July 3, 2018
MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, July 3, 2018, in the
General District Courtroom, Chatham, Virginia. Mr. Motley, Chairman, called the meeting to order
at approximately 7:00 p.m. Mr. Motley called the roll.

HEARING OF THE CITIZENS
No citizens came forward to speak.
APPROVAL OF THE AGENDA
Mrs. Hayes requested that Case R-18-013 be removed from the agenda due to improper
advertisement. She then stated the map was recorded and the GPIN number was changed in
midstream after the petition was filed. A motion was made by Mr. Stowe, seconded by Mrs.
Mease, and by a 7 to 0 vote (one (1) member, Dr. Miller, was absent), the agenda was approved as
presented.
APPROVAL OF THE MINUTES
A motion was made by Mr. Stowe, seconded by Mr. Dudley, and by a 7 to 0 vote (one (1) member,
Dr. Miller, was absent), the June 5, 2018, minutes were approved as presented.
CHAIRMAN ’S REPORT
Mr. Motley expressed his sympathy to Mr. Greg Sides on behalf of the Planning Commission on
the recent loss of his mother. He then welcomed Mr. J. Vaden Hunt, County Attorney, to the
meeting.

THE ZONING PRECEPTS WERE READ by Mr. Motley TO OPEN THE PUBLIC HEARING at
approximately 7:03 p.m.
Case R-18-014 , William A. Emer son, Jr., & Anita D . Emerson – Mr. Motley opened the public
hearing at 7:03 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that
William and Anita Emerson had petitioned to rezone 1.231 acres, located on State Road
839/Waller Lane, in the Chatham-Blairs Election District from A-1, Agricultural District to R-1,
Residential Suburban Subdivision District to combine with the adjacent parcel of land zoned R-1.
Mrs. Hayes also stated once the property is rezoned to R-1, all uses listed under Section 35-222
are permitted. Mr. Emerson was present to represent the petition. He stated he had added one (1)
acre from his farm to his adjacent lot for the site of his new home. There was no opposition to the
petition. Mr. Motley closed the public hearing at 7:05 p.m. A motion was made by Mr. Stowe,
seconded by Mr. Haymore, to recommend the Board of Supervisors grant the rezoning request.
Motion passed by a 7 to 0 vote (one (1) member, Dr. Miller, was absent).
This concludes the Rezoning case.
Case Z-18-002, Faith Memorial Baptist Church Trustees – Mr. Motley opened the public hearing
at 7:06 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Faith
Memorial Baptist Church had petitioned for a Sign Permit on 20.03 acres, located on U.S. Highway
58 West/Martinsville Highway, in the Westover Election District for an on-site 4 x 10 (40 square
feet), double-sided (total of two (2) panels), electronic digital LED marquee sign. She also stated
the maximum size is 32 square feet. She then stated the new sign would be incorporated into the
existing structure which contains a 2 x 12 (24 square feet) sign. Rev. Daniel Lackey was present to
represent the petition. He stated the new digital sign would be easier to be seen from the highway.
There was no opposition to the petition. Mr. Motley closed the public hearing at 7:09 p.m. A
motion was made by Mr. Haymore, seconded by Ms. Stowe, to recommend the Board of Zoning
Appeals grant the Sign Permit request. Motion passed by a 7 to 0 vote (one (1) member, Dr.
Miller, was absent).
This concludes the Sign Permit case.
OLD BUSINESS
There was no old business.
NEW BUSINESS
Mrs. Hayes reported on the cases for the August, 2018, cycle, which include four (4) rezoning
cases; two (2) in the Chatham-Blairs Election District, one (1) in the Dan River Election District and
one (1) in the Banister Election District. She then stated there are two (2) special use permit cases
for single-wide mobile homes.
The meeting was adjourned at approximately 7:13 p.m.
