election District for a kennel for boarding dogs. She then stated the Planning Commission recommended
by a 7 to 0 vote, with opposition, that the petitioner’s request be denied. She further stated the staff summary
was in the board packet for their review. Mrs. Ragsdale then stated she had received an email from Lisa
Pyrtle requesting to withdraw the application and to bring it before the Board at a later date. She also stated
the main objection to the petition was the excessive noise coming from the existing facility, and the Planning
Commission was concerned should the petition be granted, the noise would be increased greatly. The Board
discussed the petition as the Committee of the Whole. Upon motion of Mr. Yeaman, seconded by Mrs.
Deering, the following motion was adopted: Allow the applicant to withdraw without penalty and be allowed
to reapply within a twelve (12) month period after paying the appropriate fees and reinitiate the entire process.
Motion passed unanimously.
This concludes the Special Use Permit case.
The meeting was adjourned at approximately 7:10 p.m.
