MINUTES
VIRGINIA: The Pittsylvania County Board of Zoning Appeals met on Tuesday, May 8, 2018, in the General District Courtroom, Edwin R. Shields Courthouse Addition, Chatham, Virginia. Mr. Talbott called
the meeting to order at approximately 7:00 p.m. The Board observed a moment of silence. Mrs. Hayes called the roll.

APPROVAL OF THE AGENDA
Upon motion of Mr. Merricks, seconded by Mrs. Glass, and by unanimous vote, the agenda was approved as presented.
APPROVAL OF THE MINUTES
Upon motion of Mr. Yeaman, seconded by Mr. Griffith, and by unanimous vote, the minutes of the April
10, 2018, meeting were approved as presented.
OLD BUSINESS
There was no old business.
NEW BUSINESS
Mrs. Hayes reported there is one (1) Special Use Permit case for the June 2018 cycle to allow for placement of a single-wide mobile home for rental purposes.
THE ZONING PRECEPTS WERE READ BY Mr. Talbott to OPEN THE PUBLIC HEARING at
approximately 7:04 p.m.
Case S-18-003, James E. Layne & Deborah L. Layne – The Chairman opened the public hearing at approximately 7:04 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that James
and Deborah Layne had petitioned for a Special Use Permit on 1.00 acre, located on State Road 632/Waller Road, in the Staunton River Election District to allow for placement of a single-wide mobile home for their

son. Mrs. Hayes further reported the Planning Commission, with no opposition, recommended granting
the petitioners’ request. Mr. Layne was present to represent the petition. He stated that five (5) of the first six (6) residences on Waller Road are single-wide mobile homes. He then stated he and his wife are getting
older and they want their son to live nearby. There was no opposition to the petition. The Chairman closed the public hearing at approximately 7:06 p.m. The Board discussed the petition as the Committee of
the Whole. Upon motion of Mr. Craddock, seconded by Mr. Easley, the following motion was adopted: Whereas, James E. Layne and Deborah L. Layne have petitioned the Board of Zoning Appeals for a
Special Use Permit to allow for placement of a single-wide mobile home on the property and, Whereas, we find no substantial detriment to adjacent property, that the character of the zoning district will not be
changed thereby, and that such use will be in harmony with the purpose and intent of the Ordinance, I move the Special Use Permit be granted. Motion passed unanimously.
Case S-18-004, Stacy Lee King, Et Als, Chriswana Morton, Et Als, & Angela E. King, Et Als – The
Chairman opened the public hearing at approximately 7:07 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Stacy Lee King had petitioned for a Special Use Permit on 0.65
acre, located on State Road 665/Rockford School Road, in the Staunton River Election District to allow for placement of a single-wide mobile home for his residence. Mrs. Hayes further reported the Planning
Commission, with no opposition, recommended granting the petitioner’s request. Mr. King was present to represent the petition. He stated this is a nice neighborhood and he hopes to live there. There was no
opposition to the petition. The Chairman closed the public hearing at approximately 7:08 p.m. The Board discussed the petition as the Committee of the Whole. During the discussion, it was stated there are other
mobile homes in the area. Upon motion of Mr. Easley, seconded by Mr. Craddock, the following motion was adopted: Whereas, Stacy Lee King and Others have petitioned the Board of Zoning Appeals for a
Special Use Permit to allow for placement of a single-wide mobile home on the property and, Whereas, we find no substantial detriment to adjacent property, that the character of the zoning district will not be
changed thereby, and that such use will be in harmony with the purpose and intent of the Ordinance, I move the Special Use Permit be granted. Motion passed unanimously.
Case S-18-005, Jose Juan Guillen Ambriz & Janeth Vargas Gomez – The Chairman opened the public
hearing at approximately 7:09 p.m. Mrs. Hayes, Deputy Director of Community Development, reported that Jose Ambriz and Janeth Gomez, husband and wife, had petitioned for a Special Use Permit on 0.59
acre, located on State Road 1432/Hill Crest Lane, in the Chatham-Blairs Election District to allow for placement of a single-wide mobile home for their residence. Mrs. Hayes further reported the Planning
Commission, with opposition, recommended denying the petitioners’ request. Mr. Ambriz was present to represent the petition. He stated he has four (4) children and one is a special needs child. Following
questioning from the Board members, he stated the construction trailer currently located on the property will be moved. He then stated the home is a 2007 year model mobile home with four (4) bedrooms. James
McDaniel spoke in opposition to the petition. His concerns included, but were not limited to, the following: the property is not zoned for a single-wide mobile home; his neighbor petitioned for a single-
wide mobile home on nearby property approximately fifteen (15) years ago and was denied; there were no mobile homes in the area until Mr. Solis placed a double-wide mobile home on his property, etc. The
Chairman closed the public hearing at approximately 7:19 p.m. The Board discussed the petition as the Committee of the Whole. During the discussion, it was stated there are no single-wide mobile homes on
the road. Upon motion of Mr. Griffith, seconded by Mr. Yeaman, the following motion was adopted: Whereas, Jose Ambriz and Janeth Gomez, husband and wife, have petitioned the Board of Zoning Appeals
for a Special Use Permit to allow for placement of a single-wide mobile home on the property and, Whereas, we find no substantial detriment to adjacent property, that the character of the zoning district will

not be changed thereby, and that such use will be in harmony with the purpose and intent of the Ordinance,
I move the Special Use Permit be granted. With the following condition: (1) The home shall be placed so as to maximize setback from Hill Crest Lane. Motion passed by a 5 to 2 vote. Those voting to grant the
positive motion were as follows: Mr. Talbott, Mr. Griffith, Mrs. Glass, Mr. Craddock and Mr. Yeaman. Those voting against the positive motion were as follows: Mr. Easley and Mr. Merricks.
Case S-18-001, Town of Altavista – The Chairman opened the public hearing at approximately 7:29 p.m.
Mrs. Hayes, Deputy Director of Community Development, reported that the Town of Altavista had petitioned for a Special Use Permit on 162.00 acres, located on State Road 665/Rockford School Road, in
the Staunton River Election District to expand the existing shooting range. Mrs. Hayes further reported the Planning Commission, with no opposition, recommended granting the petitioner’s request. Mr. Kenny
Moorefield and Sgt. Alan Williams were present to represent the petition. They presented a PowerPoint presentation and documents regarding the proposed improvements, safety features, etc., for the shooting
range to each Board member for their review. The proposed improvements include, but are not limited to, the following: increasing the current range from 25 yards to 100 yards long and 30 yards wide; construction
of a 20 x 20 foot (400 square feet) classroom building on the premises; the range is 1,000 feet from the nearest road or residence and warning signs will be posted on the entrance and along the perimeter of the
range, to include a “range in use” signage; there will be no firing past 10:00 p.m.; the berm will be 20 feet high with wings 15 feet high on each side, etc. There was no opposition to the petition. The Chairman
closed the public hearing at approximately 7:46 p.m. The Board discussed the petition as the Committee of the Whole. Upon motion of Mr. Cradock, seconded by Mr. Easley, the following motion was adopted:
Whereas, the Town of Altavista has petitioned the Board of Zoning Appeals for a Special Use Permit for expansion of the existing shooting range on the property and, Whereas, we find no substantial detriment
to adjacent property, that the character of the zoning district will not be changed thereby, and that such use will be in harmony with the purpose and intent of the Ordinance, I move the Special Use Permit be
granted. With the following condition: (1) The range is to be implemented according to the plan and operating guidelines presented. Motion passed unanimously.
This concludes the Special Use Permit cases.
