January 5, 2017
MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Thursday, January 5, 2017, in the General District Courtroom, Chatham, Virginia. Mr. Shelton, Director of Code Compliance, called the meeting to order at approximately
7:00 p.m. Mr. Shelton called the roll.

APPOINTMENT OF CHAIRMAN AND VICE CHAIRMAN FOR THE YEAR 2017 – Upon motion of Mr. Motley, seconded by Mr. Davis, and by a unanimous vote, Mr. Stowe was elected Chairman for the year 2017. By motion
of Mr. Haymore, seconded by Mr. Horne, and by a unanimous vote, Mr. Motley was elected Vice Chairman for the year 2017.
HEARING OF THE CITIZENS
No citizens came forward to speak. APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Mr. Arthur, and by a unanimous vote, the December 6, 2016, minutes
were approved as presented.
CHAIRMAN’S REPORT
There was no Chairman’s Report.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately
7:04 p.m.
Case 1, William S. Harville & Stacey D. Harville, R-17-001 – Mr. Stowe opened the public hearing at 7:04 p.m. Mr.
Shelton, Director of Code Compliance, reported that Scott and Stacey Harville had petitioned to rezone 1.030 acre, located
on State Road 730/Wilkerson Road, in the Dan River Election District from R-1, Residential Suburban Subdivision District to B-2, Business District, General. Mr. Shelton also stated once the property is rezoned to B-2, all uses listed
under Section 35-365 are a permitted use. Scott Harville was present to represent the petition. He stated he and his wife were in the process of selling their home and they were unsure of the property lines. He also stated a survey was prepared,

at which time it was determined the property was landlocked to the adjacent parcel of land and a portion of his property had to be rezoned. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:06 p.m. During the
discussion, it was stated this parcel of land is adjacent to B-2, Business District, General zoned property and is not spot
zoning. A motion was made by Mr. Horne, seconded by Mr. Davis, to recommend the Board of Supervisors grant the rezoning request. Motion passed unanimously.
Case 2, Dodson Snack Sales, Inc., R-17-002 – Mr. Stowe opened the public hearing at 7:07 p.m. Mr. Shelton, Director of Code Compliance, reported that Dodson Snack Sales, Inc., had petitioned to rezone 0.444 acre, located on State Road
730/Wilkerson Road, in the Dan River Election District from B-2, Business District, General to R-1, Residential Suburban Subdivision District. Mr. Shelton also stated once the property is rezoned to R-1, all uses listed under Section 35-222 are a
permitted use. Howard Dodson, Jr., was present to represent the petition. He stated he had nothing to add. There was no
opposition to the petition. Mr. Stowe closed the public hearing at 7:08 p.m. During the discussion, it was stated this parcel of land is adjacent to R-1, Residential Suburban Subdivision District zoned property and is not spot
zoning. A motion was made by Mr. Horne, seconded by Mr. Davis, to recommend the Board of Supervisors grant the rezoning request. Motion passed unanimously.
Case 3, David W. Prillaman & Patsy F. Prillaman, R-17-003 – Mr. Stowe opened the public hearing at 7:09 p.m. Mr.
Shelton, Director of Code Compliance, reported that David and Patsy Prillaman had petitioned to rezone a total of 10.87
acres, two (2) parcels of land, located on State Road 57/Callands Road, in the Callands-Gretna Election District from R-1, Residential Suburban Subdivision District to A-1, Agricultural District. Mr. Shelton also stated once the properties are
rezoned to A-1, all uses listed under Section 35-178 are a permitted use. David Prillaman was present to represent the petition. He stated he had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:14 p.m. During the discussion, it was stated the properties are consistent with the Comprehensive Plan and should be
used for agricultural purposes. A motion was made by Ms. Mease, seconded by Mr. Haymore, to recommend the Board of Supervisors grant the rezoning request. Motion passed unanimously.
This concludes the Rezoning cases.
Case S-1, Stephen R. Carter, S-17-001 – Mr. Stowe opened the public hearing at 7:16 p.m. Mr. Shelton, Director of Code Compliance, reported that Stephen R. Carter had petitioned for a Special Use Permit on 7,150 square feet, located on U.S. Highway 41/Franklin Turnpike, in the Callands-Gretna Election District for a 244’ lattice design telecommunications
tower with a 50’ x 50’ (2,500 square feet) fenced-in compound area, within a 100’ x 100’ (10,000 square feet) lease area for Shentel. Max Wiegard with Gentry Locke Attorneys was present to represent the petition. He stated he had nothing to
add but he would answer any questions from the Board members. Randolph Neal spoke in opposition to the petition. His
concerns included, but were not limited to, environmental risks over Highway 41/Franklin Turnpike. Mr. Stowe then suggested Mr. Neal meet with the Shentel representatives and let them provide answers to his concerns. Mr. Stowe closed
the public hearing at 7:36 p.m. During the discussion, it was stated there is a dire need for more wireless coverage in Pittsylvania County. A motion was made by Ms. Mease, seconded by Mr. Motley, to recommend the Board of Zoning Appeals grant this Special Use Permit request. Motion passed unanimously.
Case S-2, James T. Allen & Grace Juanita Brooks Allen, S-17-002 – Mr. Stowe opened the public hearing at 7:36 p.m.
Mr. Shelton, Director of Code Compliance, reported that James and Grace Allen had petitioned for a Special Use Permit
on 6,315 square feet, located on State Road 1171/Cedar Gates Loop Road, in the Callands-Gretna Election District for a 199’ lattice design telecommunications tower with a 50’ x 50’ (2,500 square feet) fenced-in compound area, within a 100’ x
100’ (10,000 square feet) lease area for Shentel. Max Wiegard with Gentry Locke Attorneys was present to represent the petition. He stated he had nothing to add. Carl Parsons spoke in favor of the petition. He stated there is no coverage on Highway 57 after passing Hollywood Baptist Church and the county needs coverage now. There was no opposition to the
petition. Mr. Stowe closed the public hearing at 7:38 p.m. During the discussion, it was stated there is a dire need for more wireless coverage in Pittsylvania County. A motion was made by Ms. Mease, seconded by Mr. Haymore, to
recommend the Board of Zoning Appeals grant this Special Use Permit request. Motion passed unanimously.

Case S-3, Kentuck Baptist Church, S-17-003 – Mr. Stowe opened the public hearing at 7:39 p.m. Mr. Shelton, Director of Code Compliance, reported that Kentuck Baptist Church had petitioned for a Special Use Permit on 4,000 square feet,
located on State Road 726/Kentuck Church Road, in the Dan River Election District for a 199’ lattice design
telecommunications tower with a 50’ x 50’ (2,500 square feet) fenced-in compound area, within a 100’ x 100’ (10,000 square feet) lease area for Shentel. Max Wiegard with Gentry Locke Attorneys was present to represent the petition. He
stated he had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:40 p.m. A motion was made by Mr. Horne, seconded by Mr. Davis, to recommend the Board of Zoning Appeals grant this Special Use Permit request. Motion passed unanimously.
This concludes the Special Use Permit cases.
OLD BUSINESS
2016 Annual Report – Mr. Shelton provided a brief description of the 2016 Annual Report located in the Board packet, and there were no questions regarding the report. The Chairman and Vice Chairman thanked Mr. Shelton and his staff for
the excellent job they do.
NEW BUSINESS
The Chairman congratulated Mr. Davis on his recent appointment as Vice Chairman of the Pittsylvania County Board of Supervisors.
The meeting was adjourned at approximately 7:48 p.m.
