PC Minutes 06 05 2018 PITTSYLVANIA COUNTY PLANNING COMMISSION REGULAR MEETING June 5, 2018 MINUTES VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, June 5, 2018, in the General District Courtroom, Chatham, Virginia. Mr. Motley, Chairman, called the meeting to order at approximately 7:00 p.m. Mr. Motley called the roll. APPROVAL OF THE AGENDA A motion was made by Mr. Stowe, seconded by Mr. Dudley, and by a unanimous vote, the agenda was approved as presented. APPROVAL OF THE MINUTES A motion was made by Mr. Horne, seconded by Mr. Stowe, and by a unanimous vote, the May 1, 2018, minutes were approved as presented. CHAIRMAN’S REPORT Mr. Motley stated he had received a letter from the Department of Agriculture regarding a hearing on Cherrystone Dam. He encouraged the Board members to forward their comments to Mr. Greg Sides. THE ZONING PRECEPTS WERE READ by Mr. Motley TO OPEN THE PUBLIC HEARING at approximately 7:05 p.m. Planning Commission June 5, 2018 Page 2 Case R-18-010, Donny W. Hylton & Juanita D. Hylton – Mr. Motley opened the public hearing at 7:05 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Donny and Juanita Hylton had petitioned to rezone 0.98 acre, located on State Road 703/Wilkerson Road, in the Dan River Election District from A-1, Agricultural District to R-1, Residential Suburban Subdivision District to combine with the adjacent parcel of land. Mrs. Hayes also stated once the property is rezoned to R-1, all uses listed under Section 35-222 are permitted. Mr. Donny Hylton was present to represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Motley closed the public hearing at 7:07 p.m. A motion was made by Mr. Horne, seconded by Mr. Davis, to recommend the Board of Supervisors grant the rezoning request. Motion passed unanimously. Case R-18-011, David Miller & Diane Miller – Mr. Motley opened the public hearing at 7:09 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that David and Diane Miller had petitioned to rezone 14.70 acres, located on State Road 649/Motleys Mill Road, in the Chatham-Blairs Election District from RC-1, Residential Combined Subdivision District to A-1, Agricultural District for a recreational facility. Mrs. Hayes also stated if the rezoning request is approved, the petitioners will also be required to apply for a Special Use Permit. Mrs. Hayes then stated once the property is rezoned to A-1, all uses listed under Section 35-178 are permitted. Mr. Chuck Eskey was present to represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Motley closed the public hearing at 7:11 p.m. During the discussion, it was stated this is quite an investment for the County. A motion was made by Mr. Stowe, seconded by Dr. Miller, to recommend the Board of Supervisors grant the rezoning request. Motion passed unanimously. Case R-18-012, Bradley Nace Boswell – Mr. Motley opened the public hearing at 7:12 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Bradley Boswell had petitioned to rezone 1.00 acre, located off State Road 40/East Gretna Road, in the Callands-Gretna Election District from R-1, Residential Suburban Subdivision District to RC-1, Residential Combined Subdivision District to allow for placement of a second dwelling, a single-wide mobile home, on the property for a family member. Mrs. Hayes then stated once the property is rezoned to RC-1, all uses listed under Sections 35-267 are permitted. Mr. Bradley Boswell was present to represent the petition. He stated he had nothing to add except he wanted to provide a place to live for his son and his son’s mother. There was no opposition to the petition. Mr. Motley closed the public hearing at 7:13 p.m. A motion was made by Ms. Mease, seconded by Mr. Haymore, to recommend the Board of Supervisors grant the rezoning request. Motion passed unanimously. This concludes the Rezoning cases. Case S-18-006, Charika Carter Barksdale – Mr. Motley opened the public hearing at 7:14 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Charika Carter Barksdale had petitioned for a Special Use Permit on 0.44 acre, located on State Road 1664/Bonny Avenue, in the Tunstall Election District to allow for placement of a single-wide mobile home on the property. Ms. Charika Barksdale was present to represent the petition. She stated she had nothing to add except this home would be for a family member. Following questioning from a Board member, she stated she had cleared the corner lot, but she had no plans to do anything with the corner lot at this time. There was no opposition to the petition. Mr. Motley closed the public hearing at 7:16 p.m. A motion was made by Mr. Stowe, seconded by Ms. Mease, to recommend the Board of Zoning Appeals grant the Special Use Permit request. Motion passed unanimously. This concludes the Special Use Permit case. Planning Commission June 5, 2018 Page 3 OLD BUSINESS There was no old business. NEW BUSINESS Several citizens spoke regarding an item on the agenda concerning a revision to the Pittsylvania County Zoning Ordinance. A discussion followed among the Board members. A motion was made by Mr. Horne, seconded by Mr. Haymore, and by a unanimous vote, it was determined this item on the agenda will be tabled and placed on the agenda for next month’s meeting (July 3, 2018) when the County attorney will be in attendance.
