MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, March 2, 2010, in the General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting
to order at approximately 7:00 p.m. Mr. Stowe gave the invocation. Mr. Stowe called the roll.

APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Ms. Mease, and by a unanimous vote the February 2, 2010, minutes were approved as presented.
CHAIRMAN’S REPORT
There was no Chairman’s Report.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately 7:01 p.m.
Case 1, Donald Grogan, R-10-006. Mr. Stowe opened the public hearing at 7:03 p.m. Mr. Shelton, Director of Code Compliance, reported that Donald Grogan had petitioned to rezone 10.91
acres, located off State Road 972/Cundiff Lane, in the Chatham-Blairs Election District from RC-1, Residential Combined Subdivision District to A-1, Agricultural District (for future
subdivision of property). Donald Grogan was present to represent the petition. He stated he had nothing to add. Mr. Grogan confirmed the location of the petitioned parcel. There
was no opposition to the petition. Mr. Stowe closed the public hearing at 7:05 p.m. During the discussion it was stated this parcel was surrounded by A-1, Agricultural District property.
A motion was made by Mr. Motley, seconded by Mr. Weatherford, to recommend the Board of Supervisors rezone this property from RC-1, Residential Combined Subdivision District to A-1,
Agricultural District.

Case 2, Curtis Arthur, R-10-007. Mr. Stowe opened the public hearing at 7:06 p.m. Mr. Shelton, Director of Code Compliance, reported that Curtis Arthur had petitioned to rezone a total
of 7.90 acres, two parcels, located on/off State Road 642/Shula Drive (on Curtis Lane), in the Staunton River Election District from R-1, Residential Suburban Subdivision District to
A-1, Agricultural District (for agricultural use - cattle). Mr. Shelton stated he would answer any questions. There was no opposition to the petition. Mr. Stowe closed the public
hearing at 7:09 p.m. During the discussion it was stated this rezoning was consistent with the area and a parcel adjacent to this parcel has been rezoned to A-1, Agricultural District
in 2004. A motion was made by Mr. Motley, seconded by Ms. Mease, that the Board of Supervisors rezone this property from R-1, Residential Suburban Subdivision District to A-1, Agricultural
District. Motion passed by a 7 to 1 vote. Mr. Arthur abstained from the vote.
Case 3, Aaron Haga, R-10-008. Mr. Stowe opened the public hearing at 7:08 p.m. Mr. Shelton, Director of Code Compliance, reported that Aaron Haga had petitioned to rezone 1.56 acres,
located on/off State Road 668/Grit Road (on Thrush Road), in the Staunton River Election District from R-1, Residential Suburban Subdivision District to A-1, Agricultural District (for
subdivision of the property). Aaron Haga was present to represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public
hearing at 7:09 p.m. A motion was made by Mr. Arthur, seconded by Mr. Welborn, that the Board of Supervisors rezone this property from R-1, Residential Suburban Subdivision District
to A-1, Agricultural District. Motion passed unanimous.
Case 4, Donnie Dalton, R-10-009. Mr. Stowe opened the public hearing at 7:10 p.m. Mr. Shelton, Director of Code Compliance, reported that Donnie Dalton had petitioned to rezone 17.17
acres, located on State Road 763/Weatherford Drive, in the Staunton River Election District from RE, Residential Estates District to A-1, Agricultural District (for future agricultural
use - cattle). Donnie Dalton was not present to represent the petition. Mr. Shelton stated he would answer any questions. There was no opposition to the petition. Mr. Stowe closed
the public hearing at 7:11 p.m. During the discussion it was stated this is a very rural area. A motion was made by Mr. Arthur, seconded by Mr. Welborn, that the Board of Supervisors
rezone this property from RE, Residential Estates District to A-1, Agricultural District. Motion passed unanimous.
This concludes the Rezoning Cases.
Case S-1, Pat Allbeck, S-10-003. – Mr. Stowe opened the public hearing at 7:12 p.m. Mr. Shelton, Director of Code Compliance, reported that Pat Allbeck had petitioned for a Special
Use Permit on 10,000 square feet, 0.23 of an acre, part of 8.83 acres, located off State Road 998/Albeck Drive, in the Staunton River Election District (for construction of a cellular
communication tower). Richard Rosenfeld with A & T was present to represent the petition. He stated his company had researched other structures in the area but were not able to find
one that suited their needs. There was no opposition to the petition. Mr. Stowe closed the public hearing at approximately 7:13 p.m. A motion was made by Mr. Arthur, seconded by
Dr. Miller, that the Board of Zoning Appeals grant this Special Use request. Motion passed unanimous.
Case S-2, Randolph Chandler, S-10-004. – Mr. Stowe opened the public hearing at 7:14 p.m. Mr. Shelton, Director of Code Compliance, reported that Randolph Chandler had petitioned for
a Special Use Permit on 10,000 square feet, 0.23 of an acre, part of 44.57 acres, located off State Road 924/Pocket Road, in the Staunton River Election District (for construction of
a cellular communication tower). Richard Rosenfeld with A & T was present to represent the petition. He stated his company had researched other structures in the area but were not
able to find one that suited their needs. There was no opposition to the petition. Mr. Stowe closed the public hearing at approximately 7:17 p.m. A motion was made by Mr. Arthur,
seconded by Mr. Ingram, that the Board of Zoning Appeals grant this Special Use request. Motion passed unanimous.

Public Hearing – 2010 Pittsylvania County Comprehensive Plan
Mr. Stowe opened the public hearing at approximately 7:18 p.m. Mr. Shelton explained the public hearing had been properly advertise. Mr. Sides stated there would be some minor revisions
to the plan prior to it being submitted to the Board of Supervisors. He stated that he had received some information from Emergency Management and Virginia Department of Transportation
to be included in the plan. Mr. Sides further stated the Comprehensive Plan had been on line at the County site and he had not received any comments.
Larry Aaron came forward and made some comments regarding on the Pittsylvania County Resource portion of the plan. He also stated he thought the goals were admirable.
Mr. Stowe closed the public hearing at approximately 7:26 p.m.
Several members of the Board made comments regarding the plan and stated they felt this was a very good plan.
A motion was made by Mr. Arthur, seconded by Mr. Weatherfor, that the plan be recommended for approval, with Mr. Side’s comments, by the Board of Supervisors. Motion passed unanimous.
