VIRGINIA: The Pittsylvania County Board of Supervisors’ (“Board”) Work Session was
held on October 19, 2021, in the Main Conference Room of the County Administration Building,
located at 1 Center Street, Chatham, Virginia.

Warren called the Meeting to Order at 4:30 PM.

Corrie Bobe, Danville DMO Member, provided the Board a County tourism update. This

b. County Historical Society Update (Staff Contact: David M. Smitherman); (Presenter:
Bill Guerrant); (10 minutes)
Pittsylvania Historical Society President, Bill Guerrant, presented the Board a County Historical
Society update. The presentation can be found on the County’s website at
www.pittsylvaniacountyva.gov.
c. County Agritourism Update (Staff Contact: David M. Smitherman); (Presenter: John
Harris, ODAC); (10 minutes)
John Harris, Executive Director, Olde Dominion Agricultural Foundation, updated the Board on
County agritourism and other related matters. The presentation can be found on the County’s
website at www.pittsylvaniacountyva.gov.
STAFF, COMMITTEE, AND/OR CONSTITUTIONAL OFFICER REPORTS
a. CSA End of Year Report (Staff Contact: Cheryl J. Boswell); (10 minutes)
Boswell, CSA Coordinator, presented the CSA End of Year Report. She stated over the last three
(3) fiscal years, a total of $1,865,960.10 has been saved. For Fiscal Year 2021, there has been an
increase in expenditures of $464,504.83, but this is mainly due to the increase in foster care
numbers due to COVID. The presentation can be found on the County’s website at

b. 2021 Employee Satisfaction Survey Results (Staff Contact: Dave F. Arnold); (10
minutes)
Arnold, Assistant County Administrator, presented the 2021 Employee Satisfaction Survey results
to the Board. The Survey was designed using SurveyMonkey, which is an online survey
development cloud-based software service company. The Employee Satisfaction Survey was sent
to all County employees and all Constitutional Office employees. Since 2018, there has been a
constant uptick of employee satisfaction at work. The Survey results can be found on the County’s
website at www.pittsylvaniacountyva.gov.
BUSINESS MEETING DISCUSSION ITEMS
a. Committee Recommendations (Finance and Legislative); (Staff Contacts: Kimberly G.
Van Der Hyde and J. Vaden Hunt, Esq.); (5 minutes)
Van Der Hyde briefed the Board on the following recommendations from the Finance Committee:
· approval of engineering agreement for Rage Plastics Pump Station
· recommendation to pay PDE unpaid expenses from the bond on file
· authorization to Execute On Call Engineering Agreements
· Horseshoe Road Waterline Extension Engineering Proposal Approval
· FEMA Mitigation Grant Application Approval
Hunt briefed the Board on the following recommendations from the Legislative Committee:

· Authorization to advertise for a Public Hearing in November regarding solar revisions

CLOSED MEETING CERTIFICATION
BE IT RESOLVED that at the Pittsylvania County Board of Supervisors’ Meeting
(“Board”) on October 19, 2021, the Board hereby certifies by a recorded vote that to the best of
each Board Member’s knowledge only public business matters lawfully exempted from the Open
Meeting requirements of the Virginia Freedom of Information Act (“Act”) and identified in the
Motion authorizing the Closed Meeting were heard, discussed, or considered in the Closed
Meeting. If any Board Member believes that there was a departure from the requirements of the
Act, he shall so state prior to the vote indicating the substance of the departure. The Statement
shall be recorded in the Board's Minutes.
