PITTSYLVANIA COUNTY PLANNING COMMISSION REGULAR MEETING
February 2, 2016
MINUTES
VIRGINIA: The Pittsylvania County Planning Commission met on Tuesday, February 2, 2016, in the General District Courtroom, Chatham, Virginia. Mr. Stowe, Chairman, called the meeting to order at approximately 7:00 p.m. Mr. Stowe
called the roll.

HEARING OF THE CITIZENS No citizens came forward to speak.
APPROVAL OF THE MINUTES
A motion was made by Mr. Motley, seconded by Mr. Arthur, and by a 7 to 0 vote (1 member was absent), the January 5, 2016, minutes were approved as presented.
CHAIRMAN’S REPORT
There was no Chairman’s report.
THE ZONING PRECEPTS WERE READ by Mr. Stowe TO OPEN THE PUBLIC HEARING at approximately 7:01 p.m.
Case 1, Bachelors Hall Volunteer Fire Department, Inc., R-16-005 – Mr. Stowe opened the public hearing at 7:01 p.m. Mr. Shelton, Director of Code Compliance, reported that Bachelors Hall Volunteer Fire Department, Inc., had petitioned to rezone a total of approximately 0.97 acre, two (2) parcels of land, located on State Road 878/Duncan Drive, in the
Westover Election District from R-1, Residential Suburban Subdivision District to M-1, Industrial District, Light Industry. Mr. Shelton also stated once the properties are rezoned to M-1, all uses listed under Section 35-383 are a permitted use.
Allen Roberts, Chief of the Bachelors Hall Volunteer Fire Department, was present to represent the petition. He stated he
had nothing to add. There was no opposition to the petition. Mr. Stowe closed the public hearing at 7:02 p.m. During the discussion, it was stated these parcels are adjacent to property zoned M-1, Industrial District, Light Industry. A motion
was made by Mr. Weatherford, seconded by Ms. Mease, to recommend the Board of Supervisors grant the rezoning request. Motion passed by a 7 to 0 vote (1 member was absent).

This concludes the Rezoning case. Public Hearing – Proposed Revision to Pittsylvania County Code, Chapter 35, Section 35-819.MAINTENANCE
AND REMOVAL OF SIGNS. of the Pittsylvania County Zoning Ordinance – Mr. Stowe opened the public hearing at 7:03 p.m. Mr. Shelton, Director of Code Compliance, reported the proposed revision to Chapter 35, Section
35-819.MAINTENANCE AND REMOVAL OF SIGNS. of the Pittsylvania County Zoning Ordinance was discussed at the January 5, 2016, meeting and was advertised in the Star Tribune on January 20 & 27, 2016. The revision would include
the removal of the following excerpt from this section as follows (highlighted in yellow): ‘Any sign erected in
compliance with this section shall be maintained at all times by the applicant up to the time of the hearing. and it shall be the duty of the applicant at the hearings to prove by affidavit that he has fully complied with the
requirements of this section and has continuously maintained the sign or signs up to the time of the hearing.’ Mr. Shelton then stated he felt this wording needed to be deleted from the County Code. There was no opposition to the
petition. Mr. Stowe closed the public hearing at 7:04 p.m. A motion was made by Mr. Motley, seconded by Mr. Horne, that the Planning Commission recommend to the Board of Supervisors the proposed revisions to Pittsylvania County
Code Section 35-819 as advertised. Motion passed by a 7 to 0 vote (1 member was absent).
OLD BUSINESS
There was no old business.
NEW BUSINESS
Mr. Shelton presented the Board members with a memorandum from Mr. Clarence Monday, County Administrator,
regarding Standards of Conduct and requested that each member review the information and sign and return the Model of Excellence Member Statement to the County by February 19, 2016.
The meeting was adjourned at approximately 7:06 p.m.
