MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, August 1, 2017, in the General
District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00
p.m. Mr. Stowe called the roll.

HEARING OF THE CITIZENS
No citizens came forward to speak.
APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Mr. Arthur, and by a 6 to 0 vote (2 members, Dr. Miller and
Mr. Haymore, were absent), the July 6, 2017, minutes were approved as presented.
CHAIRMAN’S REPORT
There was no Chairman’s report.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at
approximately 7:01 p.m.
Case 1, ASK & C, LTD, R-17-024 – Mr. Stowe opened the public hearing at 7:01 p.m. Mrs. Hayes, Code
Compliance Officer/ Deputy Zoning Administrator, reported that ASK & C, LTD, had petitioned to rezone
0.30 acre, located on State Road 686/Zion Road in the Banister Election District from RC-1, Residential
Combined Subdivision District to A-1, Agricultural District. Mrs. Hayes also stated once the property is rezoned
to A-1, all uses listed under Section 35-178 are a permitted use. Kenneth Plybon was present to represent the

petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Stowe closed the
public hearing at 7:02 p.m. During the discussion, it was stated the property is surrounded on two sides by A-1,
Agricultural District zoned properties and this is not a case of spot zoning. A motion was made by Mr. Motley,
seconded by Ms. Mease, to recommend the Board of Supervisors grant the rezoning request. Motion passed by
a 6 to 0 vote (2 members, Dr. Miller and Mr. Haymore, were absent).
Case 2, John L. Roberson & Laura J. Roberson, R-17-025 – Mr. Stowe opened the public hearing at 7:03
p.m. Mrs. Hayes, Code Compliance Officer/Deputy Zoning Administrator, reported that John and Laura
Roberson had petitioned to rezone 0.09 acre, located on State Road 952/Blackbird Place, in the Tunstall
Election District from RC-1, Residential Combined Subdivision District to R-1, Residential Suburban
Subdivision District. Mrs. Hayes also stated once the property is rezoned to R-1, all uses listed under Section
35-222 are a permitted use. John Roberson was present to represent the petition. He stated he had nothing to
add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:04 p.m. During the
discussion it was stated this parcel joins R-1, Residential Suburban Subdivision District zoned property, this is
consistent, and the petitioner is adding to the back of his property. A motion was made by Mr. Motley,
seconded by Mr. Horne, to recommend the Board of Supervisors grant the rezoning request. Motion passed by
a 6 to 0 vote (2 members, Dr. Miller and Mr. Haymore, were absent).
Case 3, Willie B. Guill, Jr., & Tricia P. Guill, R-17-026 – Mr. Stowe opened the public hearing at 7:06 p.m.
Mrs. Hayes, Code Compliance Officer/Deputy Zoning Administrator, reported that Willie and Tricia Guill had
petitioned to rezone 1.68 acres, located on State Road 641/Delta Drive, in the Staunton River Election District
from R-1, Residential Suburban Subdivision District to B-2, Business District, General. Mrs. Hayes also stated
once the property is rezoned to B-2, all uses listed under Section 35-365 are a permitted use. Willie Guill, Jr., and
Dakota Dillard were present to represent the petition. They stated they had nothing to add. There was no
opposition to the petition. Mr. Stowe closed the public hearing at 7:07 p.m. During the discussion, it was stated
the petitioner wants to open up a small business installing lights, sirens, etc., in police and rescue vehicles, there
was no opposition to the petition, and this would be good for the area. A motion was made by Mr. Arthur,
seconded by Mr. Davis, to recommend the Board of Supervisors grant the rezoning request. Motion passed by
a 6 to 0 vote (2 members, Dr. Miller and Mr. Haymore, were absent).
Case 4, Lucy Dillard, R-17-027 – Mr. Stowe opened the public hearing at 7:10 p.m. Mrs. Hayes, Code
Compliance Officer/Deputy Zoning Administrator, reported that Lucy Dillard had petitioned to rezone a total
of 24.00 acres, two (2) parcels of land, located on State Road 713/Oak Grove Road, in the Dan River Election
District from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Mrs. Hayes also stated
once the properties are rezoned to A-1, all uses listed under Section 35-178 are a permitted use. Sheila
Davidson, Mrs. Dillard’s daughter, and Kimberly Wiles, Mrs. Dillard’s granddaughter, were present to represent
the petition. They stated they had nothing to add. There was no opposition to the petition. Mr. Stowe closed
the public hearing at 7:11 p.m. During the discussion, it was stated the petitioned parcels have no state
maintained road frontage and they are adjacent to A-1, Agricultural District zoned properties. A motion was
made by Mr. Horne, seconded by Mr. Davis, to recommend the Board of Supervisors grant the rezoning
request. Motion passed by a 6 to 0 vote (2 members, Dr. Miller and Mr. Haymore, were absent).
This concludes the Rezoning cases.

The Board discussed Mr. Shelton’s retirement and made plans to honor him with a dinner in the near future.
