VIRGINIA: The Regular Meeting of the Pittsylvania County Planning Commission was held on
August 3, 2021 in the Board Meeting Room, 39 Bank Street, SE, Chatham, Virginia. Chairman -
Westover District H.F. Haymore, called the meeting to order at 7:00 PM. The following members
were present:

A motion was made by Mr. Stowe, seconded by Mrs. Mease, and by an eight (8) to zero (0) vote,
the agenda was approved as presented.

PUBLIC HEARING
1. Public Hearing: Case R-21-022 Timothy Duffer; Rezoning from B-2, Business District,
General, to RC-1, Residential Combined Subdivision District (Waters)
Mr. Haymore opened the public hearing at 7:02 p.m. Mrs. Ragsdale, Director of Community
Development, reported that Timothy Duffer, has petitioned to rezone 10.36 acres, generally
located off State Road 694/David Giles Lane, in the Chatham-Blairs Election District from B-2,
Business District, to RC-1, Residential Combined Subdivision District, to construct a single-family
dwelling. Timothy Duffer was present to represent the petition. There was no opposition to the
petition. Mr. Haymore closed the public hearing at 7:0 3 p.m. A motion was made by Mr. Waters,
seconded by Mr. Dudley to recommend the Board of Supervisors grant the rezoning request.
Motion passed by an eight (8) to zero (0) vote.

2. Public Hearing: Case R-21-024 Samuel and Carolyn Munford; Rezoning from A-1,
Agricultural District, to R-1, Residential Suburban Subdivision District (Stowe)
Mr. Haymore opened the public hearing at 7:04 p.m. Mrs. Ragsdale, Director of Community
Development, reported that Samuel and Carolyn Munford have petitioned to rezone 0.203 acres,
generally located on State Road 834/Jones Mill Road, in the Tunstall Election District from A-1,
Agricultural District, to R-1, Residential Suburban Subdivision District to combine with an
adjacent parcel of land zoned R-1. Mr. and Mrs. Munford were present to represent the petition.
There was no opposition to the petition. Mr. Haymore closed the public hearing at 7:06 p.m. A
motion was made by Mr. Stowe, seconded by Mrs. Mease to recommend the Board of Supervisors
grant the rezoning request. Motion passed by an eight (8) to zero (0) vote.

District, to R-1, Residential Suburban Subdivision District (Horne)
Mr. Haymore opened the public hearing at 7:07 p.m. Mrs. Ragsdale, Director of Community
Development, reported that Wilkerson Living Trust has petitioned to rezone 0.32 acres, generally
located off Barker Road, in the Dan River Election District from A-1, Agricultural District, to R-
1, Residential Suburban Subdivision District to combine with an adjacent parcel of land zoned R-
1. No representatives were present to represent the petition. There was no opposition to the petition.
Mr. Haymore closed the public hearing at 7:08 p.m. A motion was made by Mr. Horne, seconded
by Ms. Henderson to recommend the Board of Supervisors grant the rezoning request. Motion
passed by an eight (8) to zero (0) vote.

4. Public Hearing: Case S-21-009 Michael and Cynthia Flanigan; Special Use Permit for the
sales, service, and repair of automobiles/public garage (Waters)
Mr. Haymore opened the public hearing at 7:10 p.m. Mrs. Ragsdale, Director of Community
Development, reported that Michael and Cynthia Flanigan have petitioned for a Special Use Permit
on one parcel of land, a total of 2.00 acres, located at 1415 W I Powell Road, in the Chatham-
Blairs Election District to offer sales, service and operate a public garage. Michael Flanigan was
present to represent the petition. There was no opposition to the petition. Mr. Haymore closed the
public hearing at 7:14 p.m. A motion was made by Mr. Waters, seconded by Mrs. Mease to
recommend the Board of Supervisors grant the Special Use Permit. Motion passed by an eight (8)
to zero (0) vote.
RESULT: APPROVED [UNANIMOUS]

NEW BUSINESS
Mrs. Ragsdale stated that there will be three (3) rezoning cases and five (5) Special Use Permit
cases for September.
1. Youngblood Nutrient Bank Conservation Easement
The Board as a whole discussed the Conservation Easement of James N. Youngblood. A motion
was made by Ms. Henderson to approve the easement, seconded by Ms. Mease. Motion passed
by a seven (7) to zero (0) vote.
RESULT: APPROVED [7 TO 1]
