MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, September 5, 2017, in the General
District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00
p.m. Mr. Stowe called the roll.

HEARING OF THE CITIZENS
No citizens came forward to speak.
APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Mr. Arthur, and by a unanimous vote, the August 1, 2017,
minutes were approved as presented.
CHAIRMAN’S REPORT
Mrs. Hayes, Code Compliance Officer/Interim Zoning Administrator, reported that upon legal advice, due to
the recent BZA appeal related to the Mountain Valley Pipeline, it was recommended that Case 2, Case R-17-031,
on the agenda be administratively removed. She also stated this case would be placed on the appropriate future
agenda for potential action. A motion was made by Dr. Miller, seconded by Mr. Davis, that Case 2,
Case R-17-031, be removed and placed on a future agenda with no penalty. Motion passed unanimously.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at
approximately 7:04 p.m.
Case 1, Brenda G. Short, R-17-024 – Mr. Stowe opened the public hearing at 7:04 p.m. Mrs. Hayes, Code
Compliance Officer/Interim Zoning Administrator, reported that Brenda G. Short had petitioned to rezone 7.50
acres, located off State Road 1061/Iona Drive, in the Banister Election District from R-1, Residential Suburban
Subdivision District to A-1, Agricultural District. Mrs. Hayes also stated once the property is rezoned to A-1, all
uses listed under Section 35-178 are a permitted use. Richard Armstrong with Armstrong & Associates, Inc.,

was present to represent the petition. He stated he had nothing to add. There was no opposition to the petition.
Mr. Stowe closed the public hearing at 7:06 p.m. During the discussion, it was stated this is definitely an
agricultural, rural area. A motion was made by Dr. Miller, seconded by Mr. Horne, to recommend the Board of
Supervisors grant the rezoning request. Motion passed unanimously.
This concludes the Rezoning case.
Case S-1, Kay S. Geyer, S-17-010 – Mr. Stowe opened the public hearing at approximately 7:07 p.m. Mrs.
Hayes, Code Compliance Officer/Interim Zoning Administrator, reported that Kay Geyer had petitioned for a
Special Use Permit on 1.85 acres, located on U.S. Highway 29 North, in the Chatham-Blairs Election District for
a low cost spay and neuter veterinary clinic. No one was present to represent the petition. There was no
opposition to the petition. Mr. Stowe closed the public hearing at approximately 7:08 p.m. During the
discussion it was stated this parcel of land was rezoned in July, 2017, from R-1, Residential Suburban Subdivision
District to B-2, Business District, General and this zoning is consistent with the adjoining parcel of land. A
motion was made by Mr. Motley, seconded by Mr. Haymore, to recommend the Board of Zoning Appeals grant
the Special Use Permit request. Motion passed unanimously.
Case S-2, Herbert Daniel Lanier & Erin Coyne Lanier, S-17-011 – Mr. Stowe opened the public hearing at
approximately 7:09 p.m. Mrs. Hayes, Code Compliance Officer/Interim Zoning Administrator, reported that
Daniel and Erin Lanier had petitioned for a Special Use Permit on 12.36 acres, located on State Road 640/Wards
Road and on State Road 668/Grit Road, in the Staunton River Election District for a rodeo for bull riding.
Daniel Lanier was present to represent the petition. He stated this event is True Grit Rodeo, and has been in
business for twenty (20) years. He also stated it was his dream to have the rodeo held on his property.
Following questioning from a Board member, he stated the event would be held on his property for a total of
two (2) days, once a year during the month of June. Carroll Shelton spoke in opposition to the petition. His
concerns included, but were not limited to, the following: traffic congestion on the narrow roads; safety issues
due to the area being highly residential; and a pond located on his property. Matthew Arthur spoke in favor of
the petition. He stated he lives across the highway from the proposed rodeo site, and this event is Mr. Lanier’s
dream. He also stated he felt there were no safety issues and this event is a professional operation. Mr. Lanier
offered a rebuttal and stated the contestants are from out of town. He also stated some of the contestants stay
in trailers and some stay in 15-20 rooms in nearby motels, thus bringing revenue to the area. He then stated he
normally has no problems with this event, as he has law enforcement officers present to control traffic and EMS
personnel on site for the contestants. He then stated you cannot see the pond located on Mr. Shelton’s property
from the petitioned site. Mr. Stowe closed the public hearing at approximately 7:25 p.m. During the discussion
it was stated this would only be a two (2) day event, held once a year and would bring revenue to the County. It
was also stated the Board of Supervisors held a public hearing to allow rodeos and there was no opposition at
the public hearing. A motion was made by Mr. Arthur, seconded by Mr. Motley, to recommend the Board of
Zoning Appeals grant the Special Use Permit request. Motion passed unanimously.
This concludes the Special Use Cases.
Case V-1, Ralph and Josephine Daniel Family Trust, Ralph M. Daniel, Jr., Trustee, V-17-004 - Mrs.
Hayes, Code Compliance Officer/Interim Zoning Administrator, reported that the petitioner had requested the
case be withdrawn with no penalty. A motion was made by Mr. Motley, seconded by Mr. Haymore, to withdraw
Case V-1, V-17-004, with no penalty. Motion passed unanimously.

OLD BUSINESS
There was no old business.
NEW BUSINESS
Mr. Sides made a recommendation to the Board to add Approval of Agenda to future Planning Commission
agendas. He also stated the Planning Commission can change the agenda but cannot add a case. The Board
members were in agreement with this recommendation.
The Board discussed Mr. Shelton’s retirement and made plans to honor him with a dinner at a future date.
The meeting was adjourned at approximately 7:31 p.m.
