04-21-2020 Work Session Minutes - FINALBoard of Supervisors April 21, 2020 Work Session Pittsylvania County Board of Supervisors Work Session April 21, 2020 VIRGINIA: The Work Session of the Pittsylvania County Board of Supervisors was held on April 21, 2020, in the Gallery Room of the Chatham Community Center, 115 South Main Street, Chatham, Virginia 24503. Reassessment Presentations (Staff Contact: David M. Smitherman); (50 minutes) Mr. Cole, of Brightminds, LLC, gave a Reassessment Presentation to the Board. Mr. Scearce asked when they are out, if they notify the property owner. Mr. Cole said they would run it in the newspaper and be in contact with the County Administrator. Mr. Farmer asked about the UAV's, and how they would handle citizens being upset that they are over their properties on the drones. Mr. Cole said they would handle it the same way as they would if they were on the ground. Don Thomas, Wingate and Associates, LTD, was also present to give a Reassessment Presentation. Mr. Thomas stated they would be willing to negotiate their price and even waive the photography fee. b. Potential Tax Anticipation Note Resolution Discussion (Staff Contact: Kimberly G. Van Der Hyde); (10 minutes) Board of Supervisors April 21, 2020 Work Session Mrs. Van Der Hyde stated she is closely monitoring revenues and expenditures and what will need to be done as a result of the COVI-19 Pandemic. She has talked with financial advisors and they proposed working with First Citizens Bank to see if they are open to working with a line of credit. STAFF, COMMITTEE, AND/OR CONSTITUTIONAL OFFICER REPORTS Mr. Smitherman stated there will be a Finance Committee Meeting possibly the second week of May. BUSINESS MEETING DISCUSSION ITEMS CLOSED SESSION a. Discussion of the award of a public contract involving the expenditure of public funds, including interviews of bidders or offerors, and discussion of the terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body. Discussion, consideration, or interviews of prospective candidates for employment; assignment, appointment, promotion, performance, demotion, salaries, disciplining, or resignation of specific public officers, appointees, or employees of any public body. Closed Session Certification (Staff Contact: J. Vaden Hunt, Esq.) The Board returned to Open Session at 6:55 PM and the following Certification was recorded: PITTSYLVANIA COUNTY BOARD OF SUPERVISORS CLOSED MEETING CERTIFICATION BE IT RESOLVED that at the Meeting of the Pittsylvania County Board of Supervisors (the “Board”) on April 21, 2020, the Board hereby certifies by a recorded vote that to the best of each Board Member’s knowledge only public business matters lawfully exempted from the Open Meeting requirements of the Virginia Freedom of Information Act (the “Act”) and identified in the Motion authorizing the Closed Meeting were heard, discussed, or considered in the Closed Meeting. If any Board Member believes that there was a departure from the requirements of the Act, he shall so state prior to the vote indicating the substance of the departure.
