VIRGINIA: The Business Meeting of the Pittsylvania County Board of Supervisors was
held on September 17, 2019, in the Pittsylvania County General District Courtroom, Edwin R.
Shields Courthouse Addition, Chatham, Virginia 24531. Chairman, Dan River District, Joe B.
Davis, called the Meeting to Order at 7:00 PM. The following Members were present:

HEARING OF THE CITIZENS
Tommy Motley, Callands-Gretna District, addressed the Board on how to raise money in the
future. He would like for the Board to look at all options for revenue and keep the agriculture
community in mind. Will Pace, Chatham-Blairs District, stated his concerns about the campaign
signs in the right-of-way. Everlena Ross, Chatham-Blairs District, was present to invite the
Board to the PCCA Annual Celebration. Bob Harris, Callands-Gretna District, voiced his
concerns regarding the upcoming Public Hearing and requested the Board to keep the agriculture
community in mind when looking at taxes and such.

Mr. Davis opened the Public Hearing at 7:47 PM. Mr. Eric Plyler was present to represent the

Motion to rezone 34.398 acres from A-1, Agricultural District, to RPD, Residential Planned Unit
Development District (to make the property consistent with the adjacent parcels zoned RPD for
future development).

Business Meeting
Christopher C. Slemp, Public Safety Director, in conjunction with an Ad Hoc Committee, has
worked on a Fire and Rescue Ordinance for approximately eighteen (18) months. Walter Bailey,
Moderator, was also present and stated he led the study team four (4) years ago in the County.
He traveled to the County seventeen (17) times throughout this process for various meetings. He
presented a draft document to the Fire and Rescue Association in February for review and
suggestions. There were no additional comments received and they continued to work through
the Spring to develop the final copy.
Motion to approve the Fire and Rescue Ordinance as presented.

2. Public Hearing: Revisions to Pittsylvania County Code § 2-22, Running at Large
Restrictions in Designated Areas (Staff Contact: J. Vaden Hunt, Esq.)
Mr. Davis opened the Public Hearing at 8:09 PM. On August 14, 2019, the Legislative
Committee unanimously recommended to the full Board revisions to Pittsylvania County Code §
2-22(b), Running at Large Restrictions in Designated Areas. At the August 20, 2019, Business
Meeting, the Board unanimously authorized County Staff to advertise the same for a Public
Hearing for potential adoption at this Meeting. Aubrey Myers signed up to speak and stated that
he would rather see the Running at Large Restrictions be County-wide instead of just in
designated areas. Mr. Davis closed the Public Hearing at 8:14 PM.
Motion to approve the revisions to Pittsylvania County Code § 2-22(b) as presented.

Mr. Hunt stated in the earlier Work Session, County Staff presented proposed revisions to
Pittsylvania County Code ("PCC") § 6-3.1, Local County Tax Exemption, for consideration and
potential adoption. Said revisions are supported by recent changes to Virginia Code § 58.1- 3505
made by the General Assembly effective July 1, 2019.
Motion to authorize County Staff to advertise the proposed revisions to PCC § 6-3.1, Local
County Tax Exemption, for a Public Hearing for potential action at the October Business
Meeting.

BOARD MEMBER REPORTS
Mr. Farmer expressed his admiration for Ms. Boles and her initiative, and he thanked Mr. and
Mrs. Angier for always coming out and being involved in the community. Dr. Miller encouraged
everyone to communicate to friends and citizens to be registered to vote so they can participate
in the elections. Mr. Warren attended the State of the Region and complimented Mr.
Smitherman and Mr. Davis for representing the County at the Meeting. Mr. Davis thanked
County Staff for their hard work.
COUNTY ADMINISTRATOR REPORTS
Mr. Smitherman expressed his appreciation to Mr. Scearce, Mr. Slemp, and Mr. Bailey, as well
as the Fire and Rescue leaders, in their efforts to develop the Fire and Rescue Ordinance. He
also expressed his appreciation to the Pet Center Staff and reminded the Board of the All
Employee Meeting on Friday.
