MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, February 7, 2017, in the
General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at
approximately 7:00 p.m. Mr. Stowe called the roll.

HEARING OF THE CITIZENS
No citizens came forward to speak.
APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Mr. Davis, and by a 7 to 0 vote (one (1) member was
absent), the January 5, 2017, minutes were approved as presented.
CHAIRMAN ’S REPORT
There was no Chairman’s report.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at
approximately 7:01 p.m.
Case 1, Zada Singleton , R-17-004 – Mr. Stowe opened the public hearing at 7:01 p.m. Mr. Shelton,
Director of Code Compliance, reported that Zada Singleton had petitioned to rezone 2.50 acres, located on
State Road 638/Roark Mill Road and on State Road 640/Wards Road in the Staunton River Election District
from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Mr. Shelton also stated once
the property is rezoned to A-1, all uses listed under Section 35-178 are a permitted use. Danny Singleton
was present to represent the petition. He stated he had nothing to add. There was no opposition to the
petition. Mr. Stowe closed the public hearing at 7:03 p.m. During the discussion, it was stated this parcel of
land is surrounded by A-1, Agricultural District zoned properties. A motion was made by Mr. Arthur,
seconded by Mr. Horne, to recommend the Board of Supervisors grant the rezoning request. Motion
passed by a 7 to 0 vote (one (1) member, Janet Mease, was absent).

Case 2, Hollywood Baptist Church , R-17-005 – Mr. Stowe opened the public hearing at 7:03 p.m. Mr.
Shelton, Director of Code Compliance, reported that Hollywood Baptist Church had petitioned to rezone
1.56 acres, located on Highway 57/Callands Road and on State Road 821/Weal Road, in the Callands-
Gretna Election District from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Mr.
Shelton also stated once the property is rezoned to A-1, all uses listed under Section 35-178 are a permitted
use. Mark Johnson with LE&D Professionals, P.C., was present to represent the petition. He stated the
church is expanding with plans for construction of a new fellowship hall. He also stated the lot line will be
removed and the two parcels of land involved in the construction have two different zoning designations;
therefore, it is necessary for the petitioned parcel of land be rezoned to A-1 for consolidation. There was no
opposition to the petition. Mr. Stowe closed the public hearing at 7:05 p.m. During the discussion, it was
stated the church is expanding and there is a need for the property to be rezoned. A motion was made by
Mr. Motley, seconded by Mr. Haymore, to recommend the Board of Supervisors grant the rezoning request.
Motion passed by a 7 to 0 vote (one (1) member, Janet Mease, was absent).
Case 3, Jason Karl Keesee , R-17-006 – Mr. Stowe opened the public hearing at 7:06 p.m. Mr. Shelton,
Director of Code Compliance, reported that Jason Karl Keesee had petitioned to rezone 7.00 acres, located
off Dual Track Road, in the Callands-Gretna and Banister Election Districts from R-1, Residential Suburban
Subdivision District to A-1, Agricultural District. Mr. Shelton also stated once the property is rezoned to A-1,
all uses listed under Section 35-178 are a permitted use. Jason Keesee was present to represent the
petition. He stated he had nothing to add. Following questioning from one of the Board members, Mr.
Keesee stated he is in the process of purchasing one-half (1/2) acre of land from the adjacent parcel owner
zoned A-1 to combine with his 7.00 acre parcel of land, which will allow him to have access to his 42 acre
parcel of land that has no state-maintained road frontage. He then stated that hay is currently being cut off
the land. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:07 p.m. During
the discussion, it was stated several parcels of land adjacent to the petitioned parcel were recently rezoned
to A-1, Agricultural District and this makes the zoning consistent. A motion was made by Dr. Miller,
seconded by Mr. Motley, to recommend the Board of Supervisors grant the rezoning request. Motion
passed by a 7 to 0 vote (one (1) member, Janet Mease, was absent).
This concludes the Rezoning cases.
