MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, December 5, 2017, in the General
District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00
p.m. Mr. Stowe called the roll.

APPROVAL OF THE AGENDA
A motion was made by Mr. Haymore, seconded by Mr. Dudley, and by a 6 to 0 vote (two (2) members, Mrs.
Mease and Mr. Horne were absent), the agenda was approved as presented.
APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Mr. Haymore, and by a 6 to 0 vote (two (2) members, Mrs.
Mease and Mr. Horne, were absent), the November 9, 2017, minutes were approved as presented.

There was no Chairman’s Report.

Case 1, Ralph J. Jones, Jr., R-17-044 – Mr. Stowe opened the public hearing at 7:03 p.m. Mrs. Hayes, Code
Compliance Officer/Interim Zoning Administrator, reported that Ralph J. Jones, Jr., had petitioned to rezone
4.55 acres, located on State Road 750/Whitmell School Road, in the Chatham-Blairs Election District from R-1,
Residential Suburban Subdivision District to A-1, Agricultural District for agricultural use (cattle). Mrs. Hayes
also stated once the property is rezoned to A-1, all uses listed under Section 35-178 are a permitted use. Ralph
Jones, Jr., was present to represent the petition. He stated he had nothing to add. Following questioning from a
Board member, he stated he had recently purchased this parcel of land; he had cleared the land and had
improved its appearance. He then stated he desired to extend his pasture and raise Hereford cattle. There was
no opposition to the petition. Mr. Stowe closed the public hearing at 7:04 p.m. A motion was made by Mr.
Motley, seconded by Dr. Miller, to recommend the Board of Supervisors grant the rezoning request. Motion
passed by a 6 to 0 vote (two (2) members, Mrs. Mease and Mr. Horne, were absent).
Case 2, Larry M. White & Ann M. White, R-17-045 – Mr. Stowe opened the public hearing at 7:06 p.m. Mrs.
Hayes, Code Compliance Officer/Interim Zoning Administrator, reported that Larry and Ann White had
petitioned to rezone 0.89 acre, located on State Road 677/White Fall Road, in the Banister Election District
from R-1, Residential Suburban Subdivision District to A-1, Agricultural District to combine with the adjacent
parcel of land zoned A-1. Mrs. Hayes also stated once the property is rezoned to A-1, all uses listed under
Section 35-178 are a permitted use. Richard Armstrong was present to represent the petition. He stated he had
nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:07 p.m. A
motion was made by Dr. Miller, seconded by Mr. Davis, to recommend the Board of Supervisors grant the
rezoning request. Motion passed by a 6 to 0 vote (two (2) members, Mrs. Mease and Mr. Horne, were absent).
Case 3, Mary S. Shively and Others, R-17-046 – Mr. Stowe opened the public hearing at 7:07 p.m. Mrs.
Hayes, Code Compliance Officer/Interim Zoning Administrator, reported that Mary S. Shively and Others had
petitioned to rezone a total of 23.11 acres, two (2) parcels of land, located on U.S. Highway 58 West/Martinsville
Highway, in the Tunstall Election District from RC-1, Residential Combined Subdivision District to B-2,
Business District, General to serve as base of operations for Gemstone, LLC – bridge painting contractor. Mrs.
Hayes also stated once the properties are rezoned to B-2, all uses listed under Section 35-365 are a permitted use.
A packet containing photographs and letters of recommendation was presented to the Board members prior to
the meeting for their review. Art Craft was present to represent the petition. Mr. Craft provided a brief
description of the proposed business and stated these properties would serve as base of operations for
Gemstone, LLC - bridge painting contractor. He then stated the company planned to build an office and a
building to be used for storage of equipment. Mr. Cameron Jewell, owner of Gemstone, LLC, was present at the
meeting and stated all painting is done at the job site and there is no paint storage. He also stated his company
services a wide area from Florida to Maine. Following questioning from a Board member, it was stated this is
not spot zoning and there are businesses in the area. There was no opposition to the petition. Mr. Stowe closed
the public hearing at 7:12 p.m. A motion was made by Mr. Motley, seconded by Mr. Haymore, to recommend
the Board of Supervisors grant the rezoning request. Motion passed by a 6 to 0 vote (two (2) members, Mrs.
Mease and Mr. Horne, were absent).
Case 4, Frank M. Lacy, Jr., R-17-047 – Mr. Stowe opened the public hearing at 7:13 p.m. Mrs. Hayes, Code
Compliance Officer/Interim Zoning Administrator, reported that Frank M. Lacy, Jr., had petitioned to rezone
10.00 acres, located on State Road 913/Ferrell Lane, in the Tunstall Election District from R-1, Residential
Suburban Subdivision District to A-1, Agricultural District to make the zoning consistent with the adjacent
parcels of land zoned A-1. Mrs. Hayes also stated once the property is rezoned to A-1, all uses listed under
Section 35-178 are a permitted use. Richard Armstrong was present to represent the petition. He stated he had
nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:16 p.m.

rezoning request. Motion passed by a 6 to 0 vote (two (2) members, Mrs. Mease and Mr. Horne, were absent).
