MINUTES
VIRGINIA: The Pittsylvania County Board of Zoning Appeals met on Tuesday, July 10, 2018, in the
General District Courtroom, Edwin R. Shields Courthouse Addition, Chatham, Virginia. Mr. Talbott called
the meeting to order at approximately 7:00 p.m. The Board observed a moment of silence. Mrs. Hayes
called the roll.

APPROVAL OF THE AGENDA
Upon motion of Mr. Yeaman, seconded by Mr. Craddock, and by a unanimous vote, the agenda was
approved as presented.
APPROVAL OF THE MINUTES
Upon motion of Mr. Griffith, seconded by Mr. Easley, and by a unanimous vote, the minutes of the June
12, 2018, meeting were approved as presented.
OLD BUSINESS
There was no old business.
NEW BUSINESS
Mrs. Hayes reported there are two (2) Special Use Permit cases for the August 2018 cycle to allow for
placement of single-wide mobile homes. She also reported there will be nine (9) Special Use Permit cases in
the September 2018 cycle for Mountain Valley Pipeline easements crossing properties zoned C-1,
Conservation District.
CHAIRMAN’S REPORT
Mr. Talbott reported the County Administrator is planning a meeting soon regarding an attorney to serve as
legal counsel for the Board of Zoning Appeals.

THE ZONING PRECEPTS WERE READ BY Mr. Talbott to OPEN THE PUBLIC HEARING at
approximately 7:06 p.m.
Case Z-18-002, Faith Memorial Baptist Church Trustees – Mr. Talbott opened the public hearing at
approximately 7:06 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Faith
Memorial Baptist Church had petitioned for a Sign Permit on 20.03 acres, located on U.S. Highway 58
West/Martinsville Highway, in the Westover Election District for an on-site 4’ x 10’ (40 square feet),
double-sided (total of two (2) panels), electronic digital LED marquee sign. She then stated the new sign
will be incorporated into the existing structure which contains a 2’ x 12’ (24 square feet) sign. Mrs. Hayes
further reported the Planning Commission, with no opposition, recommended granting the petitioner’s
request. Rev. Daniel Lackey was present to represent the petition. Following questioning from several of
the Board members, he stated the sign is currently located approximately 30 feet off Highway 58 West. He
then stated this sign is located in sight of another sign already there. There was no opposition to the
petition. Mr. Talbott closed the public hearing at approximately 7:09 p.m. The Board discussed the
petition as the Committee of the Whole. During the discussion, it was stated there are no homes nearby,
there is a stoplight located nearby, and this fits in with the surrounding area. Upon motion of Mr. Griffith,
seconded by Mr. Easley, the following motion was adopted: Whereas, Faith Memorial Baptist Church
Trustees have petitioned the Board of Zoning Appeals for a Sign Permit for an on-site, 4’ x 10’ (40 square
feet), double-sided (total of two (2) panels), electronic digital LED marquee sign to be incorporated into the
existing structure which contains a 2’ x 12’ (24 square feet) sign and, Whereas, the application meets the
requirements of Section 35-95 of the Pittsylvania County Zoning Ordinance, I move the Sign Permit be
granted. Motion passed unanimously.
This concludes the Sign Permit case.
The meeting adjourned at approximately 7:15 p.m.
