May 2, 2017
MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, May 2, 2017, in the General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00 p.m. Mr. Stowe
called the roll.

HEARING OF THE CITIZENS No citizens came forward to speak.
APPROVAL OF THE MINUTES A motion was made by Mr. Motley, seconded by Mr. Arthur, and by a 7 to 0 vote (1 member was absent), the April 4,
2017, minutes were approved as presented. CHAIRMAN’S REPORT
There was no Chairman’s report.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately
7:03 p.m. Case 1, Arthur L. Craft, R-17-016 – Mr. Stowe opened the public hearing at 7:03 p.m. Mr. Shelton, Director of Code
Compliance, reported that Arthur Craft had petitioned to rezone 1.27 acres, located on U.S. Highway 58/South Boston Road in the Dan River Election District from A-1, Agricultural District to B-2, Business District, General. Mr. Shelton also
stated once the property is rezoned to B-2, all uses listed under Section 35-365 are a permitted use. Arthur Craft was
present to represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:04 p.m. During the discussion, it was stated the parcel is surrounded by other small
businesses. A motion was made by Mr. Horne, seconded by Mr. Davis, to recommend the Board of Supervisors grant the rezoning request. Motion passed by a 7 to 0 vote (1 member was absent).

Case 2, James Donald Warren, R-17-017 – Mr. Stowe opened the public hearing at 7:05 p.m. Mr. Shelton, Director of Code Compliance, reported that James Donald Warren had petitioned to rezone 0.44 acre, located on State Road 1142/
Ferry Road and on Beach Hollow Road, in the Westover Election District from B-2, Business District, General to R-1,
Residential Suburban Subdivision District. Mr. Shelton also stated once the property is rezoned to R-1, all uses listed under Section 35-222 are a permitted use. James Donald Warren was present to represent the petition. He stated he had
nothing to add except the home on the property would be used for rental purposes. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:06 p.m. A motion was made by Mr. Motley, seconded by Mr. Horne, to recommend the Board of Supervisors grant the rezoning request. Motion passed by a 7 to 0 vote (1 member was absent).
This concludes the Rezoning cases.
Case V-1, Howard L. Shifflett, II, Marcy L. Shifflett, & Cory Lee Shifflett, V-17-002 – Mr. Stowe opened the public hearing at 7:08 p.m. Mr. Shelton, Director of Code Compliance, reported that Henry, Marcy and Cory Shifflett had
petitioned for a Variance on 0.47 acre, located off State Road 978/Lakeside Road (on Emerald Pointe), in the Callands-Gretna Election District to Section 35.272. Minimum Yard Dimensions.(B.) Side Setback, of the Pittsylvania County Zoning Ordinance. Mr. Shelton then stated the petitioners are requesting a Variance of two (2) feet Side Setback to allow
for construction of a 10’ x 20’ covered porch. Howard Shifflett was present to represent the petition. He stated he had nothing to add except he wanted to construct a 10’ x 20’ covered screened porch. There was no opposition to the petition.
Mr. Stowe closed the public hearing at 7:11 p.m. A motion was made by Ms. Mease, seconded by Mr. Motley, to
recommend the Board of Zoning Appeals grant this Variance request. Motion passed by a 7 to 0 vote (1 member was absent).
Case V-2, Bonnie B. Williams, V-17-003 – Mr. Stowe opened the public hearing at 7:12 p.m. Mr. Shelton, Director of Code Compliance, reported that Bonnie Williams had petitioned for a Variance on 0.9842 acre, located on State Road
1701/Deerwood Drive, in the Chatham-Blairs Election District to Section 35.226. Minimum Yard Dimensions.(A.) Front Setback, of the Pittsylvania County Zoning Ordinance to allow a structure (carport) to remain on the property. Bonnie
Williams was present to represent the petition. She stated she had nothing to add, and she presented two (2) photographs
of the carport to the Board members. There was no opposition to the petition. Albert L. Moser and Peggy Boles spoke in favor of the petition and both stated they had no objections to the Variance request. Mr. Stowe closed the public hearing
at 7:17 p.m. A motion was made by Mr. Motley, seconded by Ms. Mease, to recommend the Board of Zoning Appeals grant this Variance request. Motion passed by a 7 to 0 vote (1 member was absent).
This concludes the Variance cases. OLD BUSINESS
There was no old business.
NEW BUSINESS
Mr. Shelton provided a brief description of a proposed revision to the Pittsylvania County Zoning Ordinance, Chapter 35, Section 35-179. SPECIAL USE PERMITS. for the addition of Temporary Uses – Rodeos, and Mr. Shelton requested that
the Board make a motion for a public hearing to be held in June to revise the Zoning Ordinance as presented. A motion
was made by Mr. Motley, seconded by Mr. Arthur, to advertise for a public hearing to be held to amend the Pittsylvania County Zoning Ordinance, Chapter 35-Zoning, SEC. 35-179.SPECIAL USE PERMITS. for the addition of
Temporary Uses – Rodeos. Motion passed by a 7 to 0 vote (1 member was absent). The meeting was adjourned at approximately 7:24 p.m.
