VIRGINIA: The Regular Meeting of the Pittsylvania County Planning Commission was
held on July 6, 2021 in the Board Meeting Room, 39 Bank Street, SE, Chatham, Virginia.
Chairman - Westover District H.F. Haymore, called the meeting to order at 7:02 PM. The
following members were present:

PUBLIC HEARING
1. Public Hearing: Case R-21-018 Olde Dominion Agricultural Foundation, Inc; Rezoning
from M-1, Industrial District, Light Industry to A-1, Agricultural District (Henderson)
Mr. Haymore opened the public hearing at 7:04 p.m. Mrs. Hayes, Deputy Director of
Community Development, reported that the Olde Dominion Agricultural Foundation, Inc. has
petitioned to rezone 2.39 acres, generally located off US Highway 29, in the Banister Election
District from M-1, Industrial District, Light Industry to A-1, Agricultural District to combine
with an adjacent parcel of land zoned A-1. No representatives were present to represent the
petition. There was no opposition to the petition. Mr. Haymore closed the public hearing at 7:05
p.m. A motion was made by Ms. Henderson, seconded by Mrs. Mease to recommend the Board
of Supervisors grant the rezoning request. Motion passed by an eight (8) to zero (0) vote.

2. Public Hearing: Case R-21-019 Wesley Lee Francis; Rezoning from R-1, Residential
Suburban Subdivision District to A-1, Agricultural District (Henderson)
Mr. Haymore opened the public hearing at 7:06 p.m. Mrs. Hayes, Deputy Director of
Community Development, reported that Wesley Lee Francis has petitioned to rezone 3.79 acres,
generally located on Brownsville Heights Lane, in the Banister Election District from R-1,
Residential Suburban Subdivision District, to A-1, Agricultural District to combine with an
adjacent parcel of land zoned A-1. Mr. Francis was present to represent the petition. There was
no opposition to the petition. Mr. Haymore closed the public hearing at 7:07 p.m. A motion was
made by Ms. Henderson, seconded by Mr. Horne to recommend the Board of Supervisors grant
the rezoning request. Motion passed by an eight (8) to zero (0) vote.

Mr. Haymore opened the public hearing at 7:09 p.m. Mrs. Hayes, Deputy Director of
Community Development, reported that Terry Parsons has petitioned to rezone 17.20 acres,
generally located on State Road 719/Ray Mill Road, in the Callands-Gretna Election District
from R-1, Residential Suburban Subdivision District, to A-1, Agricultural District to use for
agricultural purposes. Mr. Parsons was present to represent the petition. There was no opposition
to the petition. Mr. Haymore closed the public hearing at 7:10 p.m. A motion was made by Mrs.
Mease, seconded by Ms. Henderson to recommend the Board of Supervisors grant the rezoning
request. Motion passed by an eight (8) to zero (0) vote.

Mr. Haymore opened the public hearing at 7:11 p.m. Mrs. Hayes, Deputy Director of
Community Development, reported that Garnette Short has petitioned to rezone 7.0 acres,
generally located off Gallows Road, in the Staunton River Election District from R-1,
Residential Suburban Subdivision District, to A-1, Agricultural District for agricultural purposes.
Ms. Short was present to represent the petition. There was no opposition to the petition. Mr.
Haymore closed the public hearing at 7:12 p.m. A motion was made by Mr. Harker, seconded by
Mr. Dudley to recommend the Board of Supervisors grant the rezoning request. Motion passed
by an eight (8) to zero (0) vote.

Mr. Haymore opened the public hearing at 7:14 p.m. Mrs. Hayes, Deputy Director of
Community Development, reported that Mildred Lumpkin has petitioned to rezone 1.803 acres,
generally located on State Road 626/Smith Mountain Road, in the Callands-Gretna Election
District from MHP, Residential Manufactured Housing Park District, to A-1, Agricultural
District to combine with an adjacent parcel of land zoned A-1. No representatives were present

to represent the petition. There was no opposition to the petition. Mr. Haymore closed the public
hearing at 7:15 p.m. A motion was made by Mrs. Mease, seconded by Mr. Stowe to recommend
the Board of Supervisors grant the rezoning request. Motion passed by an eight (8) to zero (0)
vote.

6. Public Hearing: Case S-21-007 Rodney and Patricia Barker; Special Use Permit for a
Kennel (Haymore)
Mr. Haymore opened the public hearing at 7:16 p.m. Mrs. Hayes, Deputy Director of
Community Development, reported that Patricia Barker, has petitioned for a Special Use Permit
on one parcel of land, a total of 4.75 acres, generally located on US Highway 29, in the Westover
Election District for a kennel for boarding and grooming dogs. Patricia Barker was present to
represent the petition. Dan Marshall, and Hunter Byrnes spoke in opposition to the petition.
Their concerns included but were not limited to: property values decreasing, noise level due to
the kennel being adjacent to homeowners, and the overall negative impact on the neighborhood.
Several Board members had questions as well. Mr. Harker questioned the entrance from R-1
property and suggested the entrance should be located off of US Hwy 29 using the B-1 property
for all kennel traffic. Mrs. Mease questioned the number of dogs that would be groomed on a
daily basis. The applicant stated that eight to ten dogs would be groomed daily. Mr. Waters
questioned when the structure would be built. The applicant stated that the structure would only
be constructed if the Special Use Permit was granted, and amount of business allows for new
structure. Mr. Haymore closed the public hearing at 7:34 p.m. A motion was made by Mr.
Dudley, seconded by Mr. Stowe to recommend the Board of Supervisors deny the Special Use
Permit. Motion passed by a five (5) to three (3) vote.

7. Public Hearing: Case S-21-008 Danville Gentry Farm, LLC; Special Use Permit for a
Recreational Use, Event Venue (Horne)
Mr. Haymore opened the public hearing at 7:36 p.m. Mrs. Hayes, Deputy Director of
Community Development, reported that Danville Gentry Farm, LLC, has petitioned for a Special
Use Permit on one parcel of land, a total of 14.70 acres, located on State Road 734/Clarks Mill
Road, in the Dan River Election District to operate an Event Venue. R. J. Lackey was present to
represent the petition. Mr. Haymore closed the public hearing at 7:38 p.m. A motion was made
by Mr. Horne, seconded by Mr. Dudley to recommend the Board of Supervisors grant the
Special Use Permit. Motion passed by an eight (8) to zero (0) vote.
