VIRGINIA: The Pittsylvania County Board of Supervisors’ (“Board”) Work Session
was held on November 16, 2021 in the Elections and Training Center, 18 Depot Street, Chatham,
Virginia.
CALL TO ORDER (4:30 PM)
Warren called the Meeting to Order at 4:30 PM.

a. Redistricting Plans Presentation (Staff Contact: Dave F. Arnold/ARC Bridge
Consulting Services); (30 minutes)
Arnold and ARC Bridge Consulting Services representatives presented the Board the three (3)
potential Redistricting Plans, which can be found on the County’s website at
www.pittsylvaniacountyva.gov .
b. Water and Sewer Extension Policy Review (Staff Contact: Chris Adcock/Freese &
Nichols); (25 minutes)
Adcock and representatives from Freese & Nichols, the County’s
water and sewer long range planning consultants, reviewed with the Board the proposed
County’s Water and Sewer Extension Policy, which can be found on the County’s website at
www.pittsylvaniacountyva.gov. The Board requested County Staff to review prior conversations
and come back in December with a draft policy and bring a Resolution for the financial piece.
c. Committee Recommendations (Finance); (Staff Contact: Kimberly G. Van Der Hyde);
(5 minutes)
Van Der Hyde reviewed with the Board the Finance Committee’s recent recommendations to the
full Board for approval at tonight’s Business Meeting that include approval of the FY 2023
Budget Calendar, the approval of the use of contingency funds in the amount of $23,970.79 to
cover parcel updates, and the award of bid to Mid-Atlantic Waste Systems to purchase Solid
Waste equipment for new convenience centers in a total amount of $461,763.

• Finance Committee Recommendations as item 13(a); and
• Add Personnel Closed Session to Agenda;

BE IT RESOLVED that at the Meeting of the Pittsylvania County Board of Supervisors
(the “Board”) on November 16, 2021, the Board hereby certifies by a recorded vote that to the
best of each Board Member’s knowledge only public business matters lawfully exempted from
the Open Meeting requirements of the Virginia Freedom of Information Act (the “Act”) and
identified in the Motion authorizing the Closed Meeting were heard, discussed, or considered in
the Closed Meeting. If any Board Member believes that there was a departure from the
requirements of the Act, he shall so state prior to the vote indicating the substance of the
departure. The Statement shall be recorded in the Board's Minutes.
